09-17-1974 CCMSPECIAL COUNCIL MEETING
SEPTEMBER 17, 1974
Mayor Black called the meeting to order at the hour of 11:10 A.M.
for the purpose to discuss the disposal of sewage sludge.
Members present were: Alderman Lueneburg, Westlund and Ackland in
addition to Mayor Black. Members absent were: Alderman Haag.
Also present were: Administrative Assistant Mealey and Consulting
Engineers Bob Hoffman and Bob Carroll from Rieke -Carroll -Muller.
Mr. Hoffman informed that the Minnesota Pollution Control Agency
has drafted proposed regulations dated April 17, 1974, however,
it was likely the material would be revised. RCM stated they
would not give a recommendation to purchase de -watering equipment
in case the proposed regulations would change and not allow usage
of such equipment. Two alternatives were offered: No. (1) To
maintain the continued liquid disposal of sludge or No. (2) To
establish a de -watering operation. After considerable discussion,
it was Mr. Hoffman's recommendation to use an Interium Approach
available in which a clay sealed holding pond would be constructed
to hold the sludge in the winter and summer. In the spring and fall
the sludge would be pumped out and spread on the adjacent land. It
was noted the clay sealed holding pond could easily be constructed
by the City's Street Department and would hold either liquid sludge
or de -watered sludge. It was recommended that applications be
received to accept sludge for fertilizer. Mr. Edwin Kar , whose
property is located in Section 33, Acoma Township indicated interest
to have the holding pond constructed on his property so the sludge
could be disbursed for fertilization on his land. It was recommended
that a 1 year lease with 1 year option be obtained from the land
owner establishing a definate time period.
Consulting engineers Hoffman and Carroll stated that a formal
recommendation to proceed in connection with the Interium approach,
would be written and submitted to the City.
After further discussion, it was the concensus of the City Council
to advise Acoma Township of the consultation and the Citv's interest
to proceed with the Interium Approach., and also if Acoma Town-
ship desired, a meeting could be scheduled to discuss the matter
with the City Council, the City's consulting engineers, someone
from the PCA, Mr. Edwin Karg and anyone else interested.
There being no further business to come before the Council, meeting
was declared adjourned at 12:10 P.M.
