Hutchinson Police Commission Minutes
The Hutchinson Police Commission held a meeting on Tuesday January 19,2021 at the Hutchinson Police Station,
Emergency Operations Center. Present at the meeting were, Commissioner Matt Beilke, Commissioner Kim Pearson
and Chief Tom Gifferson. Also, in attendance was Hutchinson resident Carl Fredrickson.
Call the Meeting to Order:
Commissioner Kim Pearson called the meeting to order at 5:00 pm.
Approval of Agenda:
Commissioner Kim Pearson asked if there were any changes to the January agenda. Commissioner Beilke made a
motion to accept the agenda as written, seconded by Commissioner Pearson. The motion carried unanimously.
Approval of Minutes:
Commissioner Kim Pearson asked the Commission to approve the minutes from the December 2020 meeting.
Commissioner Beilke made a motion to accept the minutes as written, seconded by Commissioner Pearson. The
motion carried unanimously.
Items from the Floor:
Commissioner Pearson stated that Mr. Fredrickson was at the meeting regarding his concern over the proposed
amended Missing and Endangered Persons Policy and invited him to speak if he wished. Mr. Fredrickson read a
prepared statement from his wife, Rebecca. The statement addressed concern over the definition of “Runaway” and
described the family’s experience.
Chief Gifferson explained to the Commission his concerns regarding any further changes to the policy. Commissioner
Beilke made a motion to table the issue, seconded by Commissioner Pearson. The motion carried unanimously.
Staffing Issues:
Chief Gifferson informed the Commission that Niki Cappelen is progressing as expected.
Chief Gifferson briefed the Commission regarding officer on leave.
Policy Update:

Union Update:
Chief Gifferson informed the Commission that negotiations for sergeants are ongoing. No agreement reached as of
yet.
Adjourn: Commissioner Beilke made a motion, seconded by Commissioner Pearson to adjourn the meeting. Motion
carried unanimously. Time of adjournment 5:25 pm.
Next meeting is Monday February 1, 2021 at 5:00 pm.
