MINUTES
Parks, Recreation & Community Education Advisory Board
October 7, 2019
Members present were Marsha Anderson, Chad Czmowski, Liz Marcus, Chris Wilke, Marlys Hoeft, and
Mark Lansink. Also present were Dolf Moon and Jody Harms.
The meeting was called to order at 5:15 pm.
A motion was made by Chad Czmowski to approve minutes from the August 5, 2019, Marlys Hoeft and
Chris Wilke motioned to approve. The board unanimously agreed.
OLD BUSINESS
A. Tennis/Pickleball Courts
a. Court construction is near completion.
i. Pickleball lines were re-striped at Park Elementary due to excessive paint
bleeding.
ii. Landscaping will be added to the courts.
iii. Portable pickleball nets at Park Elementary are working well. Groups are
able to bring them out and put them away, as needed.
B. PRCE Master
a. The PRCE Master plan is complete. Hard copies are available at the PRCE office or
it can be viewed on the City of Hutchinson website at
https://www.ci.hutchinson.mn.us/parks-final-master-plan/
C. Recreation Center Roof
a. A bid request will go out the end of November for spring construction.
New Business
A. Field Improvement Project
a. Field projects at Linden Park (t-ball fields) and VFW Park (backstops) are completed.
b. Donations from the VFW ($30,000), a Twins grant (10,000), and Stormwater funds
($250,000) came to just under $300.000. These funds went toward improvements for
baseball and fastpitch fields.
B. Northwoods Skating Rink
a. The Parks personnel will increase by one staff person. With this additional person,
the temporary/seasonal budget is reduced by $10,000 to $15,000.
b. Each location has $3,500 budgeted for the attendant. Attendance from December 25,
2018 to February 24, 2019: Northwoods 189, Park Elem 1,000, Rocket Hill 2,000.
c. A few ideas were discussed:
i. Reduce hours of operation at Northwoods
ii. Flood rink with no attendant at Northwoods
iii. Expand Park Elementary rink by 15-20 feet
A decision was made to discuss again after the Bond referendum is complete.
C. Gateway Park
a. Umbrella structure, pavers, and half of the landscaping is installed.
b. A seating wall, streetlight, and mural information marker will be completed this fall.
D. Other Items:
a. Police memorial donation will pay for brick walkway from the Luce Line Trail to
memorial.
b. Kamrath Statue will be installed at Veterans Memorial Park as a tribute to WWII
soldiers
E. November Meeting
a. No meeting in November due to volunteer dinner.
Board Member Items
A. Lions Donation
a. The Lions group donated $17,000 plus $5,000 from the Parkland Fund for
playground equipment.
