MINUTES
Parks, Recreation & Community Education Advisory Board
January 7, 2019
Members present were Chad Czmowski, Liz Marcus, Craig Juhnke, Marsha Anderson,
Tim Peterson, and Chris Wilke. Also present were Dolf Moon, and Leslie Alberts.
The meeting was called to order at 5:15 pm.
A motion made by Chad Czmowski to approve minutes from the December 3, 2018,
meeting and seconded by Craig Juhnke. The board unanimously agreed.
OLD BUSINESS
A. Ordinance Revisions
95.02 Trail Use: used for transportation at night. Didn’t feel the need to keep
parks open after 10pm for trail use except the Luce Line Trail.
95.08 Tobacco Use: VMF & parking lot: Board requesting no tobacco use at
any parks. If someone questions this, then feel it would be OK to move the
tobacco use to Veterans Memorial Park of McLeod County only.
95.13 Glass Receptacles: Board agreed to delete this ordinance.
New Business
A. PRCE Master Plan HKGI:
a. Dates: 1/31: Community Open house – public to ask questions/give
preferences. Public feedback will be notecard basis. Another survey
will be pushed out in March.
2/12: Meeting with Staff for feedback. Dolf & Sara working on setting
value on parks to assist with replacement plan.
2/26: Council meeting: Consultants will have survey results, public
feedback to report. Will share plan movement and next steps.
b. Tennis / Pickle ball Update:
a. Soil has been tested and needs soil corrections for asphalt
courts. This increases the budget by $200,000. This makes
the post-tension concrete a more affordable option.
Maintenance (over 40- 50 years) on concrete will only be
paint/striping. Bituminous will be a new overlay at least 2x.
Looking to add 7 pickle ball courts – 2 pickleball courts on 3
tennis courts and 1 pickleball court on 1 tennis court.
c. Annual Report: staff working to complete for presentations for board
and Council.
Board Member Items
A. Chad: Snowgun at Rocket Hill – Dolf & Sara looking into pricing for a small
portable one.
B. Chris: Burich East Arena – Tiger logo at center ice – working with Marv
Haugen on pricing for vinyl Tiger logo. Looking at 3-way partnership to cover
cost.
C. Tim: Indoor turf – looking for upgrade – $70-80,000 for brand new. Lifespan
is 20 years. Paid $10,000 for used roll that we have now. West rink will
potentially be renovated ($1.5 million) to move player boxes from east side to
west side of rink / install concrete flooring. Could potentially use turf in the
west rink as well for indoor soccer and other programs.
D. Don DeMeyer: stepping down as Chairman. Looking for a future candidate
to fill position.
