10-07-2002 APM+HUTCHINSON AIRPORT ADVISORY COMMISSION October 7, 2003 5:30 p.m. Arrival/Departure Building Minutes Members present: Dave Skaar, Chuck Brill, Jeff Lux Members absent: Doug McGraw, Doug Kephart Others Present: John Olson, City of Hutchinson; Tom Parker, Hutchinson Aviation Meeting called to order at 5:30 p.m. There was a quorum of members present. 1. Approve Minutes of September 2, 2003 meeting Motion made by Chuck Brill, second by Jeff Lux to approve September 2, 2003 minutes. Unanimous approval. 2. Review of Proposed Safetv Improvement Proiect Commissioners reviewed components of the proposed safety improvement project: NavAid Service Roadway: A route accessed off of County Road 8 that crosses the drainage ditch twice, eventually ending at the wind cone and rotating beacon. The roadway will be a flat section, with sheet drainage toward ditch, constructed of gravel. Maintenance should include minimal grading on the roadway. A gate with lock and signage will be constructed at the County Road 8 intersection. Apron Taxilane: Asphalt taxilane will be added to the east side of existing hangars to allow aircraft to taxi to maintenance facilities and the fuel site without accessing the taxiway. Electrical poles and wiring will be set underground to maintain proper taxilane object free area (TFOA). Night operations will be made possible by lighting placed on existing hangar buildings. Some additional small areas of asphalt will be included to improve existing taxilane conditions at the airport. Wetlands Work: Wetlands will be improved and seeded according to the plan produced by Barr Engineering. Ditch Cleaning: During construction of the NavAid Service Roadway, all trees, bushes and non -grass vegetation will be removed. This will keep the ditch from plugging and will allow for future maintenance of the ditch. Helicopter Pad: A section of existing apron area will be removed to allow for a concrete helicopter pad, according to FAA design. During summer operations, helicopter skids can easily damage asphalt apron areas. Providing a concrete pad for helicopters to land on will eliminate unnecessary wear of the asphalt apron. Aircraft Wash Facility A concrete pad for washing aircraft will be put south of the existing maintenance facility. The pad will be sloped and contaminated wash water will be collected in the same storage tank used by the maintenance facility. The pad would be designed so run -off during periods the pad is not being used to wash aircraft would not accumulate in the waste storage tank. Soft water will be provided from a connection on the south face of the maintenance facility. Fueling A hose reel for avgas fuel hose will be provided at the aircraft fueling site. The possibility of a self - contained one -half transport JetA fueling facility will also be investigated. +HUTCHINSON AIRPORT ADVISORY COMMISSION October 7, 2003 Minutes (page 2) Airport Sim A sign will be erected along the entrance roadway. The sign will be designed to accommodate future signage for airport sponsors, business activities at the airport, and other significant contributors to the airport facility. After reviewing and identifying proposed improvement project components, Commissioners discussed this final listing of project components. 3. Hangar Issues Hangar Lease Agreements / Standard Keys: . Standard Locks & Keys are now in possession. Hangar leases will now be sent out with return envelope. We will receive back signed lease copy and copy of aircraft registration card. Keys/locks for old enclosed hangar will be sent out with final signed copy of lease. City will install hasps where necessary. Private Hangar Construction: Considering the 20 -year agreement limitations outlined in the City Charter, Commissioners decided to focus on approaching the City Council for special permission for longer terms of agreements on airport property, for the purpose of allowing construction of private hangars. Commissioners identified development activities at surrounding airports and realized the 20 -year agreement limitations were a significant impediment to development on the airport. Commissioners will be meeting with the City Attorney and City staff to identify any issues before meeting with the City Council, hopefully in early November. 4. Old Business: Hangar Clean -up Dam A 20 CY roll-off box will be set on Friday afternoon, October 24, 2003. The box would be available to hangar tenants for garbage the weekend of October 25 and 26. The box would be picked up and brought to the landfill on Monday October 27, 2003. Individual hangar tenants would be responsible for disposing of their appliances. Boy Scout Camp Boy Scout camp will be held October 17, 2003. NAVAID Equipment: Olson contacted Bob Milton regarding the automated weather observation system (AWOS) and ground communication outlet (GCO) system. Mn/DOT Aeronautics personnel are already looking into issues related to the automated weather observation system. Milton reported the CGO has a timer that expires within 60 seconds. He encouraged pilots to key their microphone at least once during a briefing. This should take care of the problem. Milton said he would review Hutchinson's GCO from his aircraft at a future date. If necessary, there are other options to improve use of the GCO at Hutchinson. Request for Deferral or Reduction of Hangar Rental Terms: Commissioners deferred action on the request from Exploring Aviation to reduce hangar rental for Hangar #1 -9. Commissioners will review the request once aircraft registration and non - profit status of the aircraft is verified. +HUTCHINSON AIRPORT ADVISORY COMMISSION October 7, 2003 Minutes (page 3) 5. New Business: Request for Hangar Improvements: Joe Dooley, Hangar Tenant #3 -1, requested permission to install an 8' x 12' door in Hangar #3 -1. The door would allow access for a helicopter. Dooley would install the door and match existing building conditions at his own expense. Unanimous approval was granted Mr. Dooley. Dave Skaar's Commission Term: Dave Skaar's term as Commissioner expired in September, Skaar agreed to extend into his second term. Unanimous approval. National FlLing Farmers Hall o f Fame: Chairman Skaar reported that an application is being considered to induct Ken Butler, founder of the Hutchinson Airport, into the National Flying Farmer's hall of fame. Commissioners and others will be assisting with information for inclusion in the application. At 7:55, a motion to adjourn was made by Chuck Brill, second by Jeff Lux. Unanimous approval.
