12-11-1973 CCMREGULAR COUNCIL MEETING DECEMBER 11, 1973
Mayor Black called the meeting to order at the hour of 7:30 P.M.
Reverend Richard R. Smith delivered the invocation.
Members present were: Alderman Westlund, Linder, Alrick and
Lueneburg in addition to Mayor Black. Members absent were:
None. Also present were: Administrative Assistant Mealey,
City Attorney Schantzen and City Engineer Priebe.
The minutes of the regular meeting of November 27, 1973 were
accepted as presented on motion by Alderman Westlund, seconded
by Alderman Alrick and carried.
The current bills were approved as submitted on motion by
Alderman Linder, seconded by Alderman Lueneburg and carried. (list)
On motion by Alderman Alrick, seconded by Alderman Westlund,
was a transfer of $4,500 from Liquor Store to General Fund.
A Trash and Refuse Affidavit was received from Harvey C. Prieve
of 426 Jefferson Street South. It was noted that the assessed
value of the property was $6,100, however, there was a question
as to whether he owned additional property. After considerable
discussion, Alderman Linder moved the issue be tabled until
further information could be obtained. Alderman Westlund
seconded the motion and it carried.
A request was received from Ford Rolfe to move a building onto
his lot. Mr. Rolfe had not been aware the recent orderly
annexation (which includes his property) had been finalized
and therefore moved the building onto his property without
first approaching the City Council or obtaining a moving permit.
After considerable discussion, Alderman Lueneburg moved a
pre -dated permit be issued to Mr. Rolfe therefore approving
said move of building into the City. Alderman Linder seconded
the motion and it carried.
Received was a request from Hands, Inc. for the City to issue
a permit to park a trailer on the paved boulevard to the East
of the former PlowmaniGarage Building for convenience in
loading or unloading until their regular loading dock on the
South of the building is free. After considerab) e discussion
Alderman Lueneburg moved �.he permit be granted. Alderman
Linder seconded the motion and it was carried.
Mr. Santee -man, President of the Chamber of Commerce, requested
the Council consider the lights for the new Christmas decorations
be turned on from 5:00 P.M. to 10:00 P.M. on Christmas Eve and
Christmas night. After some discussion, Alderman Westlund
moved the Christmas decorations be turned on Christmas Eve and
Christmas night. Alderman Lueneburg seconded the motion and
it carried.

REGULAR COUNCIL MEETING (2) DECEMBER 11, 1973
Resignation was received from Charles Stombaugh, (Water Dept.)
effective December 15, 1973. After discussion, Alderman Linder
moved the resignation be accepted. Alderman Lueneburg seconded
the motion and it carried.
At 8:05 P.M. Mayor Black declared open public hearing as duly
advertised for 1974 Proposed Improvements. The comments were
as follows:

After all persons being heard, Alderman Westlund moved the 1974
Proposed Improvement Hearing be closed at 10:10 P.M. Alderman
Linder seconded the motion and it carried.
Alderman Westlund introduced Ordinance No. 453 (Conveying Five
(5) Acres of Land to the Armory Commission State of Minnesota)
and moved its adoption. Alderman Lueneburg seconded the motion
and upon vote being taken, all members voted "aye" whereupon
said Ordinance was declared adopted upon its second and final

The Financial Report, Building Official's Report, Housing
Redevelopment Authority minutes, Library minutes, and Safety
Council Minutes were accepted as presented and ordered filed.
Alderman Linder noted that due to the change in the flow of traffic,
the stop signs on Franklin Street at Third Avenue S.W. should
be reversed to make Franklin a through street. After some
discussion, Alderman Linder then introduced Ordinance No. 454
(Regulating the Flow of Traffic on Third Avenue S.W.) and
moved its adoption. Alderman Westlund seconded the motion and

Seven Snow Removal Permit Applications were received. One each
from Walter E. Clay - Hutchinson Telephone Company, 30 2nd
Avenue S.W.; Howard Telecky, Highway 7 East; Virgil Krsiean,
Route 3, Box 260D; Harold Juul, 16 -5th Avneue N.E.; Carl E.
Peterson, 45 Adams Street; Gilbert Boldt, 246 Park Avenue; and
Gene C. Betker, Clifton Heights. After some discussion,
Alderman Westlund moved the seven permits be approved. Alder-
man Lueneburg seconded the motion and it carried.
An Application for License to Sell Cigarettes at Retail was
received from Stanley Vorlicek at the Northside Texaco. After
some discussion, Alderman Linder moved said application be
approved. Alderman Westlund seconded the motion and it carried.
REGULAR COUNCIL MEETING (3) DECEMBER 11, 1973
An Application for Permit to Sell Christmas Trees was received
from Charles E. Pulkabek, 103 Erie Street. After some discussion,
Alderman Lueneburg moved said permit be granted. Alderman Westlund
seconded the motion and it carried.
Mayor Black announced Reverend E. David Natwick's reappointment
to the Hospital Board effective April 1, 1971 to expire March
31, 1976, subject to Council ratification. After some discussion,
Alderman Westlund moved Reverend E. David Natwick be appointed
for the above stated term. Alderman Lueneburg seconded the motion
and it carried. Mayor Black noted due to an Administrative
oversight, the appointment had previously been overlooked.
After carefully studying all proposals received for the Deferred
Compensation Plan, Alderman Westlund moved that the Aetna
Insurance Company represented by Madsen Insurance Agency, be
given the right to present their plan to all City employees.
Alderman Linder seconded the motion and it carried.
Alderman Lueneburg moved the December 26, 1973 Council meeting
be scheduled at 5:30 P.M. Alderman Westlund seconded the motion
and it carried.
Mayor Black entertained a motion that December 24 (Christmas Eve)
be declared a holiday for all City employees.
After discussion, Alderman Westlund so moved, Alderman Lueneburg
seconded the motion and motion carried.
It was the concensus of the Council that noaction at this time
be taken concerning the hearing held earlier in the evening.
A special time would be set for discussion and study.
Received was an Application for Club On -Sale Retail Liquor
License from the Hutch Elks, Inc. After considerable discussion,
Alderman Westlund moved the subject be tabled until the applicant
provide proof that the Minnesota Liquor Control Commissioner
will approve a license to this applicant's organization in
spite of the statute. Alderman Linder seconded the motion and
it carried.
There being no further business to come before the Council,
meeting was declared adjourned on motion at 10:45 P.M. by
Alderman Lueneburg, seconded by Alderman Alrick and carried.
