REGULAR COUNCIL MEETING JULY 11, 1972
The meeting was called to order at 7:30 P.M. by Council Vice President
Black and the invocation dispensed with in the absence of Reverend
Marth.
Members present: Aldermen Linder and Alrick as well as Alderman Black.
Members absent: Mayor Kost and Alderman Westlund
Also present: Administrative Assistant Mealey, City Engineer Priebe,
City Attorney Schantzen
The minutes of the regular meeting of June 27 and special meeting of
July 5 were approved as submitted on motion of Alderman Alrick, second
by Alderman Linder.
The current bills were approved as submitted on motion by Alderman
Linder, second by Alderman Alrick.
Two applications for r6duced trash and refuse rate were considered.
It was moved and seconded, that the affidavit of Viola Hoeke be approved,
and the motion was carried, The second application was discussed and
considered. The Clerk was directed to look into the matter and report.
Administrative Assistant Meale,presented proposed application for
state aid funds for snow removal.and maintenance at the Airport. It
was moved, seconded and carried that the application be authorized.
A letter of resignation from the Pol ce Department was received from
Alan View. Alderman Linder moved tha the resignation be accepted,
effective July 28 as requested. Alderm n Alrick seconded the motion
and it was carried.
An application for on -sale 3.2 beer was re ived from the McLeod
County Agricultural Association. Discussion was held concerning the
littering problem during the Fair last year a how to alleviate it.
Alderman Linder moved that the license be grant d with the stipulation
that the beverage be sold in paper cups only. A erman Alrick seconded
the motion and it was carried.
An application for cigarette license was received an approved for the
Fair Board on motion by Alderman Linder, seconded by Alderman Alrick
and carried.
A dance permit application was received from James Merila, 00 Clifton
Avenue S, Minneapolis. The Chief of Police's report indicia d that
the application came in too late to do any investigating at aand
stated that whatever the Council decided would be agreeable to im.
It was determined that not enough information had been provided
determine whether the permit should be granted. Alderman Linder m ved
denial of the permit as requested, Alderman Alrick seconded the mot on
and it was carried.

REGULAR COUNCIL MEETING - 2 - JULY 11, 1972
Judge Yost appeared before the Council to discuss facilities for
County and Conciliation Court, as well as to request the cooperation
of the City in acquisition of County Juvenile Officer through LEAA
grant. The construction of a raised platform in the Council chamber,
space far Judge's retiring room were considered. Judge Yost stated
that he would be planning to spend one afternoon a week here.
Judge Yost explained his proposal for Juvenile officer. The grant
would be $25,500, with $8,500 local share, proposed to be shared
equally between County and City of Hutchinson. This would take into
consideration the man to be hired by Hutchinson.
Alderman Alrick moved that the subjects be tabled until next regular
meeting when the full council could be present. Alderman Linder
seconded the motion and it was carried.

At 8:00 p.m. Vice President Black called to rder public hearing on
Assessment Roll 38. Attorney Wendell Nelson representing Walter
Quast, V. Zehringer, R. Kamrath, W. Rippe, ssan Valley Lodge, Bob
Otto, et al, who were also present.
Attorney Nelson presented his case stating that the assessments levied
exceed the benefits derived by the property owners. Attorney Schantzen
inquired what is believed to be a fair assessment. Attorney Nelson
enumerated a few points, and then asked whether the Council would prefer
a written statement. Attorney Schantzen assured him that this would
be the most preferable procedure in order that it might be considered
fully. He then recommended that Council contlnue the hearing for
further consideration. Alderman Linder so moved, Alderman Alrick
seconded the motion and it was carried.
At 8:15 p.m. Vice President Black declared open simultaneous public
hearings, as duly advertised, for improvement proje`tts 72-10, 72-18,
72-14, 72-34, 72-35, 72-36. It was determined that -Dere were no
persons present for the hearings. Alderman Linder movIRd that the
hearings be closed at 8:20 p.m. Alderman Alrick second`A1 the motion
and it was carried. `.
Alderman Alrick then introduced the following resolutions an moved
their adoption. Alderman Linder seconded the motion and upon vote_
being taken in each case, the motion was carried, whereupon sai ,
resolutions were declared adopted: (Resolutions No. 5109, 5110,
5111, 5112, Ordering Improvement and Preparation of Plans for prod cts
72-10, -34, -35, -18 respectively)

Alderman Linder then introduced the following resolutions and moved
their adoption. Alderman Alrick seconded the motion and it was
carried, whereupon said resolutions were declared adopted:
(Resolutions no. 5113, 5114, 5115, 5116, 5117, 5118, approving plans
and specifications and ordering advertisement for bids for projects
72-10, -34, -35, -18, -31, -32, respectively)
Alderman Linder then introduced Resolution no. 5119, ordering improve-
ment and preparation of plans, project 72-36, and moved its adoption.
motion was seconded by Alderman Alrick and upon vote being taken,
carried, whereupon said resolution was declared adopted.
Alderman Linder then introduced resolution no. 5120, approving plans
and specifications and ordering advertisement for bids, project 72-36,
and moved its adoption. Alderman Alrick seconded the motion whereupon
said resolution was declared adopted, vote having been taken and
motion carried.
C. Barger of Rieke Carroll Muller presented the bids received at 2:00
p.m. on construction of well and pump installation for water facilities
project WS MINN 117, and stated that upon review the bids were found
to be as follows:

He informed the council that all bids were in order, bid b nd in the
amount of 10% of bid had been submitted in accordance with dvertisement
for bids, and that the apparent low bidder, Fredrickson's, i
recommended.
After due deliberation, Alderman Linder moved that the bid be awhTded
to Fredrickson's Inc. of Hutchinson in the amount of $65,517.50.
Alderman Alrick seconded the motion and it was carried.

Administrative Assistant Mealey advised the Council that it has been
discovered that three lots in Riverside Park are not owned by the
City, and further reported on meeting with the owner who is willing
to sell the property to the City since it is unusable for any other
purpose at this time anyway. The matter was considered and discussed,
after which Alderman Linder moved that the Clerk be authorized to
enter into purchase agreement in the amount of $200.00. Alderman
Linder seconded the motion and it was carried.
City Engineer Priebe advised the Council that it is time to purchase
the annual supply of asphalt for the Street Department. Alderman
Linder moved that the Clerk be directed to advertise for bids to be
opened August 8, 1972 at 8:00 p.m. Alderman Linder seconded the motion
and it was carried.
There being no further business before the council, the meeting was
adjourned at 9:25 p.m.
SPECIAL MEETING
JULY 5, 1972
The meeting was called to order at 1:30 P.M. by Mayor Kost. Members
present were: Aldermen Linder, Black and Alrick. Absent was Alderman
Westluap. Also present were: Administrative Assistant Mealey, Engineer
Priebe 4'Rd Attorney Schantzen.
Mayor Kostclared the purpose of the special meeting to be receipt
of the City E Nineerts recommendations for award of bids received on
local improveme%ts.
The discussion was lopened on which of the alternatives bid were to
be included in the p osed contract. Lewis Avenue was considered
first and the alternat�yes of street width, tree removal and traffic
flow were discussed at 1'�!pgth. The potential assessments were weighed
against benefit to propert',on the proposed street work on 4th Avenue
NE and High Street.
The City Engineer's recommendatigns for watermain and sanitary sewer
on T. H. 22 and service to the Sahtleman property were accepted.
Alderman Black then moved that Proj'a cts 72-03, 72-04 be removed from
the proposed improvements and further that Project 72-26, Plan A be
deleted, Project 72-18, Plan B be accepted and Project 72-33, Plan
A be accepted. Alderman Linder seconder the motion and vote being
taken, all members present voted "aye" aid the motion was declared
carried.

adoption. Alderman Alrick seconded the motio There being no

Alderman Black then introduced Resolution No. +&K and mod its
adoption. Alderman Alrick seconded the motion. There be-Rnno further

Accepting Bid - Street Improvements
Mayor Kost requested that any further business needing to be brought
before the Council be presented at this time. Administrative Assistant
Mealey presented a recommendation for advertisement of bids for bulk
fuel. After due deliberation, Alderman Black moved that the clerk
be directed to prepare specifications and advertise for bids to be
opened July 25, 1972 at 7:45 p.m. Alderman Alrick seconded the motion
and it was carried.
SPECIAL COUNCIL MEETING -2- JULY 5, 1972
Administrative Assistant Daley presented a recommendation from
Superintendent Roberts to hire Douglas Anderson as Arborist for
the Park Department. Mr. Andevson is currently employed by the
Utilities Commission and was fod to be well qualified to act in
this capacity. After due deliber tion, Alderman Linder moved that
Mr. Anderson be employed as Arboris in the Park Department at the
rate of $575.00, subject to his rele e by the Utilities Commission.
Alderman Black seconded the motion an it was carried.
