SEPTEMBER 11, 1973
Mayor Black called the meeting to order at the hour of 7:30
P.M. Reverend Wesley Gerber delivered the invocation.
Members present were: Aldermen Westlund, Linder, Alrick and
Lueneburg in addition to Mayor Black. Members absent were:
None. Also present was Administrative Assistant Mealey; City
Attorney Schantzen arrived later in the meeting.
The minutes of the Regular Meeting of August 28, 1973 were
accepted as presented on motion by Alderman Westlund, seconded
by Alderman Linder and carried.
The current bills were approved as submitted on motion by
Alderman Linder seconded by Alderman Westlund and carried.(list)
A letter was received from the Civil Service Commission
certifying for the position of Police Patrolman on the Hutch-
inson Police Force the following:
Howard M. Taylor
Robert M. Olson
David D. Schauman
Mayor Black then appointed Howard M. Taylor as Police Patrol-
man upon ratification from the Council. Alderman Westlund
moved that the appointment be ratified by the Council.
Alderman Lueneburg seconded the motion and it was carried.
A letter was received from Reverend Thoralf Skeie, Chairman
of the Hutchinson Housing and Redevelopment Authority requesting
that in accordance with the procedure established by the
Hutchinson Housing and Redevelopment Authority in conjunction
with the City Council, Mrs. Jean Lerberg, an employee of the
City of Hutchinson assume a full time relationship with the
HRA and be released as Administrative Secretary for the City
effective September 1, 1973.
Thoralf Skeie, Chairman and Mrs. Jean Lerberg, Executive
Director of the HRA were present to request also that the City
enter into an agreement with the HRA to maintain Mrs. Lerberg
on the City payroll in order to provide maximum employee
benefits. Under this arrangement the HRA promised to reimburse
the City in full in the following manner: $500.00 per month
salary, plus $29.26 social security, plus $27.50 PERA, plus
$14.29 insurance, for a total of $571.05 payable in bi-monthly
increments on the payroll days established by the City of
Hutchinson. After considerable discussion, Alderman Westlund
moved that Jean Lerberg be released as Administrative Secretary
for the City and allowed to take on the Executive Director's
duties for the HRA effective September 1, also that the City

Jean Lerberg) and moved its adoption. Alderman Westlund
seconded the motion and upon vote being taken, all members
present voted "aye" whereupon said resolution was declared

At 7:50 P.M. Mayor Black called to order Public Hearing for
Fiscal Year 1974-1975 Budget as duly advertised. Mr. Bob
Rasmussen was present to represent the Boy Scouts of the City.
Mr. Rasmussen requested that the Council look into the matter
of providing a building in which the approximately 120 Boy
Scouts of the City could meet and use as their Headquarters.
It was noted that the building recently moved near Tartan Park
on 3rd Avenue S.E. and Ontario, which is presently used for
storage, would be an ideal location in which to meet. Mayor
Black noted that the matter would be taken into consideration.
Mr. Del Bitzer was present to represent the Gopher Campfire
Club. The Club has developed and maintained a nature sanctuary
in Hutchinson for the past 60 approximate years. The fence
enclosing the sanctuary presently is 14 years old and in
disrepair. Eight acres of the 20 acres owned by Gopher Camp-
fire is fenced in, the desired amount to be fenced in is 17
acres. The estimated cost would be $16,000. Mr. Bitzer
requested that when the Council consider the Fiscal Year 1974-
1975 Budget, they take into consideration the possibility of
financially helping the Campfire Club in their endeavors.
Mayor Black noted that the Fiscal Year 1974-1975 Budget would
not be in effect until April 1, 1974 and therefore, if
legality allowed, financial assistance could not be given until
such time. Mayor Black advised also, that the matter would
have to be discussed with City Attorney Schantzen to see if
the City legally would be allowed to financially assist.
The Fiscal Year 1974-1975 Budget hearing was recessed at
7:59 P.M. in order to open scheduled Public Hearing, Consi-
deration of Ordinance No. 446 at 8:00 P.M.
REGULAR COUNCIL MEETING ( 3 ) SEPTEMBER 11, 1973
Mayor Black then called to order Public Hearing - Consideration
of Ordinance No. 446 as duly advertised. Two people, Mrs.
Orval (Florence) Satterlee, and Mr. Harold (Shorty) Rutzke
were present for the hearing. After considerable discussion
and all persons being heard. Alderman Linder moved that the
hearing be closed. Alderman Alrick seconded the motion and
said hearing was declared closed at 8:30 P.M.
Alderman Westlund then introduced Ordinance No. 446 (An
Ordinance Providing For and Regulating Issuance Of "On -Sale"
Liquor Licenses, Establishing Fees, Conditions and Eligibility
Requirements For Persons and Places Applying Therefore, and
Providing Penalties For the Violation Thereof) for its second
reading and mored its adoption. Alderman Linder seconded the
motion. Upon vote being taken all members present voted "aye"
whereupon said Ordinance was declared adopted on its second
and final reading. (text)
At 8:32 P.M. Fiscal Year 1974-1975 Budget Hearing was re -opened.
After all persons having been heard and there was no further
discussion, Alderman Westlund moved that said hearing be closed.
Alderman Linder seconded the motion and said hearing was
declared closed at 8:35 P.M.
A letter was received from Mr. Everrett Hantge, owner of Hantge
Funeral Chapel requesting for the use of no parking signs
covering the half block on Hassan between lst and 2nd Avenue
S.E. and also permission be granted to hood the meters in front
of the funeral chapel on 2nd Avenue S.E. Mr. Hantge concluded
that permission be granted to use his discretion in hooding
the meters and placing the no parking signs up. The Police
Department had collected $4.72 for the preceding week from
the five meters in question. After considerable discussion,
Alderman Alrick moved that on a six month trial basis, Mr. Hantge
be granted the privilege to under his own discretion, be enabled
to place no parking signs up covering the half block on Hassan
Street between lst and Second Avenue and to hood the five meters
in front of the funeral chapel with the stipulation that a fee
of .50 be made payable to the City each time, and further that
Chief of Police o'Borsky be notified each time this is done.
Alderman Alrick seconded the motion and it was carried.
Alderman Lueneburg introduced Ordinance No. 449 (An Ordinance
Amending Ordinance No. 325. An Ordinance Establishing and
Adopting Water and Sewer Rates and Charges by the City of
Hutchinson and Deleting the Penalty On All Water Bills) for
its second reading and moved its adoption. Alderman Westlund
seconded the motion and upon vote being taken, all members
voted "aye" whereupon said ordinance was declared adopted
upon its second and final reading. (Text)
REGULAR COUNCIL MEETING ( 4 ) SEPTEMBER 11, 1973
Alderman Linder introduced Ordinance No. 451 (An Ordinance
Amending Ordinance No. 105, An Ordinance Licensing and Regu-
lating the Retail Sale Of Cigarettes and Cigarette Wrappers)
for its second reading and moved its adoption. Alderman
Westlund seconded the motion and upon vote being taken, all
members voted "aye" whereupon said ordinance was declared
adopted upon its second and final reading.
Specifications for 1973 Crushed Gravel Material were approved
on motion by Alderman Linder, seconded by Alderman Westlund
and carried.
A letter was received from Hand's Inc., Winthrop, Minnesota
inviting the Council to attend their Open House Celebration
on the 23rd of September.
A letter was received from Burlington Northern informing the
City that the Y -Track Area, which the City was interested in
purchasing, was not for sale at this time as it was required
for operating purposes.
The All Fund August Statement, Building Officials Monthly
Report, Library Minutes and Safety Council Minutes were
accepted as presented and ordered filed.
Alderman Linder relayed the recommendation of the Safety
Council to install two stop signs stopping north and south-
bound traffic on Oakland Avneue at the eastbound entrance off
State Highway No. 15 near Plaza 15 Shopping Center and Gibson
Discount Center. Alderman Linder then introduced Ordinance
No. 452 (Regulating the North and Southbound Traffic on
Oakland Avenue) for its first reading and moved its adoption,
Alderman Lueneburg seconded the motion and upon vote being
taken, all members present voted "aye" whereupon said
ordinance was declared adopted on its first reading.
An application for permit to hold a public dance and sell
liquor on November 10th at the Hutchinson Armory, was received
from Mr. Duane Buske representing the Hutchinson Elks Lodge,
225 Washington Avenue East. Mayor Black explained that an
activity of this type would be in violation of State Liquor
Laws. After a brief discussion and taking into consideration
the recommendation of Chief of Police O'Borsky, Alderman
Linder moved that the dance permit application be approved
with the stipulation that liquor may not be sold. Alderman
Westlund seconded the motion and it was carried.
Administrative Assistant Mealey reminded the Council of the
Coalition of Outstate Cities of Minnesota Meeting to be held
September 21 at the Crow River Country Club in Hutchinson,
Minnesota. After a brief discussion, Administrative Assistant
Mealey was directed to invite as guests the two State Legisla-
tors, Adolph Kvam and John Bernhagen. Also to extend an

invitation to the cities in McLeod County; a representative
of the League of Women Voters; and the press.
An application for License to Sell Milk at Retail was
received from William Wintheisen, President of New Life Inc.,
408 Burnside S.E., Sleepy Eye, Minnesota. After discussion,
Alderman Westlund moved that the license be granted. Alderman
Linder seconded the motion and it was carried. It was noted
that New Life Inc. had previously been licensed by the State
and therefore felt that obtaining a license from the City was
not necessary. The matter was referred to City Attorney
Schantzen.
There being no further business to come before the Council,
meeting was declared adjourned at 9:20 P.M.
