Parks, Recreation & Community Education Advisory Board
December 2, 2015
Members present were Tim Peterson, Jim Waldron, Elizabeth Hanninen-Scharn, Chad
Czmowski, Marsha Anderson, Marlys Hoeft, and Don DeMeyer. Also present were Dolf Moon
and Jody Harms
The meeting was called to order at 5:15 pm by Dolf Moon.
A motion was made by Don DeMeyer and seconded by Elizabeth Hanninen-Scharn to approve
the minutes dated November 2, 2015. The board unanimously agreed.
OLD BUSINESS
Facilities Improvement Pool/Arena:
• Pool design process is at 60%
Parks:
o Reviewing documents (blueprints)
o Reviewed various options in locker rooms
• 80% mark will bring in local contractors to review project
• Bid opening possibly in February 2016
• Matting in east rink completed and looks good.
• The hockey and figure skating associations have agreed to pay half of the fee for
a study by Stevens Engineering. The focus of the study will be a common
entrance at the Arena.
• Lighting for baseball fields came in week of Nov 30. Quade Electric will
assemble
• Hoping to complete excavation project at Northwoods Park to enlarge space for
skating soon. It's about 12 hours of work.
• Paving at the Parks garage is complete.
NEW BUSINESS
Community Education State Report:
• Sharon Armstrong completed the 2014/2015 SY state report
o Report is broken down by category
o There were 823 private rentals (non -school related) for ISD 423 that
brought in approximately 300, 000 people.
• State reports are completed and reported to the Department of Education from
around the state. The data is used to help in the request of dollars from the State
of MN
2016 Budget
• There is a 1.3% increase in the budget
o Increase — fulltime Park person beginning 11/3
o Increase — fulltime Arborist person beginning 12/7
o Revenue decrease due to pool construction in 2016
o Revenue decrease due to lower participation for Hutch Hockey
o Revenue increase due to additional ice time during the summer
• We have had inquiry about hosting a Junior Hockey Team
o Rental time would be an 1 '/z hours daily
o The league is mainly high school seniors
0 25 home games scheduled
Program Numbers
• Participation has remained consistent over the past six years.
• Enrichment was down a bit due to the Hutch Center for the Arts program
offerings. The community's needs are being met and creating more awareness of
other offerings.
• By PRCE taking class registrations and advertising for local organizations, helps
to grow programs and expose families to more opportunities.
Board Member Items
• Sara Witte will compile pre and post construction usage of the bike trails.
• All Advisory Board positions are filled.

The meeting was adjourned at 6:15 pm on a motion by Tim Peterson and seconded by Don
DeMeyer.
There will be no meeting in January.
