03-23-2004 APM+HUTCHINSON AIRPORT ADVISORY COMMISSION March 23, 2004 5:30 p.m. Airport Arrival/Departure Building Minutes Members present: Dave Skaar, Chuck Brill, Doug McGraw Members absent: Doug Kephart, Jeff Lux Others Present: John Olson, City of Hutchinson; Tom Parker, Hutchinson Aviation; Dick Freeman, Hangar tenant Meeting called to order at 5:35 p.m. There was a quorum of members present. L. Approve Minutes of February 10, 2004 meeting Motion made by Brill, second by McGraw to approve February 10, 2004 minutes. Unanimous approval 2. Proposed Improvement Proiects Olson reported that since the City has not recently enough gone through a formal consultant selection process, the project proposed for Spring 2004 will be limited in scope to the NavAid Service Roadway & Apron extension near old hangars. Ditch cleaning and tile line location may be included as project administrative expenses. City Council is considering a motion to approve the contract with TKDA for the smaller 2004 project at tonight's City Council meeting. City Council is also considering a motion to appoint two volunteer members of the Airport Advisory Commission, John Rodeberg, Director of Public Works, and John Olson, Airport Manager to a committee to select a consultant for future airport improvements. Once the motion is approved, the request for qualifications will be advertised and the process will begin. Once a consultant is selected, the Airport Advisory Commission should prepare a capital improvement plan, updated to reflect the condition of the airport, assuming the smaller 2004 project is completed. There may be a possibility to submit another 2004 project to deal with lighting and electrical problems. Federal Aviation Administration prefers one project per year, but in conversations with Bob Huber, FAA, he indicated they might consider the project on its safety merits because of persistent lighting problems. 3. Proposed Future CIP: Olson reminded AAC members of items already identified for improvements: JetA Fuel and Cabinets / Pumps & Equipment Enclosed T -Hangar / Hangar construction site preparation, including apron for commercial hangars. Private Hangars: State Statutes allow specific powers to municipalities to enter into leases (up to 99 years) for aviation- related purposes, which include leasing property for construction of private hangars. Therefore, the limitations indicated in the City's charter no longer pertain to leases for aviation - related purposes (private hangars). However, the City Attorney intends to inform the City Council of these specific municipal powers and to officially recognize the statutory authority. Airport Advisory Commission Minutes March 23, 2004 Page 2 Because the City has the authority to enter into these agreements, and because there has been expressed interest in building at the airport, AAC members should begin to consider the following: 1. Minimum standards for construction of private hangars (color, height, opening sizes, etc.) 2. Revenue expectations for leases 3. Site locations for private hangars 4. "Commercial" vs. "Individual" hangar standards /designations 4. New Business Dick Freeman approached the AAC with a question related to the priority given existing hangar tenants when other City -owned hangars become available for rent. Commissioners agreed to review the policy at their next meeting and discuss any potential changes to the policy at that time. Hutchinson Municipal Airport — Ken Butler Field opened for aircraft traffic in 1965. Commissioners agreed a 40th anniversary celebration would be in order. Chairman Skaar indicated he would have some historical information available to review at the next AAC meeting. Mr. Joel Lehrke, 2329 Boulder Road, Chanhassen MN 55317 (952) 470 -5953 made a request on behalf of Boy Scout Troop 337, of Victoria, to use the airport for the purpose of having Scouts earn their Aviation Merit Badge. Scouts would be arriving at the airport in the afternoon or early evening of April 23, camp Friday and Saturday nights, and would be leaving about noon on Sunday April 25. The Troop will have pilots with them at all times, for safety reasons. Mr. Lehrke has already contacted the Fire Chief to discuss safety issues related to campfires. Their request included using the classroom. The Troop agreed to clean up all facilities used. Motion made by McGraw and second by Brill to authorize Boy Scout Troop 337, of Victoria, MN to use the airport facilities April 23 -25, 2004. Olson was instructed to contact Mr. Lehrke and be available for questions. 5. Old Business: Commissioners Listing. Commissioners reviewed the updated the Airport Commission list. The Civil Air Patrol (CAP) will be installing a pitched roof on their building this spring. I spoke with members of the CAP and with John Rodeberg regarding electricity charges owed by the CAP. The proposal would be to credit the CAP's electricity charges up to the full amount of their cost in materials for the roof to be installed. CAP will provide a materials listing and cost. From that, a memo for City Council action would be prepared to credit CAP the full amount of materials against their past, and future if necessary, utility charges. Airport Advisory Commission members approved of the CAP/Electricity charges proposal. Tim Miller/Exploring Aviation Flying Club has paid the balance of their bill as promised.
