04-20-21 PCM MINUTES HUTCHINSON PLANNING COMMISSION Tuesday, April 20, 2021 5:30 p.m. 1. CALL TO ORDER 5:30 P.M. The April 20, 2021 Planning Commission meeting was a virtual meeting called to order by Vice Chairman Lofdahl at 5:30 p.m. Members in bold were present Vice Chair Lofdahl, Commissioner Garberg, Commissioner Wirt, Commissioner Sebesta, Commissioner Hantge, Commissioner Janssen and Commissioner Hacker. Also present were Dan Jochum, City Planner, Kent Exner, City Engineer, John Olson, City Public Works, John Paulson, City Environmental Specialist, Marc Sebora, City Attorney, Tom Gifferson, Police Chief, Andrea Schwartz, City of Hutchinson Permit Technician and Madison Newcomb City of Hutchinson Planning and Building Assistant 2. PLEDGE OF ALLEGIANCE 3. ELECTION OF OFFICERS Commissioner Hantge nominated Commissioner Lofdahl for Chairman Approved Commissioner Lofdahl nominated Commissioner Hacker for Vice Chairman Approved 4. CONSENT AGENDA A. CONSIDERATION OF MINUTES DATED March 16, 2021. Motion by Commissioner Sebesta. Second by Commissioner Janssen. Motion approved. Motion to Approve – Motion to Reject 5. PUBLIC HEARINGS A. CONSIDERATION OF A SITE PLAN REVIEW AND CONDITIONAL USE PERMIT FOR A CIVIL AIR PATROL TRAINING FACILITY LOCATED AT 840 AIRPORT RD SW. Dan Jochum, City Planner addressed the Commission and gave a brief overview of the project. Mr. Jochum then covered the staff report. John Olson spoke about the project. Turned the conversation over to Bruce Anthony (Civil Air Patrol) to answer any questions. Minutes Hutchinson Planning Commission April 20, 2021 Page 2 Kevin Dunlevy (Civil Air Patrol) explained what the Civil Air Patrol does and that they are very excited to be coming to the area. Motion by Commissioner Hantge, second by Commissioner Sebesta to close hearing at 5:43 p.m. Motion by Commissioner Janssen to approve with 6 staff recommendations. Second by Commissioner Hacker. Motion approved. Item will be on City Council consent agenda on 04/27/2021. Motion to close hearing – Motion to approve with staff recommendations – Motion to reject B. CONSIDERATION OF A FINAL PLAT FOR CENTURY COURT WEST. Dan Jochum, City Planner addressed the Commission and gave a brief overview of the project. Mr. Jochum then covered the staff report. Commissioner Wirt asked where the easements get recorded. Mr. Jochum answered that they are recorded with the Plat. Dan Berkner, 875 Cleveland – questioned what was going to happen to the lot on the north side. He is concerned about the dirt piles and tall grass and weeds growing. It was noted that the next 3 building will be starting very soon, and the area will cleaned up very soon. Motion by Commissioner Wirt, second by Commissioner Janssen to close hearing at 5:51 p.m. Motion by Commissioner Janssen to approve with 2 staff recommendations. Second by Commissioner Wirt. Motion approved. Item will be on City Council consent agenda on 04/27/2021. Motion to close hearing – Motion to approve with staff recommendations – Motion to reject C. CONSIDERATION OF A PRELIMINARY PLAT AND CONDITIONAL USE PERMIT TO AMEND THE PLANNED DEVELOPMENT DISTRICT AT SOUTHFORK RIDGE FOURTH ADDITION. Dan Jochum, City Planner addressed the Commission and gave a brief overview of the project. Mr. Jochum then covered the staff report. Gus Wurdell, 1052 Whiteowl Trl. (developer), spoke about the homes and sizes. He mentioned that the association documents have already been started. Mr. Wurdell noted his concern for no parking on the road. He is asking for parking on one side of the road. City staff will look into this. Commissioner Hantge asked about having some parking pads/areas to accommodate this. Commissioner Hantge also asked about the length of the driveway and is questioning the ability of visitors to park. Minutes Hutchinson Planning Commission April 20, 2021 Page 3 Kent Exner explained that the no on-street parking was more of a safety concern for emergency vehicles. There was more discussion about the parking issue. Commissioner Janssen expressed his concern of the change to the front setback. He is worried about the parking in the driveway. Mr. Wurdell explained that the boxes shown on the Plat are the pad area for the home. The house and landscaping will all fit into this pad area. The rest of the space per lot is part of the association. Cory Gallagher -1443 Southfork Dr asked about the traffic flow in the area. He also asked about the private drainage system and where it was located. He also asked about street illumination. If there is not any street lighting he would like to request a light at the south end of Southfork Dr. Mr. Jochum noted that the Planning Staff discussed the need to accommodate a park in this area. Commissioner Hacker noted the need for new homes like this and the new lots to be available in our town. Local realtors are very excited about this development. Motion by Commissioner Hantge, second by Commissioner Wirt to close hearing at 6:27 p.m. Motion by Commissioner Hacker to approve with 11 staff recommendations (pulling #8 to be discussed by the developer and City Staff). Second by Commissioner Hantge. Motion approved. Item will be on City Council consent agenda on 04/27/2021. Motion to close hearing – Motion to approve with staff recommendations – Motion to reject D. CONSIDERATION OF A ZONING ORDINACNE AMENDMENTS TO SECTION 154.024 REGARDING EASEMENT AREAS AND SECTION 154.116 REGARDING PARKING LOT REQUIREMENTS. Dan Jochum, City Planner addressed the Commission and gave a brief overview of the amendment. Commissioner Hantge questioned if paved surface included concrete. Mr. Jochum explained that it does not right now. Commissioner Wirt asked if this could include the impermeable surfaces and the answer was yes.
