04-29-1974 CCMSPECIAL COUNCIL MEETING APRIL 29, 1974 The meeting was called to order at 2:30 P.M. by Mayor Black. Members present were: Mayor Black, Alderman Westlund and Alder- man Lueneburg. Members absent were: Aldermen Ackland and Haag. Also present were: Administrative Assistant Mealey, City Attorney Schantzen and City Engineer Priebe. At 2:32 P.M. Mayor Black requested that bids pursuant to advertise- ment for re -bid of Letting No. 10 be presented. Administrative Assistant Mealey, assisted fry City Engineer Priebe opened said bids and they were as follows: BIDDER Jacobs, Kuemper and Gaub, Inc. Bird Island, Minnesota 55310 Juul Contracting Company Hutchinson, Minne-66fa 55350 SURETY AMOUNT BB 100 $64,872.10 BB 10% $57,157.50 After opening all bids, Alderman Westlund moved to table the awarding of Letting No. 10 contract and to refer all bids received to City Engineer Priebe for review and recommendation. Alderman Lueneburg seconded the motion and it carried. Mayor Black inquired if City Engineer Priebe was ready to give a recommendation regarding award of Letting No. 13 contract. The City Engineer then submitted the following memorandum to the Council: (TEXT) After a lengthy discussion with City Engineer Priebe and City Attorney Schantzen, Alderman Westlund moved the bid in the amount of $132,292.40 from Lakedale Water and Sewer of Annandale, Minne- sota be rejected on the basis of the information received as not being a "Responsible Contractor." Alderman Westlund seconded the motion. All present voted "aye" whereupon motion was declared passed. City Engineer Priebe then recommended in accordance with City Charter that the City award Letting No. 13 contract to the "Lowest Responsible Bidder", Juul Contracting Company of Hutchinson, Minne- sota in the amount of $138,948.75. After discussion, Alderman Westlund moved upon recommendation of the City Engineer that Letting No. 13 contract be awarded to the next lowest "Responsible Bidder", Juul Contracting Company of Hutchinson, Minnesota in the amount of $138,948.75 and introduced Resolution No. 5400 (RESOLUTION ACCEPTING BID, 1974 IMPROVEMENTS, LETTING NO. 13) and moved its adoption. Alderman Luoneburg seconded the motion and it carried. (TEXT) SPECIAL COUNCIL MEETING - 2 - APRIL 29, 1974 A lengthy discussion was held regarding the referendum scheduled on May 21, 1974 for the proposed Multi-purpose Recreation Building. Mayor Black noted a letter received from the League of Minnesota Municipalities - nominating committee, inquiring if anyone would like to submit a name for the upcoming election of officers. There being none, subject was dismissed. There being no further business to come before the Council, meeting was declared adjourned at 3:00 P.M. on motion by Alder- man Lueneburg, seconded by Alderman Westlund and carried.
