1. The meeting was called to order at 7:30 P.M. by Vice -President
Mlinar. The following were present: Vice -President John
Mlinar, Councilmen Craig Lenz and Don Erickson. Absent: Mayor
Paul L. Ackland and Councilm_:Y, Marlin Torgerson. Also
present: City Administrator Ga2y D. Plotz, Director of
Engineering John Rodeberg, and City Attorney G. Barry
Anderson.

(b) CONSIDERATION OF PRELIMINARY AND FINAL PLAT OF ROTARY
PARK SUBMITTED BY CITY STAFF WITH FAVORABLE
RECOMMENDATION OF PLANNING COMMISSION
Following discussion, Councilman Lenz moved to approve
the final plat and to waive reading and adopt Resolution
No. 9926. Motion seconded by Councilman Erickson and
unanimously carried.
(c) CONSIDERATION OF CONDITIONAL USE PERMIT TO MOVE A 1975
MOBILE HOME ONTO LOT IN COUNTRY CLUB TERRACE WITH
FAVORABLE RECOMMENDATION OF PLANNING COMMISSION
Following discussion, Councilman Lenz moved to approve
the permit and to waive reading and adopt Resolution No.
9927. Motion seconded by Counci'!_man Erickson and unani-
mously carried.
(d) CONSIDERATION OF VARIANCE REQ�.TFSTEJ BY RONALD BURGER WITH
FAVORABLE RECOMMENDATION OF PLANNING COMMISSION
Following discussion, the motion was made by Councilman
Erickson to approve the variance and to waive reading and
adopt Resolution No. 9928. Motion seconded by Councilman
Lenz and unanimously carried.
(e) CONSIDERATION OF LOT SPLIT IN SCHOOL DISTRICT PLAT
SUBMITTED BY NEIL JENSEN WITH FAVORABLE RECOMMENDATION OF
PLANNING COMMISSION
Following discussion, Councilman Lenz moved to approve
the lot split. Motion seconded by Councilman Erickson
and unanimously carried..
(f) CONSIDERATION OF RECREATION CENTER ROOF
Director Dolf Moon reported o-1 the leakage problems with
the recreation center roof . he noted Marty' s Roofing did
not provide a warranty for the roof at the time of con-
struction. Laraway Roof Systems recently performed a
roof repair, but there were three holes in the repair
work. It was Director Moon's recommendation to instruct
Laraway to complete the roof inspection, to provide a
quote on their findings, and to provide a warranty to

cover their work on the mot repair.
Following discussion,' Cbiii'unman Erickson moved to accept
the recommendation from Director Moon to repair the roof.
Motion seconded by Councilman Lenz and unanimously
carried.
(g) CONSIDERATION OF DELINQUENT 14ATER AND SEWER ACCOUNTS
The motion was made by Councilman Erickson, seconded by
Councilman Lenz and unanimously carried, to authorize
discontinuation_ of service at noon on May 3 unless other
arrangements were made.
10. MISCELLANEOUS
(a) COMMUNICATIONS FROM CITY ADMINISTRATOR
It was reported that the Hutchinson Handicap Advisory
Committee was requesting authorization to join the
National Organization On Disability. There is no fee
involved.
Following discussion, the mo:_url was made by Councilman
Erickson, seconded by Councilman Lenz and unanimously
carried, to approve membership.
Administrator Plotz noted the quarterly monitoring report
by Twin City Testing dated F,,-bruary 18, 1993, required
City Council approval.
The motion was made by Councilman Lenz, seconded by
Councilman Erickson and unanimously carried, to approve
the quarterly monitoring report.
Mr. Plotz stated Brown's Floral & Gift had submitted an
application for a temporary sign permit. Following dis-
cussion, Councilman Ericksor moved to approve the permit.
Motion seconded by Councilman Lenz and unanimously
carried.
The City Adminiszrator reported oil an upcoming meeting to
discuss a joint powers agreerertt to merge the community
education and park and recre:. --)n programs.
It was noted that Councilman Torgerson had toured the
Sheppard house (15 Franklin Street N.) and thought it was
in good condition. He had suggested offering $62,600 for
the purchase of the property. Larson Restoration had

The motion was made by Councilman Erickson, seconded by
Councilman Lenz and unanimously carried, to postpone
decision making until the n.�xt Counqil meeting and to
have a walk-through tour of t_he Sheppard house at 7:00
P.M. on May 11, 1993, prior to Ghe Council meeting.

Marshall's car.

Project No. 92-17) due to design changes and escalating
costs.
Following discussion, Councilman Erickson moved to
terminate the bridge project, Letting No. 11. Motion
seconded by Councilman Lenz and unanimously carried.

Engineer Rodeberg stated that although Fifth and Sixth
Avenue SE are not truck routes, they are being used by
Bremix Concrete trucks.,=• Ke inquired if the City should
consider asking Bremix to share in the assessment costs.

The motion was made by Councilman Erickson, seconded by
Councilman Lenz and unanimously carried, to approve the
claims and authorize payment from appropriate funds.
