CLOSED MEETING - HUTCHINSON CITY COUNCIL
MONDAY, JANUARY 4, 1993
The closed meeting was called to order at 5:00 P.M. by Mayor
Ackland.
The following were present: Mayor Paul L. Ackland, Council members
John Mlinar, Marlin Torgerson, and Don Erickson. Absent: Council
member Craig Lenz. Also present: City Administrator Gary D.Plotz
and City Attorney G. Barry Anderson.
The meeting was closed to the public pursuant to M.S.S. Section
471.705, Subd. 1 (d) (2) and Subd. 1 (d) (c) and such other
provisions of the Minnesota Open Meeting Law as applied.
Discussion was directed to internal affairs data relating to law
enforcement personnel.
A cassette tape was made of the meeting.
The meeting adjourned at 6:30 P.M.

Hutchinson Airport Commission Meeting
• December 14, 1992
Meeting called to order by Dave Skaar at 7:35 P.M.
Members present: Dave Skaar, Jim Faber, Tim Miller, Joe Dooley and
Dennis Kahl
City Staff present: John Rodeberg, Doug Meier

Guest present: Bernie Knutson, Tom Parker
Motion made by Jim Faber, seconded by Dennis Kahl to bring motion by grim Miller
off the table concerning use of airport hangars. Tim Miller withdrew his motion
based on information supplied hie Dennis Potter concerning City liability.
Motion made by Dennis Kahl, seconded by Joe Dooley, recommending award of
construction bid to Mathiowetz Construction Company for $2,176,930.20
provided they meet the DBE goal of 5 %. Recommendation to be presented
to Mayor and City Council at January 12, 1993 scheduled meeting.
Next scheduled meeting will be held on January 25, 1993 at 7:30 P.M. in
Council Chambers.
Meeting adjourned at 8:30 P.M.

The Hutchinson Police Commission held a meeting on December 24, 1992, at 7100
a.m. at the Hutchinson Police Department. Present at the meeting were Kathleen
Skarvan, Kevin Compton, John Decker and Chief Steve Madson.
Chief Hadson informed the commission that he had been authorized by the City
Council to hire an additional full -time patrol officer. He further stated that
part-time Officer Scott Schuette, after learning about the new hire, requested
of Chief Madson to change his status from part -time to full -time. Chief Madson
also pointed out that Officer Schuette had already gone through the entire
selection process and had been placed on the eligibility roster dated January
1990. Chief Madson then directed the commission to the letter he had received
from city attorney Barry Anderson which stated that the commission could either
authorized a promotion or a change in status.
A motion was made by Kevin Compton, seconded by John Decker, to amend the Civil
Service Rules and Regulations, Section 8 - Eligibility Roster, that if all
employment selection criteria have been met by a part -time officer, he /she may
be considered for a change in status to an open full -time position. Motion
carried.
With further discussion Kevin Compton had some concerns that part-time officers
may expect to get a full -time position. With this city attorney Barry Anderson
was contacted via telephone and asked if there was something the commission could
as a safe guard against this expectation. Mr. Anderson suggested that the
commission add additional wording to the previous motion. A motion was then made
by Kevin Compton, seconded by John Decker, to add to the previous motion that the
commission reserves the right to fill an open police patrol position
competitively. Motion carried.
A motion was then made by John Decker, seconded by Kevin Compton, to change
Officer Scott Schuette's status from a part -time patrol officer to a full -time
patrol officer. Motion carried.
Chief Madson then brought to the attention of the commission that the Civil
Services Rules and Regulations were last updated in August 1985 and felt that
they should be updated. A motion was made by Kathleen Skarvan, seconded by Kevin
Compton, to authorize Chief Madson to organize a group to review and update the
rules and regulations. Motion carried.
With there being no further business to discuss a motion was made by Kathleen
Skarvan, seconded by John Decker, to adjourn the meeting. Motion carried.

Notice is hereby given that the City Council of Hutchinson, Minnesota, will meet
in the Council Chambers of the City Hall at 8:00 P.M. on the 12th day of January, 1993,
to consider the making of 'an improvement of:
Project No. 93 -06: 5th Avenue S.E. from Monroe Street to Ontario Street;
Project No. 93 -07: Erie Street and Huron Street from 2nd Avenue S.E. to
South Termini; and
Project No. 93 -08: 4th Avenue S.W. from Dale Street to Lynn Road;
by the construction of storm sewer, sanitary sewer, watermain, sewer and water
services, grading, gravel base, curb and gutter, bituminous base, bituminous

RESOLUTION ORDERING IMPROVEMENT
AND PREPARATION OF PLANS AND SPECIFICATIONS
LETTING NO. 5
PROJECT NO. 93 -06, 93 -07 & 93 -08
WHEREAS, resolutions of the City Council adopted the 8th and 12nd days of
December, 1992, fixed a date for a Council Hearing on the improvement of:
Project No. 93 -06 5th Avenue S.E. from Monroe Street to Ontario Street;
Project No. 93 -07 Erie Street and Huron Street from 2nd Avenue S.E. to
South Termini; and
Project No. 93 -08 4th Avenue S.W. from Dale Street to Lynn Road;
by construction of storm sewer, sanitary sewer, watermain, sewer and water services,
grading, gravel base, curb and gutter, bituminous base, bituminous surfacing and
appurtenances.
AND WHEREAS, ten days' published notice of the hearing through two weekly
publications of the required notice was given and the hearing was held thereon on
• the 12th day of January, 1993, at which all persons desiring to be heard were given
an opportunity to be heard thereon.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HUTCHINSON, MINNESOTA:
1. Such improvement is hereby ordered as proposed in the resolutions adopted
the 8th and 22nd days of December, 1992.
2. John P. Rodeberg is hereby designated as the Engineer for this
improvement. He shall prepare plans and specifications for the making of such
improvement.
