The Planning Commission should consider the following options for the River Overlay District Ordinance: 1)Amendments to the current River Overlay District Ordinance. rd a.Possible tiered approach of more regulation closer to river (south side of 3Avenue) rd and less regulation between 3Avenue and Hwy 7. b.Other ideas for amendments. 2)Rescinding the entire River Overlay District Ordinance. 3)Leaving the River Overlay District Ordinance as is. Many cities have adopted Interim Use Ordinances over the past several years. An interim use ordinance allows a use for a period of time as defined within the Interim Use Permit process. In comparison, Conditional Use Permits do not allow for a timeframe to be associated with the permit. Cities have found they have more control on Interim Use Permits because they can set a timeframe for allowing a certain use. Staff believes the Interim Use Ordinance would be a good tool for the City of Hutchinson to be able to use to manage uses within the City. If the Planning Commission wishes, Staff can bring back amended ordinances for a public hearing for the April 21, 2015 Planning Commission.
