1. CALL,TO ORDER: Chair Renee Lynn Johnson Kotla z called the meeting to order.
Members Present: Renee Lynn Johnson Kotlarz, G:jar Forcier, Robin bin ashuba, Kim Mer it
and Steve Jensen. Staff Present: Judy Flenrnring and JJ Morgan.
a. SteveJensen moved to approve the Hutchinson FIRA Regular ular- Board Meetinf agenda and the
agenda additions and/or corrections. Tobin Kashuba seconded. The notion carried unanimously,

2. MINUTES F TTE REGULAR GULA BOARD MEETING l.it:a'U ST 16, 2022.
Steve.Jensen moved to approve the minutes ofthe regular board meeting and Robin Kashuba
seconded. The motion carried unanimously.
3. FINANCIAL., REPORTS
Steve Jensen moved to approve the following-,
a. City Center General Fund payments of$24,952.83 for checks 9281 to 9289
b, City Center August 31, 2022 Financial Statements
c. Park 'rowers Operating Account payments of$34,206.63 for elrecks 15809 to 15833.
d. Resolution #2 f122m3 to Void Park 'rowers Operating Account Check 15719
c, 'ark Towers July 31, 2022 & August 31, 2022 Financial statements

4. PARK TOWERS
a. Park Towers September Newsletter presented.
b. Park Towers Vacancy Report reflected 8 vacancies. Of those vacancies, 3 units have applicants
moving into them within the corning months. The waiting list currently has 4 applicants in final
stakes of'processing and an additional 4 new applications were recently submitted and are in the
preliminary processing stage.
c. Operation Update
1) The Notification cation of Award for Loss Prevention Chant Application to Housing Insurance
Agency for replacement of Federal Pacific Electrical Panels in remaining 20 units has been.

2) A 2022 OCAF Dent Adjustruent Request to HUD has been suhtnitted. It includes:

3) Preparations continue for the HUD T EAC:" Inspection September 22„ 2021
4 Progress continues with the Tenant Annual Recertifications process.
5) Draft Budget for next month Board Meeting will include salary/benefits adjustments (same
as the city), 2023 rents, increased replacement reserves deposit, increased sewer costs, and
more training/consulting costs.

a. Rent Control Discussion, Judy Flemining talked to Matt Mullins of Maxfield Research
Consulting,, regarding this topic, According to Mr. Mullins, rent control really only works in
East and "des coast states where there is extreme Ingle cost-of-living areas. He has heard that
lenders won't lend to developers in St. Paul even with this new construction exemption that the
t.,Paul. City Council is considering. Economists on both sides of the issue sax that rent control
is not the answer,
