09-27-1973 CCMSPECIAL COUNCIL MEETING SEPTEMBER 27, 1973 Vice -Chairman Linder called the meeting to order at 9:10 A.M. for the purpose of discussing whether permission could be granted for the Drift Riders, Saddle Club and Boy Scouts to use the City owned house at West Park as a Club House and also, whether the City could financially assist the Gopher Campfire Club in building a new fence around the Nature Sanctuary, which is owned and maintained by the Gopher Campfire Club located near West Park. Members present were: Aldermen Westlund, Alrick and Lueneburg in addition to Vice -Chairman Linder. Members absent were Mayor Black. After considerable discussion, Alderman Westlund moved that the Drift Riders, Saddle Club and Boy Scouts be granted permission to use the City owned house at West Park located west of Hutchinson as a Club House and if at a future date this arrangement is terminated any improvements made by the Clubs may be allowed to be removed by said parties and further, that all expense of utilities, liability insurance and fire insurance shall be the sole responsibility of the Clubs. Alderman Lueneburg seconded the motion and it was carried. It was noted that this arrangement would be exclusively for the house and not the adjoining garage. The Council cautioned that complaints brought to the City pertaining to the use of the building or the deportment of the Clubs would alter this arrangement. After a lengthy discussion as to whether the City could financially assist the Gopher Campfire Club in building a new fence around the nature sanctlaary, Alderman Lueneburg moved that the City install a fence on the East side of West River Park at the Nature Sanctuary to prevent wildlife from destroying park property and that the Gopher Campfire convey as a condition of the improvement an easement on the north side. It was noted that the company installing the fence, directly bill the City for the above stated portion of fence to be built. Alderman Westlund seconded the motion and it was carried. There being no further business to come before the Council, meeting was declared adjourned on motion at 9:20 A.M. by Alderman Lueneburg, seconded by Alderman Westlund and carried.
