Airport Commission Minutes

Meeting called to order at 5:37 p.m. There was a quorum of members present.
1. Approve November 17, 2016 Minutes There was no meeting in December, 2016.

3. Hangars
Hangar 41-15 is available. Top six entities on the waiting list were contacted. One party indicated interest.
4. Finance/Budget —
a) Airport financial statements — Report attached
• December 2016 financial statements (unaudited). Statement show a a $3,119 surplus. Some
additional expenses charged against this surplus as year-end accounting is completed can be
expected, but it appears likely to end 2016 breaking even or having a small surplus.
• It was noted that utilities costs have decreased over the last 5-10 years. Getting service from
Hutchinson Utilities, installation of natural gas, LED lighting, and maintenance of HVAC
systems have contributed to reducing utility costs. ASI Jet has also done several things to
reduce utility costs, which pass through the airport budget and are reimbursed by ASI Jet.
LED airfield lighting would be best done using grant funds so new light fixtures and
necessary control equipment would be included.
5. Operational Issues (Open Proiects)
a) 2014/2015 AIP Project Update (Runway, taxiway, apron rehab) — The Airport received an award
for the project from the Minnesota Association of Asphalt Pavement Technologists (MAAPT).
Engineering staff from Bolton-Menk, contractor representatives, and Olson were present at the Awards
Banquet held on December 7 in St. Louis Park.
b) Consultant Selection —The last consultant selection was December, 2011. Bolton-Menk was selected
for a 3 -year contract at that time. Bolton-Menk's contract was extended for one year - on two different
occasions - to facilitate the runway, taxiway, and apron rehab project completed last spring.
Olson will advertise for electronic submittals of statements of qualification, and Commissioners and
City staff will review the statements. If interviews are deemed necessary, the decision to schedule
them will be made at the March meeting. If no interviews are necessary, it is feasible to make a
selection recommendation at the March meeting, which the City Council could act on in April.
c) MnDOT Aeronautics Needs Meeting — MnDOT Aeronautics staff will be meeting with the Airport
Commission, City elected officials, City staff, FBOs, and Airport staff to conduct a comprehensive
needs meeting. The meeting is scheduled February 16, 2017, 5:30 p.m. at City Center. MnDOT
Aeronautics holds these meetings to improve communication with communities and to learn about any
airport -related issues they can address.
d) Agreement for Transfer of Entitlements (FAA AIP) — In 2009, the airport received an entitlement
transfer from the City of Tracy for $93,000 to construct Hangar 1720. Tracy has requested that
Hutchinson transfer $93,000 of entitlements to them for 2017. There are no proposed projects for
2017.
However, since the airport does have a 2018 project scheduled, the transfer could cause a problem, so
Olson contacted the City of Tracy's airport engineer. It appears likely Tracy would be able to
reciprocate and provide funds for the airport's proposed 2018 project.
After discussion noting the airport has historically received and provided transfers from/to other
airports, the desire of the Commission was to maintain a positive, proactive role in facilitating transfers
of grant entitlement. These transfers maximize the use of available federal funds to improve airports
throughout Minnesota.
Motion made by Hahn, second by McGraw to recommend approval of the transfer of $93,000 of 2017
entitlement to City of Tracy, understanding that Hutchinson would request a $93,000 of transfer from
them for 2018 and that, subsequently, Tracy would be asking for another transfer to address a future
project. Unanimous approval.
6. Other Discussions & New Business
a) Other discussions/new business:
a. Storm door between A/D building and maintenance shop needs to be repaired.
b. Currently, there is no City water/sewer to the airport. The closest water/sewer is just south of
Menards and there are no current plans showing extension of water/sewer toward the airport.
The airport is served by a well and an on-site septic system. There are services to the A/D
building, maintenance hangar, storage hangar, and Civil Air Patrol building. There are abandoned
services to the former Life Link office/quarters and to the site of the former Parker residence.
Hangars in the private -commercial area are not connected to water/sewer services, but will be
required to connect when these services become available.
At 6:34, a motion to adjourn was made by Forcier, second by McGraw. Unanimous approval.
