Hutchinson Police Commission Minutes
The Hutchinson Police Commission held a meeting on Monday February 1, 2021 at the Hutchinson Police Station,
EOC. Present at the meeting were Chairperson Todd Brandel, Commissioner Matt Beilke, and Chief Tom Gifferson.
Also present were Carl Fredrickson and Rebecca Fredrickson.
Call the Meeting to Order:
Chairperson Todd Brandel called the meeting to order at 5:00 p.m.
Approval of Agenda:
Chairperson Brandel asked if there were any changes to the agenda. Commissioner Beilke made a motion to accept
the agenda as written, seconded by Chairperson Brandel. The motion carried unanimously.
Approval of Minutes:
Chairperson Brandel asked the Commission to approve the minutes from the January 2021 meeting. Commissioner
Beilke made a motion, seconded by Chairperson Brandel to approve the meeting minutes. Motion carried
unanimously.
2021 Police Commission Officer Selection:
Commissioner Todd Brandel; Chairperson for 2021.
Commissioner Matt Beilke Secretary for 2021.
Commissioner Beilke made a motion, seconded by Chairperson Brandel to appoint Commissioner Brandel as
Chairperson. Motion carried unanimously.
Chairperson Brandel made a motion, seconded by Commissioner Beilke to appoint Commissioner Beilke as
Secretary. Motion carried unanimously.
2021 Police Commission Meeting Dates:
It was determined the 2021 meeting dates would be held at the Hutchinson Police Station on the third Tuesday of
the month at 4:45 pm. Chairperson Brandel made a motion, seconded by Commissioner Beilke to authorize the
date, time and location of the monthly Police Commission meetings. Motion carried unanimously.
Staffing Issues:
Chief Gifferson provided the Commission with an update of Officer Cappelen’s field training progress.
Chief Gifferson updated the Commission regarding the officer on leave. Informed the Commission he would be
returning to duty.
Policy Discussion:
Chairperson Brandel opened discussion regarding the proposed changes to the Missing and Endangered Persons
policy. Carl and Rebecca Fredrickson expressed their concerns regarding the current language. Chief Gifferson
offered to add a sentence in the policy regarding the importance of communication with the family while investigating
a runaway case.
Dispatch Consolidation:
Chief Gifferson advised the Commission to be prepared to discuss a potential layoff situation at the next meeting.
Chief Gifferson informed the Commission he had invited the Human Resource Director and the City Attorney to the
next meeting to discuss the subject.
Items from the Floor:
No update at this time.
Adjourn: Commissioner Beilke made a motion, seconded by Chairperson Brandel to adjourn the meeting. Motion
carried unanimously. Time of adjournment 5:40 pm.
