06-17-1987 CCMMINUTES BOARD OF REVIEW FOR ASSESSMENTS JUNE 17, 1987 The Board of Review met at 4:30 p.m. in the Council Chambers at City Hall. Present were Mayor Paul Ackland, Aldermen Mike Carls, Marlin Torgerson and Pat Mikulecky, City Administrator Gary Plotz, and McLeod County Assessors Brad Emans and Hal Kirchoff. Mayor Ackland opened the meeting and stated that individuals would be heard in the order their names appear on the signup sheet. Brad Emans stated that the mean assessment this year is from 90 to 100 percent of market value. The city assessment was increased by a total of 5 percent this year. Individuals were heard in order and after all had been heard, the Board of Review discussed the requests, reviewed County Assessors' information, and made determinations. 1. CLARA STURGES - 945 Jefferson St. - assessment too high. Action - No change. M/Torgerson, S/Mikulecky, Unanimous. 2. PEGGY REESE - 434 Main No. - assessment too high for 2nd floor. Action - Change from 1 3/4 story to 1 1/2 story if warranted by inspection of assessor. M/Carls, S/Mikulecky, Unanimous. 3. GALEN GORANOWSKI - 475 School Road - 4-plex - assessment too high. Action - No Change. M/Torgerson, S/Carls, Unanimous. 4. RAY KAMRATH - 435 Jefferson & 325 Jefferson - rentals overestimated. Action - No Change. M/Torgerson, S/Ackland, Unanimous. 5. TERRY HOLTZ - 370 West Pishney - can't sell at assessed price. Action - Lower to $35,000. M/Carls, S/Torgerson, Unanimous. 6. EVELYN ROSS - 972 Rolling Greens Lane - assessed higher than they paid. Action - No Change. M/Torgerson, S/Mikulecky, Unanimous. 7. DOLORES FRATZKE - No question. 8. DAVE BAGNE/KING MOTEL - assessment too high based on rentals. Action - No Change. WES WEGNER - outbuildings overvalued; can't sell. Action - Reduce to $33,000, providing outbuildings are removed by next year. M/Torgerson, S/Mikulecky, Unanimous. DEFOREST WEGNER - outbuildings overvalued; will be tearing down. Action - Reduce by 10% on dwellings only. M/Mikulecky, S/Torgerson, Unanimous. 11. GERALD KOELLN - 555 Main So. - assessed higher than he paid for it. Action - Reduce to $57,000. M/Carls, S/Torgerson, Unanimous. 12. WALLY STUCKE - assessed higher than he paid for it. Action - Reduce to $30,500. M/Carls, S/Torgerson, Unanimous. 13. BRAD AND STEVE WICK - 500 Fischer - claim homestead for 1986. Action - Decision will be made by June 23. (Alderman Mikulecky excuses himself from this matter.) 14. ROGER STEARNS - 271 3rd Ave N.W. - old building overvalued. Action - Reduce to $5,400. M/Carls, S/Torgerson, Unanimous. 15. LORRAINE SCHMELING - 404 Alan - assessed too high based on appraisal. Action - Reduce to last year's value. M/Torgerson, S/Carls, Unanimous. 16. RICHARD SCHMIDTBAUER - error on deed on one property - rental properties should be assessed similar values. Action - Assessor will review deed question. - No change on rental properties. M/Mikulecky, S/Carls, Unanimous. 19. BOB HORNICK - Hwy 7 - 2 parcels - uninhabitable building to be torn down. Action - Reduce 1 parcel to $7,200. M/Torgerson, S/Mikulecky, Unanimous. 21. JOE PRIBYL - 1220 7th Ave. N.W. - rate different than similar homes. Action - Assessor will provide him correct information on similar homes. 22. CHUCK BRILL - appraised too high. Action - Reduce to $38,000. M/Torgerson, S/Carls, Unanimous. 23. CHRIS JOHNSON - 626 Harmony Lane - claiming homestead for 1986. Action - Assessor will take care of this. Consideration of requests received by letter: 24. RALPH NEUMANN - Rolling Oaks Lane - assessed higher than he paid for it. Action - No Change. M/Torgerson, S/Mikulecky, Unanimous. 25. JOHN MLINAR - for Clifton Heights residences - too high. Action - Assessor feels they are assessed at 95 % evaluation. No Change. M/Mikulecky, S/Ackland, Unanimous. 26. GLADYS PETERSON - 95 5th Ave. N.W. - assessed too high. Action - Reduce to $26,000. M/Torgerson, S/Carls, Unanimous. • 27. GRETA VOIGT - 431 School Road N. - bought for less than assessed. Action - No Change. M/Carls, S/Mikulecky, Unanimous. 28. RON MCGRAW - 3 parcels - assessed too high. Action - Assessor will review for action June 23. 29. BEV WANGERIN - 105 Judson Road W. - assessed too high. Action - Assessor will review for action June 23. 30. GEORGE SWANSON - mobile home- assessed too high. Action - Reduce by $1,000. M/Torgerson, S/Carls, Unanimous. 31. STEVE BARTON - 28 So. Main - assessed too high. Action - No change. M/Torgerson, S/Mikulecky, Unanimous. 32. ESTHER QUAST - 3 rental properties (letter received by county.) Action - Assessor recommends lower assessments on 136 Hassan and 126 Hassan, no change on other property. M/Carls, S/Torgerson, Unanimous. 33. LEROY KUHL - (letter received by county.) Action - Assessor recommends no change. M/Torgerson, S/Mikulecky, Unan. 34. NEIL JENSEN - 145 1st Ave. S.W. - assessed higher than purchase price. Action - Assessor will review. 35. FERGUS ENTERPRISES - 2 parcels - assessed too high. Action - Assessor will review. Assessor's recommendation on any matters pending will be considered when the Board of Review reconvenes on Tuesday, June 23, 1987. Assessor Emans suggested that, due to the increasing volume of requests in the past few years, the City should consider appointing a special Board of Review for the future.
