MINUTES

There was a quorum of members present. Minutes of September 27, 1999 were approved.
OLD BUSINESS
Skaar gave an update regarding Phase II construction. Paving began today and will continue tomorrow
and subsequently until wear course is laid.
Electrical work is progressing and temporary lighting for the ramp should be installed by early next week.
The ramp light standards and fixtures have been ordered but are not expected to be operational until mid -
November. The Civil Air Patrol building will have two lights mounted on the outside. Members
suggested mounting the light taken down from the old terminal and mounting it at the peak of the new
maintenance hangar.
A concrete walk in front of the terminal building was added. The walk will extend north to the fueling
pad.
The building will be sheeted and roofed as soon as possible to allow subsequent work to be done under
cover.
Jerry Peterson, TKDA, agreed with the update on Phase II (Parts 1 & 2) project currently underway that
was given by Skaar.
Members requested that Olson have the restroom area of the old terminal building cleaned and painted.
These lavatories will be used until they fail. Use is expected to drop dramatically, as pilots and others
working on the south side of the airport will likely be the only ones using the facilities.
Parker reported the heater in the maintenance hangar had not been reconnected to gas. Peterson will
contact the general contractor, Mathoweitz Construction Company, regarding this problem.
Skaar reported that Hutchinson Municipal Airport, Butler Field, had received authorization for installation
of a G.C.O. (Ground Communication Outlet). Once the system is installed, pilots will be able to contact
Princeton Flight Service via a telephone line activated by aircraft radios. The system will be installed in
the electrical distribution building. Only one other airport, Park Rapids, has received authorization for
this system.

NEW BUSINESS
Resolution of the Airport Advisory Commission:
Whereas: Towers constructed in the community may
and sometimes do have an impact on air navigation,
And Whereas: The Airport Advisory Commission provides
advice to the City Council regarding aeronautics - related issues,
Therefore be it resolved by the Airport Advisory Commission that:
In the matter of towers, and other structures that have significant height, the
Airport Advisory Commission recommends that any structures conform to
Federal Aviation Regulations, Part 77 which addresses surfaces
and limits on hazards to air navigation.
A motion was made by Faber, seconded by Dooley to adopt the aforementioned resolution. Unanimous
approval. Skaar will present this resolution to the Planning Commission at their meeting this evening.
A motion was made by Dooley, seconded by Hantge to waive hangar rent for one month on the
southernmost enclosed hangar and the southern section of the open hangar. These hangars were not
accessible during construction. Unanimous approval.
Olson indicated that drainage ditches, inlets, and outlets will be maintained this fall. Vegetation growth
around inlets and outlets will be eliminated to ensure proper functioning.
Olson reported that crops had encroached into the safety zone at the end of each runway. The safety zone
has been marked more clearly. Renters will be contacted regarding this change.
No seed will be put on the hangar pad; the land will be farmed if a suitable renter is found. If no renter is
found during winter months, the Maintenance Operations department will seed the ground to oats for
cover.
Motion by Dooley, second by Crow to grant permission to Maintenance Operations employees to assist
Parker with moving his trailer to the new home site. This permission is granted with the understanding
that any damage resulting from the move is the sole responsibility of Parker. Unanimous approval.
Motion by Faber, second by Dooley to adjourn. Unanimous approval.
