02-16-2021 POLM Hutchinson Police Commission Minutes The Hutchinson Police Commission held a meeting on Monday February 16, 2021 at the Hutchinson Police Station, EOC. Present at the meeting were Chairperson Todd Brandel, Commissioner Matt Beilke, Commissioner Kim Pearson and Chief Tom Gifferson. Also present were City Attorney Marc Sebora and HR Director Brenda Ewing. Call the Meeting to Order: Chairperson Todd Brandel called the meeting to order at 5:00 p.m. Approval of Agenda: Chairperson Brandel asked if there were any changes to the agenda. Commissioner Pearson made a motion to accept the agenda as written, seconded by Chairperson Brandel. The motion carried unanimously. Approval of Minutes: Chairperson Brandel asked the Commission to approve the minutes from the February 1, 2021 meeting. Commissioner Pearson made a motion, seconded by Chairperson Brandel to approve the meeting minutes. Motion carried unanimously. Staffing Issues: Chief Gifferson provided the Commission with an update of Officer Cappelen’s field training progress. Rules and Regulations: Chief Gifferson opened discussion regarding potential layoff with the proposed consolidation of the dispatch center. Consensus was reached with the group that a consolidation of dispatch centers would trigger a layoff incident. The group also came to a consensus that layoff procedures would be based on service records of the employees based on breadth of skills, efficiency, character, conduct and seniority. Union Update: No contract for sergeants, yet. Items from the Floor: None. Adjourn: Commissioner Beilke made a motion, seconded by Commissioner Pearson to adjourn the meeting.
