Hutchinson Police Commission Minutes
The Hutchinson Police Commission held a meeting on Tuesday November 17, 2020 at the Hutchinson Police Station.
Present at the meeting were Chairperson Todd Brandel, Commissioner Matt Beilke and Chief Tom Gifferson.
Call the Meeting to Order:
Chairperson Brandel called the meeting to order at 5:00 pm.
Approval of Agenda:
Chairperson Brandel asked if there were any changes to the October agenda. Commissioner Beilke made a motion to
accept the agenda with change of scheduled next meeting to December 15, 2020. The motion was seconded by
Chairperson Brandel. The motion carried unanimously.
Approval of Minutes:
Chairperson Brandel asked the Commission to approve the minutes from the October 2020 meeting. Commissioner
Beilke made a motion to accept the minutes as written, seconded by Chairperson Brandel. The motion carried
unanimously.
Staffing Issues:
Chief Gifferson updated Commission on Police Officer Hiring Process. Chief Gifferson informed the Commission that
Niki Cappelen had been hired and would be starting field training.
Chief Gifferson gave progress report regarding Communication Specialist Tracey Bergum.
Chief Gifferson briefed the Commission regarding officer on leave.
Policy Update:
Chief Gifferson provided the Commission with a copy of the updated and Use of Force Policy
Union Update:
Chief Gifferson informed the Commission that negotiations for sergeants are ongoing. No agreement reached as of
yet.
Items from the Floor:
Adjourn: Commissioner Beilke made a motion, seconded by Chairperson Brandel to adjourn the meeting. Motion
carried unanimously. Time of adjournment 5:09 pm.
Next meeting is Tuesday December 15, 2020 at 5:00 pm.
