05-16-2002 APM+HUTCHINSON AIRPORT COMMISSION May 16, 2002 5:30 p.m. Arrival/Departure Building Minutes Members present: Chuck Brill, Jim Faber, Robert Hantge, Doug Kephart Members absent: Dave Skaar, excused Others Present: John Olson, City of Hutchinson; Tom Parker, Hutchinson Aviation, Fixed Base Operator; John Rodeberg, Dir. of Engineering/Public Works; Jerry Petersen, TKDA Engineers; Grant Wyffels, TKDA Engineers There was a quorum of members present. 1. Approve minutes of April 81 2002 A motion was made, seconded, and carried approving minutes of the Hutchinson Airport Commission of April 8, 2002. 2. Review of Proposed Proiect — Safety /Security Improvements Grant Wyffels and Jerry Petersen, of TKDA Engineers, reviewed the 2002 Airport Capital Improvement project. Discussion items were presented, and the following comments were noted: NavAid Service Roadwav: ❑ Commission members selected a route that crosses the drainage ditch twice as the preferred alternate for the NavAid Service Roadway. A flat cross - section and sheet drainage across the road were selected as the preferred alternate for roadway construction. Commission members were informed the roadway would require continuing maintenance support from City staff. ❑ It is expected that the NavAid Service Roadway would cost about $70,000 Apron Taxilane: ❑ TKDA will contact McLeod Electric to arrange for the relocaiton of two power poles within the Taxilane Object Fee Area (TOFA). Power to the three hangars will be routed underground from the relocated poles. ❑ The City will be responsible for lighting the hangar area. ❑ The angle of the `north' corner of the ramp expansion will be flared to provide greater clearance for aircraft to taxi around the `open' hangar. ❑ Olson will meet with Parker to identify any other areas of the ramp and/or taxilanes that should be included in the project, and will also identify any areas that will be paved by City crews. ❑ The cost of the Apron Taxilane segment may increase by approximately $10,000 for additional small pavement areas and power pole relocation. Hangar Service Road: ❑ The Hangar Service Road was deleted from this year's project. Fences & Gates: ❑ Fencing and gates were deleted from this year's project. ❑ The City will await further direction from the Transportation Security Agency (TSA) before proceeding with any fencing. Airport Commission Minutes May 16, 2002 Page 2 3. Proposed Budget /Schedule for Airport Improvements Bum ❑ The Engineering contract submitted was for $30,000. These fees would include design, topographic survey, agency coordination, and wetland delineation. These fees do not include construction administration or inspection. ❑ The total project cost is estimated at about $160,000, with no provision for construction engineering. ❑ If bids come in low, the City may carry forward any unused Federal Grant money to 2003. Schedule: ❑ Estimated schedule is as follows: • May 28, 2002 • June 11, 2002 ✓ July 9, 2002 ✓ August 12, 2002 ✓ September 30, 2002 4.
