04-22-1987 CCMMINUTES SPECIAL MEETING - HUTCHINSON CITY COUNCIL WEDNESDAY, APRIL 22, 1987 The special meeting was called to order by Mayor Ackland at 6:30 P.M. Present were: Alderman Mike Carls, Alderman Pat Mikulecky, Alderman Marlin Torgerson (arrived at 6:55 P.M.), and Mayor Paul L. Ackland. Absent: Alderman John Mlinar. Also present: City Administrator Gary D. Plotz, Vergil Florhaug of CAM, and committee chairman Dick Burgart. Mayor Ackland stated the purpose of the meeting was to review the bids and award contracts for the police station. Mr. Vergil Florhaug reported the State Fire Marshal had reversed his opinion re- garding the two hour fire walls, and the proposed changes in the plan were not necessary. This would represent a savings of about $18,000. The total revision cost for the trade contractor changes per the State code requirements would have been $21,150. Discussion was given to line item No. 35 for fire protection. It was reported the present equipment would be moved from the old building into the new build- ing. Closed circuit TV cameras and monitors would be installed at an approxi- mate cost of $9,000. No firm figures were available for the new phone system. The proposed alternates were discussed, and it was the consensus of the Council to trade-off the burnished block for epoxy painted block in the basement area for a $7,540 difference in cost. The following figures were approved: $749,473.00 Total Construction Cost + 8,000.00 Dry System +11,000.00 Security Equipment +20,000.00 Furnishings - 5,000.00 Alternate No. 5 -10,000.00 General Conditions + 525.00 Alternate No. 7 $773,998.00 Total Construction Cost Finance Director Merrill stated the $100,000 general fund transfer would be done by Resolution at a later date. Also, federal revenue sharing funds are avail- able and could be transferred subsequent to a public hearing. Alderman Carls moved to let the bids with the adjustments on line items No. 34 and No. 35 as discussed. Motion seconded by Alderman Torgerson and unanimously carried. Mr. Florhaug commented in closing that letters would be sent to the bid holders and a pre -construction meeting would be held within the next week. ALTERNATE #2• Leave block walls unpainted in basement except rooms B01, B02, B03 and 109 which will be epoxy painted. ALTERNATE #3• Omit all new trees and shrubs shown on site plan. ALTERNATE #4• Omit all curbs and gutters shown within property lines. ALTERNATE #5: Omit all work associated with storm sewer line outside of the property lines. ALTERNATE #6: Omit all work outside of property lines. This includes, but is not limited to; trees, shrubs, seed, sod, paving, sidewalks, curbs, gutters. This does not include replacing or repairing existing site due to damage during construction. ALTERNATE #7• Remove existing water services from curb box to corporation stop at the main. Replace and repair street to its pre -construction condition. ALTERNATE #8: Provide epoxy painted concrete block in lieu of burnished block on main floor.
