04-01-1987 CCMEl MINUTES SPECIAL MEETING - HUTCHINSON CITY COUNCIL WEDNESDAY, APRIL 1, 1987 1. CALL TO ORDER - 6:00 P.M. AT VICTORIAN INN Mayor Ackland called the special meeting to order at 6:00 P.M. Present were: Alderman Mike Carls, Alderman John Mlinar (left at 7:00 P.M.), Alderman Marlin Torgerson, Alderman Pat Mikulecky and Mayor Paul L. Ackland. Also present: City Administrator Gary D. Plotz, Virgil Florhaug of Construction Analysis & Manage- ment Inc., Building Committee Chairman Dick Burgart, Officer Chuck Jones, Sgt. John Gregor, and Acting Chief Richard Waage. 2. CONSIDERATION OF ADOPTING RESOLUTION NO. 8475 - RESOLUTION OF APPRECIATION TO LARRY HUHN There was discussion that the Council had recently authorized payment of 50% of tuition for a course Larry Huhn was taking. Since he would no longer be a City employee, it was felt the Council should rescind its motion. Alderman Torgerson moved to rescind the 50% tuition since the individual will no longer be an employee with the City. Motion seconded by Alderman Carls and car- ried unanimously. Alderman Torgerson moved to waive reading and adopt Resolution No. 8475. Motion seconded by Alderman Mlinar and unanimously carried. 3. CONSIDERATION OF REQUEST FOR USE OF LIBRARY SQUARE FOR ARBOR DAY AND SPRING CLEAN-UP ON APRIL 25, 1987 Alderman Torgerson moved to approve the request. Alderman Carls seconded the motion and unanimously carried. 4. CONSIDERATION OF PROJECT NO. 87-20 - EXCAVATION OF TOPSOIL AND OVERBURDEN ON BOLDT PROPERTY OUTSIDE OF NEW WASTEWATER TREATMENT PLANT CONSTRUCTION AREA Following discussion, the motion was made by Alderman Mlinar, seconded by Alder- man Torgerson, to authorize and approve the sale of gravel. Alderman Mikulecky amended the motion to be contingent on the City Engineer verifying the action. Amended motion seconded by Alderman Torgerson and unanimously carried. Main mo- tion carried unanimously. 5. CONSIDERATION OF MN/DOT AGENCY AGREEMENT AND RESOLUTION NO. 8476 Alderman Torgerson moved to table action. Motion seconded by Alderman Carts and unanimously carried. 6. PRESENTATION BY CONSTRUCTION ANALYSIS AND MANAGEMENT INCORPORATED ON POLICE STATION BIDS RECEIVED MARCH 18, 1987 Mr. Virgil Florhaug, President of Construction Analysis And Management Inc., presented the architect's plan for the proposed police station. He also CITY COUNCIL MINUTES - APRIL 1, 1987 reviewed the bids received on March 18, 1987 and explained the delay in awarding them. A special Council meeting will be required at a later date to award the contracts. Alderman Mikulecky suggested that Mr. Florhaug contact the City Building Offi- cial regarding some concerns he had with the plan. 7. CONSIDERATION OF MERIT ADJUSTMENT FOR DIRECTOR OF ENGINEERING It was recommended that the retiring Director of Engineering receive a two per- cent merit adjustment for 1987. Following discussion, Alderman Torgerson moved to approve the merit adjustment, retroactive to the Engineer's anniversary date. Motion seconded by Alderman Mikulecky and unanimously carried. 8. CONSIDERATION OF APPOINTMENT OF NEW CITY ENGINEER City Administrator Plotz reported he had talked to the applicant Gene Anderson regarding the engineer position. Discussion followed regarding the terms and conditions of employment to be offered him. Alderman Carls moved to defer until after the meeting with the County Commis- sioners and County officials. Motion seconded and unanimously carried. The special Council meeting adjourned at 7:05 P.M. and was reconvened at 9:20 P.M. Discussion resumed concerning the following terms and conditions of the City's offer to Gene Anderson: a) Starting pay of $39,000 b) Upon successful completion of probationary period, a five percent salary increase c) One week of vacation in June 1987; two weeks of vacation after one full year of employment d) Three weeks of vacation after May 1, 1990, and thereafter follow the City's vacation schedule The motion was made by Alderman Torgerson to make the above offer. Motion sec- onded and unanimously carried. Following discussion, the Council decided to continue the policy of no take-home car for the City Engineer. He would use the City car for City business during working hours. Also, Mr. Anderson would be strongly encouraged to live inside the City limits. Further, the City Administrator was instructed to inform the applicant that compensatory time for salaried employees may or may not continue in the future. Also, the Council may not always grant merit increases. 2 CITY COUNCIL MINUTES - APRIL 1, 1987 9. EXTENSION OF WATERMAIN TO NEW WASTEWATER TREATMENT PLANT After discussion, Alderman Torgerson moved to authorize the City Administrator to solicit proposals and authorize expenditure of monies to install a watermain to the new wastewater treatment plant. Alderman Carls seconded the motion and carried unanimously. 10. ADJOURNMENT There being no further business, the meeting adjourned at 10:00 P.M. 3
