Mr. Exner explained the SCADA (supervisory control and data acquisition) systems improvement project which primarily consists of the removal of existing programmable logic controllers, operator interface terminals, radios and the supply and installation of new PLCs, OITs, radios, and other appurtenances to improve the functionality of the existing control panels within the water and wastewater treatment infrastructure. This also includes providing new SCADA servers/software and implementing operations monitoring redundancies. Project highlights include: replacing obsolete and unsupported controls equipment with industry standard equipment; modifying tower monitoring system by separating electronics from level monitoring sample lines and moving control panels above -grade; implementin tower level monitoring redundancies, with separate instrumentation and monitoring; modifying existing controls to provide additional monitoring and improve operational processes; implementing local operator terminals where they did not exist, providing system control redundancies; improving power backup and monitoring for sensitive electronics; and acquisition and implementation of a new SCADA software platform to improve operator interfaces and result in better technical support availability. The total estimated project cost is $1,995,000. Construction is scheduled for October 2021-April 2022 with final completion scheduled for May 27, 2022. Carol Johnson, 550 Lakewood Drive SW, presented before the Council. Ms. Johnson asked how this project effects the taxpayers and rate payers. Mr. Jaunich explained that there is no added debt for this project. The fund balance and money all ready collected from rate payers will pay for this project. REVIEW OF CITY OF HUTCHINSON AMERICANS WITH DISABILITIES ACT TRANSITION PLAN FOR ROADWAY CORRIDORS Kent Exner, City Engineer, presented before the Council. Mr. Exner explained that in order to bring infrastructure with City right-of-way into ADA compliance, the City developed an ADA Transition Plan detailing how the organization will ensure that all the facilities are accessible to all individuals. The City ADA Transition Plan seizes the opportunity to improve any ADA non -compliant infrastructure during street reconstruction projects such as annual road reconstruction projects. This plancovers infrastructure and services in City right-of-way and is not intended to address all ADA requirements such as employment or telecommunications. The City has identified specific locations as priority areas for planned accessibility improvement projects. These areas have been selected due to their proximity to specific land uses such as schools, government offices and medical facilities, as well as from the receipt of public comments. The plan will be before the Council in the future for formal approval via Resolution. 11. REVIEW OF WASTEWATER TREATMENT FACILITY MPCS NPDES/STATE DISPOSAL SYSTEM PERMIT John Paulson, Environmental/Regulatory/Project Manager, presented before the Council. Mr. Paulson explained that staff has been working with the MPCA on the development of an updated NPDES Sanitary Disposal System Permit. The existing permit expired over four years ago. Re - issuance of the permit was delayed due to the pending revision to the State Water Quality Standards CITY COUNCIL MINUTES August 24, 2021 for Class 3 & 4 Waters. Mr. Paulson provided an overview of the permit and the process. Mr. Paulson spoke of Class 3 & 4 water quality standards and phosphorus permit/limits. Mr. Paulson also noted that the MPCA posted for public notice comments on the draft permit. That comment period is open for 60 days and the City must consider and respond to comments received during the comment period of the draft permit. 12. PRESENTATION OF THE CITY OF HUTCHINSON 2020 YEAR END REPORT Matt Jaunich, City Administrator, presented before the Council. Mr. Jaunich explained that city staff has put together its first ever comprehensive annual city report for the year ending 2020_ The intent of this report is to measure the City's "performance" on an annual basis. The report is a collection of department year end reports into one document. It is staff's goal to build upon this report in the years to come. The report will be put on the City's web site and posted on social media. UNFINISHED BUSINESS NEW BUSINESS 13. APPROVE/DENY RESOLUTION NO. 15345 — RESOLUTION ADOPTING FINDINGS OF FACT AND REASONS FOR APPROVAL OF A CONDITIONAL USE PERMIT FOR A LIGHT - MANUFACTURING BUSINESS IN A C-3 ZONING DISTRICT LOCATED AT 125 MAIN STREET NORTH, MIDWEST INDUSTRIAL TOOL GRINDING, INC, APPLICANT, WITH SPLIT PLANNING COMMISSION RECOMMENDATION Dan Jochum, Planning Director, presented before the Council. Mr. Jochum noted that last month the Council approved an ordinance change to allow light industrial use in the C-3 zoning district with a conditional use permit. Since that time, MITGI has applied for a conditional use permit to relocate their business to the former Shopko site located in the downtown area. Mr. Jochum noted that there was one dissenting vote at the Planning Commission. Mr. Jochum noted that one of the several conditions is that no outdoor storage will be allowed. Eric Lipke, MITGI, presented before the Council. Mr. Lipke noted that he currently has 70 employees, however the proposed site would allow him to triple his employment. Mr. Jochum noted that parking is no issue even if MITGI's employment would triple in size. Council Member Christensen asked about the hours of operation. Mr. Lipke noted that MITGI has three different shifts amongst the current 70 employees. Motion by May, second by Christensen, to approve Resolution No. 15345. Motion carried unanimously. 14. STAFF UPDATES Tom Gifferson — Chief Gifferson noted that vandalism has been occurring in city, parks, with the most damage being done at Rotary Park. It appears that the damage is being done by unsupervised juveniles and young adults. Matt Jaunich noted that security upgrades are being considered at some local parks. Chief Gifferson announced again that the police communication center (dispatch) will be disbanded on August 31, 2021. There is still 24/7 service and lobby hours open from 7:00 a.m. — 11:00 p.m. Monday -Friday with a communication system set up for users that need law enforcement outside of these hours. Kent Exner — Mr. Exner provided project updates on the HAWK crossing system at Hwy 7/Montana Street which is scheduled to go into service in the near future; pavement management program near Rec Center paving should begin tomorrow; Jefferson Street/ 1st Avenue is ready to pave however there are some issues with the contractor — the deadline is September 10, 2021; issues with the sandbar east of the Hwy 15 bridge between the two riffles at the Crow River dam so that is going to be removed. Mr. Exner further noted that watering restrictions are still in effect, which means no watering from 9:00 a.m. — 6:00 p.m. Matt Jaunich — City offices closed September 6, 2021, Labor Day; budget workshop on September 14, 2021, at 4:00 p.m. on general fund budget and tax levy. 17. N HUTCHINSON CITY COUNCIL REVIEW OF 2022 PRELIMINARY CAPITAL IMPROVEMENT PLAN MINUTES TUESDAY, AUGUST 24, 2021, AT 4:00 PM CITY CENTER — COUNCIL CHAMBERS 1. Call to Order Mayor Forcier called the workshop to order at 4:00 p.m. Members present included Mary Christensen, Pat May, Dave Sebesta and Chad Czmowski. Others present were Matt Jaunich, City Administrator and other city directors. REVIEW OF 2022 PRELIMINARY CAPITAL IMPROVEMENT PLAN 2. 2022 Preliminary Capital Improvement Plan Matt Jaunich, City Administrator, presented before the Council. Mr. Jaunich reviewed the purpose of a capital improvement plan and the planning that goes into it. A CIP is a document that realistically projects city needs, outlines means by which those needs can be met and provides prioritization of those needs for large capital items within the city. The planning process provides city staff and Council with a framework to make decisions regarding current and future city needs considering the city's financial capability. The CIP commits the City to a long term capital plan that ensures that expenditures can be made to add or replace capital items when needed, without significant fluctuations in the property tax levy. Capital planning enables the City to maintain a stable property tax rate, prevent peaks and valleys in its debt retirement program and establish and thereafter improve its credit rating. The CIP establishes a comprehensive development program that is used to maximize outside revenue sources and effectively plan for the growth and maintenance of the city's infrastructure. The plan can and should be used as a goal, priority and vision -setting tool. Mr. Jaunich also reviewed how the CIP Plan is built which includes individual City Council goals and collective Council goals; citizens/business/user feedback to elected officials (needs, wants, desires of the community); City staff long-term maintenance and replacement schedules; and state/federal mandates. Mr. Jaunich began an overview of the five year capital plan document. The proposed plan is estimated at $50.08 million. The Plan is approximately $7.01 million lower than last year's five- year plan. The plan has an average CIP cost of $10.02 million. 2022's $17.66 million CIP cost currently accounts for approximately 30-35% of all budgeted expenses. For comparison purposes, this year's (2021) general fund budget is $13.70 million. This plan includes the second half costs for a new police station in 2022. Mr. Jaunich reviewed that the plan is divided into infrastructure at $20.43 million; Park & Rec at $4.89 million; Enterprise Funds at $11.58 million; Public Works at $5.42 million; Public Safety at $6.76 million and General Government at $990,531. The make-up of the CIP includes: New Debt: $16.91 million (amount of money that we need to borrow to pay for capital projects); Aid/Grants (state aid, federal/state grants, bridge funds, donations): $6.14 million; Enterprise Funds (Creekside, Liquor Store, Refuse, Water, Sewer, Wastewater, Stormwater): $12.43 million; Taxes (money from our tax levy that gets designated towards capital projects): $9.64 million; Special Assessments (direct costs that will be assigned to property owners adjacent to projects): $4.41 million; Special Funds/Reserves (rural fire department, cooperative agreements): $558,245. Mr. Jaunich reviewed the CIP funding sources for various funds. Within the general fund, facility improvements are funded by the capital projects fund. $750,000 of LGA is dedicated annually and $50,000 is dedicated for playgrounds. Fleet & Equipment is funded by the Equipment Replacement Fund. There is an annual transfer of $325,000 from the general fund as the current funding is not adequate for the "small' and "heavy" fleet needs. An additional funding source of about $326,000/year is needed. Other Capital Needs are funded by departmental budgets through the tax levy, grants/donations and/or other city funding. Within the enterprise funds, the funding comes from cash flow from operations and is driven by user revenue. Cash reserves are also used for funding. Debt service payments are funded by revenue from operations. Infrastructure improvements debt are covered by GO special assessment improvements bonds, special assessment, municipal state aid for streets, grants, enterprise fund contributions and other city funding from Capital Projects and Community Improvement. Capital project costs and funding is reviewed by the Resource Allocation Committee. The Capital Projects Fund funding sources come from LGA, bonding dollars and grants. The use of these funds are for general fund capital improvements included in the Facility Plan, miscellaneous infrastructure maintenance such as trails, sidewalks, parking lots, street lights, sealcoating, etc., and other projects approved by the City Council. The 2020 year-end unreserved cash balance is $886,727 from this fund. The Community Improvement Fund funding sources come from retired debt service funds and donations. The use of these funds are for City Council approved projects and Public Arts Commission & other public arts projects. The 2020 year-end unreserved cash balance is $2,161,0004 from this fund. The Public Sites Fund funding sources come from park dedication fees, donations, grants and rent on agricultural land. The use of these funds are for parkland improvements, tree development, arts, and City Council approved projects. The 2020 year-end unreserved cash balance is $187,675 from this fund. Mr. Jaunich noted where the proposed 2022 CIP monies are going to. They include $2.87 million for infrastructure (School Road, Century Avenue, Linden Avenue, Sunset Street, Neal Avenue, LED light retrofits and seal coating); $2.23 million for Park & Rec (vehicles, East Rink roof, splash pad and playgrounds); $3.32 million for Enterprise Funds (Creekside facility/equipment, water/sewer/wastewater/storm water improvements and equipment); $3.10 million for Public Works (HATS facility, cemetery and street vehicles/equipment); $6.07 million for Public Safety (new police station, building inspections vehicle and new police vehicle); $75,000 for General Government (signage, election equipment and City Center improvements). Mr. Jaunich then reviewed where the proposed 2022 CIP monies are coming from. They include $7.82 million from New Debt (amount of money that we are planning to borrow to pay for capital projects next year); $2.85 million from Aid/Grants; $3.43 million from Enterprise Funds; $3.20 million from Taxes (money from our tax levy that is helping to pay for capital projects next year); and $368,991 from Special Assessments (direct costs that will be assigned to property owners adjacent to projects). Mr. Jaunich reviewed the five components of the Plan which include the fleet committee, facilities committee, Creekside, Resource Allocation Committee and General. Mr. Jaunich provided an overview of fleet. With regard to light duty fleet there are currently 90 pieces of light duty equipment such as cars, pickups, skid loaders, etc. Currently $325,000 of CIP funds are allocated annually for light duty fleet, funded by the general fund. The unreserved fund balance at the end of 2020 acquisitions is $906,000. In 2021, seven vehicles/equipment have been recommended for replacement at an estimated gross cost of $284,100. With regard to heavy duty fleet, the City currently has 20 pieces of heavy duty equipment which are made up of fire apparatuses, snow equipment, frontend loaders, etc. In 2021, a wheel loader has been recommended for replacement at an estimated gross cost of $205,000. The City took a significant step in meeting its demand of this in 2016 with bonding for several large pieces of equipment with a 5-year debt expiring February 1, 2022 and potential capacity to add new debt in 2021 with first principal repayment February 1, 2023. The light duty and heavy duty fleet program is still currently not sustainable with this plan. The current plan has an annual shortage of roughly $326,000. The Fleet Committee is looking at bonding/borrowing for future heavy duty fleet. There is at least one replacement in excess of $200,000 in each of the next five years. A fire ladder truck is in need of major refurbishment or replacement in 2026/2027. Policy changes were made in 2020 with more focus on the Vehicle Condition Index and less focus on expected life, although service is a major component of the VCI. Mr. Jaunich provided an update on the facility committee. Overall, the facility planning concept/funding model with a facility manager has been working well. Construction costs were increasing, but staff believes we are entering a competitive bidding season. A small project building repair fund has been established with $50,000 per year set aside to address smaller facility items such as lighting upgrades, small roof projects, tuck pointing/joint repair, etc. Facility Committee staff continue to assess condition ratings and develop a project list based on needs. Mr. Jaunich reviewed projects that have been completed in 2021 or are near completion. Those projects include finishing up a new roof at the recreation center, Civic Arena and Rec Center parking lot improvements and a City Center boiler. Mr. Jaunich also reviewed the 5 Year CIP for both the compost and refuse funds which is just over $2.6 million. The site is currently in a holding pattern on the SSOM processing/operation project. CIP costs for this project are around $950,000. Public Works projects included in the 2022 plan are: School Road (Golf Course Road to North High Drive); Century Avenue SW (Dale Street to Boston Street); Linden Avenue SW, Sunset Street SW and Neal Avenue SW; LED street retrofits; seal coating; HATS storage building and fuel site; pond improvements; additional upgrades to water and wastewater facilities; water meter replacement sand vehicle/equipment replacements. Mr. Jaunich then noted Public Works CIP highlights slated for 2023-2026. Mr. Jaunich reviewed project funding limitations/concerns. These include $1.9 million bonding target limitations; dedicated street sealcoating funding at $125,000/year; infrastructure maintenance needs at $325,000/year; construction costs/inflation; utility funds capacity; municipal state & federal aid utilization; environmental & infrastructure grant possibilities. Other items to keep in consideration are long-term funding needs for heavy and light fleet, funding plan for the new police station, funding of infrastructure improvements, and Creekside operations. Mr. Jaunich also provided an update on American Rescue Plan funding. Mr. Jaunich explained that nearly $4.97 billion will be coming to Minnesota governments. Hutchinson is considered a "non -entitlement" unit of local government. Approximately $377 million has been allocated to non -entitlement units of government. The City is set to receive $1,479,639.42 over the next two years. Eligible uses for these funds include responding to the public health emergency, addressing negative economic impacts, serving the hardest hit and improving access to infrastructure. Guidance that has been provided for eligible uses include supporting urgent COVID-19 response efforts to continue to decrease spread of the virus and bring the pandemic under control; replacing lost public sector revenue to strengthen support for vital public services and help retain jobs; supporting immediate economic stabilization for households and businesses; and addressing systemic public health and economic challenges that have contributed to the inequal impact of the pandemic on certain populations. Ineligible expenses include offsetting a tax cut; depositing in pension funds; bolstering rain day reserves; and making past debt service payments. Mr. Jaunich explained the difference between ARP funds and CARES funds. He noted that staff will be working to determine eligible expenses and determining what the community needs are. Mr. Jaunich also provided an update/follow-up on providing funding to local historical societies. Mr. Jaunich explained that state law allows for cities to appropriate money to commemorate the anniversary of any important and outstanding event in the city's history. State law allows for cities to spend money on the following: to collect data and material pertaining to the history of the city; to preserve, store and house data and material pertaining to the history of the city; to print, publish, distribute and exhibit data and material pertaining to the history of the city; and to preserve historic data for future generations. State law allows for a city to annually appropriate, from its general fund, an amount not to exceed .02418% of the estimated market value of the city to the historic society of its respective city, town or county to further the promotion of historical work and to aid in defraying the expenses of carrying on the historical work in the city, town or county. However, the city can only do this if the historical society is affiliated with and approved by the Minnesota Historical Society. Mr. Jaunich further spoke about cost -savings the city will see with the consolidating of the dispatch center with McLeod County. In addition, the City will be selling the current police facility and garages when the new police facility is fully operational. 3. The addition of a splash pad was identified in the PRCE Master Plan as a capital project that would benefit the community. Splash Pads are an increasingly popular Park and Recreation amenity that features outdoor play areas with sprinklers, fountains, nozzles, and other devices or structures that spray water. Splash pads offer inexpensive outdoor recreation opportunities for participants and agencies. Staff are exploring a few different locations for the potential splash pad. The PRCE Advisory Board reviewed the PRCE Master Plan that identified a few potential areas for the future splash pad project. Hoisington Koegler Group Inc. completed the PRCE Master Plan July 23, 2019. HKGi is very familiar with our parks and recreation system and what we do. They have put a proposal together that incorporates the planning and design services for the implementation of a splash pad. Please see attached documentation for the proposal which includes proposed scope of work, project schedule and fees. The process that is proposed includes evaluation of two potential park sites, review and guidance from the PRCE Board, site selection and community engagement, development of splash pad design drawings, and bidding and construction administration. Staff is requesting City Council authorization to work with HKGi for planning and design services for the implementation of a splash pad within our PRCE system. Splash Pad design and construction is included in the 2022 Capital Improvement Plan. At this time, we do not have a comprehensive project total for the construction phase of the project. This project builds upon our previous work developing plans for the downtown area, trail wayfinding and signage, and the park system. Based on our phone conversations, our previous park planning work in Hutchinson, and the desired timeframe for completion, we have developed a Proposed Scope of Work, Project Schedule, and Fees to select an appropriate project site, engage the community in the design process, and develop construction documents. Taking advantage of the river's natural ability to attract people, the park has given the community a popular gathering space and has provided an economic boost to the downtown business district since opening. HKGi completed all stages of the project, from schematic design through construction administration for both phases 1 and 2. Phase 1 design incorporates an overlook plaza with shade trees and a popular in -grade fountain feature at the street level, a grand staircase with a terraced stone amphitheatre on the hillside, and a performance area with pavilion on the bank of the Mississippi River. Its popularity inspired the City to retain HKGi to lead the design and construction administration for a Phase 2 expansion. Highlights of the expansion include expanded limestone seating; an enlarged stage; and a restored riverbank planted with native prairie species. The park's natural amphitheatre provides an outstanding venue for performances while the entry plaza creates a graceful connection to the historic downtown. • 2013 MN ASLA Merit Award 12 September 7, 2021 - Splash Pad Implementation - City of Hutchinson Andrews Park Champlin, Minnesota - HKGi led a design team on the creation of a park concept plan to better match improvement priorities with projected funding for this popular 44-acre community park that features a broad mix of athletic fields and courts, picnic facilities, playgrounds, and an internal trail network. The design team collaborated with City staff to develop and evaluate several concept scenarios. The final master plan concept included a new splash pad at the heart of the park, a new concessions building with ADA restroom facilities, a new community -scale picnic shelter, renovation of the existing program/storage building, improved and expanded parking areas, and an improved trail system. HKGi provided landscape architecture services for the final design of the improvements, including detailed cost estimates to ensure the plan ideas fit within the capital planning priorities of the City. HKGi also assisted City staff in securing $220,000 from the Hennepin County Youth Sports Grant to fund the improvements, assisted the City during the bidding process, and helped the City administer the construction process. 13 September 7, 2021 — Splash Pad Implementation — City of Hutchinson Downtown Commons Plaza and Streetscape Buffalo, Minnesota -The Downtown Commons, which HKGi designed in collaboration with an engineering partner, creates an inviting entry point into downtown and a new connection between downtown and Buffalo Lake. The project transformed an undeveloped site into an inviting urban park plaza that features a rainwater garden, seating with lake overlooks, an interactive fountain/splash pad, a multi -purpose plaza, entry signage, and arbors with shade trees and terraced lawns. Elements of the Commons such as pavers, lighting, and other urban design materials are extended onto adjacent downtown blocks, inviting pedestrians to stroll into the downtown. Alleyways have also become inviting pedestrian connections as they have been transformed into an art walk that uses paving elements, overhead signs, and other design features to tell the story of historic downtown Buffalo. As you may know, a new business, Resonetics, has recently began its operations also on a part of the HTI campus and Resonetics would also like to construct a sign near the area where HTI/TDK and Uponor have their signs. In order to accomplish this, a new franchise agreement needs to be approved by the City to allow Resonetics to construct their sign in the city right-of-way. The franchise agreement is the same as the one granted to HDI/TDK and Uponor except that the area of the franchise has been enlarged to include the area that will be occupied by the Resonetics sign. Other main points of the franchise agreement are that the previous franchise agreement granted in May 2019 would be revoked and this one would take its place for a period of 20 years. All of the entities involved must have $1.5 million of liability insurance to protect the City of Hutchinson and should the businesses not use the area for signage purposes for one year, the franchise would become null and void and the area would revert to the city for its exclusive use. Under the Hutchinson City Charter, franchises must be granted pursuant to an ordinance and a public hearing must be held before final approval. It is anticipated that the hearing for this franchise agreement will be held at the September 28, 2021, meeting. Staff requests that you approve this agreement. The City of Hutchinson, in the County of McLeod, State of Minnesota, hereafter referred to as Grantor, hereby grants Hutchinson Technology Incorporated, a Minnesota corporation, Uponor NA Asset Leasing, a Delaware corporation, and Resonetics LLC, a New Hampshire corporation, hereafter referred to as Grantees, a franchise to place, construct and maintain signage in the right of way of Technology Drive N.E., as described in Exhibit A, on certain property owned by the City of Hutchinson, described as follows: SEE ATTACHED EXHIBIT "A" Section 2. The franchise is granted for a term of 20 years commencing on the date of the acceptance of the franchise. Grantees shall file a written acceptance of the franchise with the City Administrator of the City of Hutchinson within thirty (30) days after the effective date of this ordinance. The franchise shall become effective only when the acceptance has been filed and evidence of the general liability insurance to be maintained by Grantees, as provided for in this grant of franchise, has been delivered to the City of Hutchinson. Section 3. Grantor reserves the right to enforce reasonable regulations concerning construction, operation and maintenance of facilities located along, over and under the public premises before mentioned and the placement of such facilities. Section 4. Grantees shall indemnify and defend Grantor, its boards, commissions, officers, agents and employees, in any and all other public agencies, and their members, officers, agent and employees (the "Indemnified Parties"), against any and all liabilities for injury to or death of any person or any damage to any property caused by Grantees, its officers, agents or employees in the construction, operation or maintenance of their property, or arising out of the exercise of any right or privilege under the franchise, but specifically excluding all liabilities caused by or attributable to the gross negligence or willful misconduct of Grantor or any other Indemnified Party. Section 5. At all times during the term of the franchise, Grantees, and each of them, will, at their own expense, maintain in force general liability insurance, with an insurance company and with policy limits approved by the City of Hutchinson of not less than $1,500,000.00 per occurrence which approval shall not be unreasonably withheld, conditioned or delayed, such policies, being for the protection of Grantor and its officers, agents and employees, against liability for loss or damage for bodily injury, death or property damage occasioned by the activities of the grantees under the franchise, and shall name the City of Hutchinson as an additional insured. Grantees shall have the right to satisfy the insurance obligations under this 081249\014\4466238.vl Section 5 through a blanket policy covering other properties, provided that insurance requirements in this Section 5 are otherwise satisfied by such blanket policy. Section 6. Grantees shall not have the right to assign the franchise or otherwise transfer it in any manner whatsoever or sell, lease, license, mortgage or permit others to use in any manner whatsoever any interest in all or any part of its facilities that are installed or operated under this grant, except on prior written approval by ordinance of the City Council of the City of Hutchinson Section 7. In the event that the Grantees should cease to exist or should fail to use the franchise for one consecutive calendar year, this franchise shall be deemed null and void and shall revert to the City of Hutchinson without any action on the part of the City of Hutchinson whatsoever. Section 8. At the point of expiration of this franchise or nullification under Section 7 of this agreement, the encroachments shall be removed from the right of way at the Grantees' expense. Section 9. The Grantees shall record this franchise agreement in the McLeod County Recorder's office within 30 days of its acceptance. Section 10. This ordinance shall take effect from and after passage and publication, subject to the provision above requiring written acceptance by the Grantees. Section 11. Any other prior franchise agreements between the grantor and any of the grantees for the placement of signage in the right of way of technology drive N.E. are hereby revoked. Minutes from the June 28 2020, meeting were reviewed and approved. Old Business: 1. 2021 Summer Reading Program Updates: Digital Programs: The Australian digital youth programs, sponsored by Pioneerland, have been very successful: To date, 97 logged in for Aussie Funk Jam (older youth) and 59 signed up for Tails and Tales (younger youth). Story Hour: The four July story hours totaled 222 in attendance. Guest readers were: Rachel Randall and Paula Kirkpatrick (both Library Assistant III) and local author, Rhonda Buerkle. Fun with 4H: This outdoor program drew 13 participants on July 8. Make and Take Kits: The 40 koala kits were quickly taken, so Rachelle distributed an additional 40 mummy apple kits. Art Kits: These kits, in collaboration with Hutchinson Center for the Arts were quickly taken, also. The July craft was paper quilling. New Business: 1. 2022 City and County Funding Requests: Pioneerland Library System has put forth a request for 4% increase from both sources for partner libraries. 2. Reach Out and Read Hospital Initiative: Katy and Rachelle have put together a brochure informing parents that Hutch Health will be giving out books at all well -child visits for children from 6 months to 5 years. 3. Friends of the Library Fall Book Sale: This annual sale will happen during the Arts and Crafts Fair on September 17 (10 a.m.-6p.m.) and September 18 (9a.m.-4p.m.). 4. Library Assistant I: Internal and public job posting for a new hire for fall 2021, hours will be limited to Thursday evenings and rotating Saturdays. 5. Revisions to By-laws and/or Goals and Duties of the Library Board: After a question about whether by-laws needed to be revised on a regular basis, discussion followed. It was decided to address the matter at the next board meeting(s) with the goal of making the information about goals/duties available to the city of Hutchinson for future applicants. 6.
