BOARD OF REVIEW FOR ASSESSMENTS
MAY 18, 1988
The Board of Review was called to order at 4:30 P.M. in the Council Chambers at
City Hall. Present were: Mayor Paul L. Ackland, Aldermen Mike Carls and John
Mlinar. Alderman Pat Mikulecky arrived at 5:00 P.M. Absent: Alderman Marlin
Torgerson. Also present: City Administrator Gary D. Plotz and McLeod County
Assessors Brad Emans and Hal Kirchoff.
The following individuals appeared before the Council concerning their assess-
ments.
1. RICHARD SMITH - Famith Properties/Red Owl Corner Property - Objected to high
assessments on his property.
Action - Reduce value by $58,000 because of 15% vacancy factor on building.
M/Mlinar, S/Mikulecky, Unanimous,
2. GARY TEICHERT - Hutchinson Co -Op, Hwy. 7 West - Questioned land value on
lot.
Action - Remain the same. M/Mlinar, No second and failed.
No action taken.
3. RICHARD SCHMIDTBAUER - Questioned assessment on house and homestead credit.
Questioned assessment on duplex at 8486 Century.
Action - No change. M/Mikulecky, S/Mlinar, Unanimous.
4, LARRY FRASER - Block 33, Lot 8 & S 1/2 Lot 9 - Felt land value was too high.
Action - Leave as is. M/Mlinar, S/Carts, Unanimous.
5. OTTO RETTIG - 516 Adams Street - House was built in 1892 and valued too
high for an old house.
Action - No change. M/Carls, S/Mlinar, Unanimous.
6, BETH FELSKA - 632 Bluff Street - Value went up $2,700 in one year.
Action - Lower at $600 to $56,500. M/Mikulecky. No second and failed.
Action - Reduce by $500 to $56,600. M/Carts, S/Mikulecky; carried 3 to 1
with Mikulecky voting nay.
7. GAIL PLAISANCE - 509 Linden Avenue - Half lot with addition put on, which is
75% completed. Assessed more than neighbors.
Action - Reduce by 10% to $63,500. M/Mikulecky, S/Carls, Unanimous.
8. BOB HORNICK - GAS 'N GROCERY - Had 6-1/2% increase in assessment. Purchased
two additional tots and sold house on one lot.
Action - Reduce value of Hornick house to $3,000. M/Carts, S/Mikulecky,
Unanimous.
APPEAL BY LETTER
1. MILDRED DAVIS - Duplex on Lynn Road & Fourth Avenue. No homestead credit.
Action - No change. M/Mikulecky, S/Mlinar, Unanimous.

2. HARRY ?? - Assessment too high.
Action - Reduce to $46,200 from $53,500. M/Carls, S/Mikulecky, Unanimous.
3. MICK WIGEN - 1239 Rolling Oaks Lane - Assessor errored on assessment.
Action - Reduce from $107,100 to $105,000. M/Mlinar, S/Mikulecky,
Unanimous.
4, DAN KOOSMAN - Greencastle - Considering purchase of property; to be brought
up at County Board meeting.
Action - No action and refer to County. M/Mikulecky, S/Mlinar, Unanimous.
5. ROGER WALKER - Building on Main Street - Error in measurement of size; re-
duced from $65,400 to $60,000 in January 1988.
Action - Reduce to $56,000. M/Mikulecky, S/Mlinar, Unanimous.
OTHER BUSINESS
1. HUTCHINSON TRAVELERS BASEBALL ASSOCIATION REQUEST FOR MALT LIQUOR LICENSE
It was reported the Baseball Association wanted a 3.2 malt liquor license
for the concession stand in Tartan Park for the months of May through Aug-
ust. Alderman Carls moved to approve the license. Motion seconded by
Alderman Mikulecky and unanimously carried.
2. BOARD OF REVIEW FOR JUNKER SANITATION
City Administrator Plotz reported that Junker Sanitation would like to meet
with the Council either next week or in July. It was the consensus of the
Council to meet in July.
3. RENTAL OF AIRPORT FARM LAND TO EUGENE BIRK
Administrator Plotz stated that Eugene Birk would like to rent the airport
farm land for 1989. Following discussion, Alderman Carls moved to approve
and enter into a contract. Motion seconded by Alderman Mlinar and carried
unanimously.
