11-22-1999 APM+HUTCHINSON AIRPORT COMMISSION November 22, 1999 5:30 p.m. Civil Air Patrol Building Minutes Members present: Steve Crow, Joe Dooley, Jim Faber, Robert Hantge, and Dave Skaar Members absent: none Others Present: Tom Parker, Hutchinson Aviation; John Olson, City of Hutchinson There was a quorum of members present. The minutes of October 25, 1999 were approved. OLD BUSINESS Olson highlighted issues identified in the Progress Report prepared by TKDA Engineers. The update included information about: CIVIL PROJECT 1. Drain tile will be installed along the north property line to drain the area previously drained by a damaged tile. Members reported that several hundred geese have been in the wetland near taxiway D. Concern was expressed over the wetlands near the runway and taxiway. 2. Apron and parking lot light standards were installed, but the manufacturer did not send the connections and fixtures they had identified in their submitted drawings. Correct connections and fixtures are being sent and the lights will be operational as soon as possible. 3. The septic system subcontractor will be required to test the system for leaks. There is some indication of an infiltration problem. Electrical connections must be made to the pump. 4. Members restated that the fuel system relocation should take place near the end of the projects, and preferably no earlier than after several inches of frost has set in. 5. Some portion of the civil project, including final grading will be deferred until spring 2000. 6. The engineers prepared a punch list for the civil contractor. BUILDING PROJECT 1. Skaar reported that the restroom in the Civil Air Patrol building (temporary terminal) is operational. The building inspector identified some minor modifications, but the restroom will be available to the public. 2. The maintenance hangar door closure system was specified as a manual system. The manual system is very difficult to operate, so an electrical system was discussed. Members agreed that this item should be dealt with separately and not as part of the project. 3. Earlier discussions included adding signs to the building project. After further discussion, however, members agreed that the "Hutchinson Municipal Airport" sign, the only one specified, be the only sign installed. The location of the sign, however, will be moved from on the maintenance hangar door to just above the door. 4. Officials from Hutchinson's building department will meet with the architect and others involved with the project to propose a solution to issues relating to fire separation between the maintenance hangar and the arrival /departure building. 5. Members approved of additions suggested by staff, including a sidewalk along the east side of the arrival /departure building, and lighting for the sidewalk along the north side of the building. 6. Olson discussed creating an operations manual for the building. Identification of each switch and its purpose was discussed, as well as simple instructions for building operations being available to Parker and to maintenance operations employees. Airport Commission Minutes November 22, 1999 Page 2 Olson reported on various maintenance items: 1. The restrooms in the old terminal building were cleaned and painted. 2. The heater in the maintenance hangar has been reconnected, but the circulation pump must be checked. Hutchinson Municipal Airport has received authorization for installation of a G.C.O. (Ground Communications Outlet) in the electrical distribution building. 3. Olson reported that city staff was notified that the Commission voted to waive hangar rent for one month for hangars affected by construction. There was some question about the procedure that would be required for initiating the waiver. The City Attorney will be consulted. 4. Drainage ditches, inlets, and outlets have been maintained. Of note were runway tiles on the north end. When they were cleaned out, water gushed from the tile. Minor improvements to the drainage system continue. 5. The safety zones, encroached by last year's crops, have been marked clearly and will be leveled and seeded in the spring. 6. Maintenance Operations employees assisted Parker by moving his trailer to the new home site. Members requested that maintenance employees install no trespassing or pilots only signs on the southern entrance. Addressing for the new facilities will be discussed with the City's building department. Related to that, Parker requested that the mailbox be moved to the north entrance. Knutson reported that an AM/FM radio had been stolen from the Civil Air Patrol building. Members requested that electronic locks coded the same as a radio frequency known to pilots, be installed on common facilities at the airport. These electronic locks are common at airports in this region. If problems continue, members would consider requesting a comprehensive security system. A motion was made by Robert Hantge and seconded by Jim Faber to adjourn.
