ENVIRONMENTAL CONSULTANT SELECTION
Three consultants have submitted estimates for completion of a
Phase I environmental real estate assessment:
PACE, Inc.
STS Consultants, Ltd.
• Twin City Testing Corporation
The Phase I Environmental Site Assessment includes the following:
1. Historical Review:
Includes collection and evaluation of historical,
regulatory and geological data.
2. Visual Site Reconnaissance:
Includes a visual reconnaissance of the site, including
walk - throughs of existing buildings.
3. Report Preparation:
Includes a description of data collected, opinions and
recommendations. The purpose of the report is to outline
evidence of asbestos, polychlorinated biphenyls,
hazardous or solid waste disposal, underground storage
tanks, soil contamination, wastewater noncompliance,
ground water problems, and proximity to Superfund sites.
The Phase I Study does not include testing, soil or asbestos
sampling or physical analysis. This work is completed in the Phase
II Environmental Assessment based on the recommendations in the
Phase I Study. Also, the City and /or the developer will need to
complete soil testing for the suitability of the soils for
construction support.

The consultants all provided estimates based on invoicing for costs
based on the actual work performed, so it is difficult to determine
which estimate is the most accurate, or if the lowest preliminary
estimate will actually reflect the lowest price. All three firms
have very good reputations and are extremely qualified to complete
the work. The estimates to complete a Phase I Environmental
Assessment were as follows:
PACE, Inc. $ 2,500 - 3,000
STS Consultants, Ltd. $ 3,600
Twin City Testing Corp. $ 2,000 - 2,500
There are so many qualifiers in these proposals it is hard to
determine how complete the final product will be. If it is assumed
that the product will be similar in scope and quality, and that the
cost estimates are accurate, I must then recommend Twin City
Testing Corporation as the lowest responsible estimate for
consulting services.

RE: Proposed Revenue Enhancement
FOR YOUR INFORMATION
At the October monthly Park Board meeting, there was
a motion made and seconded to support the revenue enhance-
ments included inthe 1992 Budget. The motion passed 6 -0
the board's decision is based on the thought that they
don't want to see a drop in the level or quality of service
provided to our users.
