Hutchinson Police Commission Minutes
The Hutchinson Police Commission held a meeting on Tuesday March 16, 2021 at the Hutchinson Police Station,
EOC. Present at the meeting were Chairperson Todd Brandel, Commissioner Matt Beilke, and Chief Tom Gifferson.
Call the Meeting to Order:
Chairperson Todd Brandel called the meeting to order at 4:45 p.m.
Approval of Agenda:
Chairperson Brandel asked if there were any changes to the agenda. Commissioner Beilke made a motion to accept
the agenda as written, seconded by Chairperson Brandel. The motion carried unanimously.
Approval of Minutes:
Chairperson Brandel asked the Commission to approve the minutes from the February 16, 2021 meeting.
Commissioner Beilke made a motion, seconded by Chairperson Brandel to approve the meeting minutes. Motion
carried unanimously.
Staffing Issues:
Chief Gifferson provided the Commission with an update of Officer Cappelen’s field training progress.
Chief Gifferson informed the Commission of the resignation of Hospital Security Officer Taylor Stockman. Chief
Gifferson informed the Commission of the desire to backfill that position with a current part-time security officer.
Commission unanimously approved.
Chief Gifferson asked the Commission to approve a hiring process to back-fill a Part-Time Hospital Security Officer
position and to establish an eligibility roster. Motion was made to approve by Chairperson Brandel, seconded by
Commissioner Beilke. Motion passed unanimously.
Chief Gifferson informed the Commission of the desire to add a Part-Time Hospital Security Officer to the current
eligibility roster for Police Officer. Chief Gifferson advised he would have name to them at the April meeting for
approval.
Rules and Regulations:
Chief Gifferson reiterated the need to layoff Communications Specialists with the closing of the dispatch center.
Union Update:
No contract for sergeants, yet.

None.
Adjourn: Commissioner Beilke made a motion, seconded by Chairperson Brandel to adjourn the meeting. Motion
carried unanimously. Time of adjournment 4:56 pm.
