REGULAR COUNCIL MEETING
NOVEMBER 14, 1972
Mayor Kost called the meeting to order at 7:30 p.m. Present were
Mayor Kost, Aldermen Black, Linder and Alrick. Absent was Alderman
Westlund. Also attending were Administrative Assistant Mealey, City Engineer
Priebe and City Attorney Schantzen.
Pastor Natwich was called upon for invocation.
Minutes of the regular Council meeting of October 24 and the Special Council
meeting of November 8 were presented. Alderman Black moved approval, Alder-
man Linder seconded the motion. All present voting aye, the minutes were
approved as presented and ordered to be entered into the minutes book.

Alderman Black then introduced resolution no. 51 2 for hearing on proposed
assessment roll 44 and moved its adoption. Aldean Linder seconded and all

Alderman Black then introduced resolution no. 5143 Aeclaring cost to be
assessed and ordering preparation of assessmentrol no. 45, and moved its
adoption. Alderman Linder seconded the motion and a 1 members present voted
"aye" whereupon said resolution was declared adopted. (Adopted)

REGULAR COUNCIL MEETING - 2 - NOVEMBER 14, 1972
Alderman Black\moved that the City Engineer prepare a preliminary report
on suggested improvements for 1973 for consideration by Council. Alderman
Linder seconded the motion and it was carried.
Engineer Priebe th'presented the Council with a preliminary recommenda-
tion of necessary Ndeer
rovements for the year 1973 and after lengthy discussion
it was decided to determination on improvements to a future meeting.
Rieke Carroll Muller, Consulting Engineers, presented
Mr. Charles Barger of\
plans and specifications for the revision of North Filter Plant to increase
flow and treatment capa�-,ity in keeping with the program of upgrading the
City's water capability.,, Alderman Black moved that the plans be approved
and that bids be called for the materials and work. Bids to be opened and
read on December 12 at 8:�0 p.m. in the Council chamber at City Hall..
Alderman Alrick seconded the motion and all present voted "aye"
Mr. F. Cole F owler, Manager of the Hutchinson Chamber of Commerce appeared
to ask $250 assistance to the\local share of the cost of a labor availability
study for the area. The study�,,,to be conducted by the Minnesota Departnert
of Manpower Services. After sore discussion, Alderman Black moved approval
of $250 if all other agencies 3o'q-n in as contemplated. Alderman Alrick
seconded and all present voted "a e".
Ruth Osborne, representing the Lea0e of Women Voters asked some questions
about the process of solid waste divosal in McLeod County and the State of
Minnesota.
Mr. Leonard Miller's request to vacate certain street easements was discussed
generally and upon motion by Alderman B ack, second by Alderman finder, it
was dedided to defer action on vacation ntil a specific need indicates
a rearrangement or replatting which woul be more in the public interest. At
that time vacation or rearrangement could e accomplished to the best interests
of the public and the owner. The City Cler was instructed to notify Mr.
Miller of this determination.
A request by the Chief of Police was introduce to provide two 12 minute
parking meters immediately adjacent to the Nort entrance to the Citizens
bank. Alderman Black moved that the Chief be or red forthwith th remove
the 12 minute meters which were already installed n the posts at the
recommended location and restore the hour meters wh ch had been there.
Alderman Linder seconded and all present voted ''aye. Administrative Assistant
Mealey was directed to send notice to the Chief of Pol Ce of this actiorof the
Council. \
REdJLAR COUNCIL MEETING - 3- NOVEMBER 14, 1972
A petition from a number of North Hutchinson residents was introduced
requesting action to reduce the speed limit on North Main Street from
45 MPH to 30 MPH to a point farther out on Highway 15. After some dis-
cussion it was decided that the intersection of ColJb ge Avenue and Main
be striped and signed as a school crossing and the District Engineer
MHD be ask !d to study the traffic and speed controls on North and South
Main Street. Particular attention is asked to the traffic problem in
the area of the intersection of T.H. 15 and Century Avenue
A similar requ` t from St. Anastasia School was also taken up and after
discussion the i tersection of Larson Street and Roberts Road was directed
to be striped an indicated as school crossing.
Both Maplewood Aca0my and St. Anastasia were urged and encouraged to
establish school patrol units to guide and direct traffic at these indicated
intersections because\.of the safety record that has been established by
School Patrol wherever'\`installed.
Proposal from Arnel Eric4on to handle snow removal at Burns Manor and
the Municipal Hospital was\ accepted at $20.00 per hour for cat loader
with operator and $16.50 pe% hour for grader with operator.
Mayor Kost, upon advice of Coupcil appointed Larry Morissette to the
Park and Recreation Board to fill the unexpired term of Ward Haugen,
and asked Council ratification of that appointment. Alderman Linder
moved approval, Alderman Black sedonded and all present voted "aye.',
Attorney Schantzen presented a propo ed CATV franchise ordinance and after
discussion Alderman Black moved the first reading. Alderman Linder
seconded the motion and Ordinance No. 1 was thereupon declared adopted
in its first reading. /0 ' 0
Hours of operation at the Motor Vehicle re 'strajo
�ffice were
established as 8:30 a.m. to 6:00 p.m., Monda s; a.m. to 4:30 p.m.
Tuesdays and 8:30 a.m. to 4:30 Wednesday thr ugh Friday. During the
period of new license issue there will be hour from 8:30 to 4:30 on
the Saturdays of December 16, 23, 30 and Januar 5, 1973.
On motion by Alderman Black the Administrative Ass tant was directed
to notify Watertower Repair Company that we will no be entering into
agreement for maintenance contract at the proposed ra e. Second was
made by Alderman Linder and all present voted "aye."
Mayor Kost then proposed that the Administrative Assistan make contact
with the three newly elected County Commissioners to ask t at they meet
informally with the City Council to discuss the prospect of eapportion-
ment of the County's Commissioner Districts. If it be possib e the meeting
will be held during the first week of December. All present c curred
in the recommendations. \
REGULAR COUNCIL MEETING - 4 - NOVEMBER 14, 1972
Show removal permits were approved for Erickson Construction Company,
Elton Lueck, Donald Peterson, Harlan Lieder, Gene.Betker, Carl Peterson,
Douglas Yerks, and Leslie R. Johnson.* Permits to sell Christmas Trees
were approved fromGlen Varland and Al Patrias. (*Kenneth Gruenhagen.)
Minutes of the meetings of the Safety Council, Park and Recreation Board,
and Burns Manor were accepted and ordered filed. Financial Statement
for Burns Manor was accepted and ordered filed.
Alderman Linder presented a brochure and quoted price for a Gehl loader
and asked authority to purchase it for snow removal tasks. After dis=
cussion Alderman Black moved that the Superintendent of Streets be given
authority to negotiate the best possible purchase of a machine of the
recommended type so long as the cost did not exceed $4,000. Alderman
Linder seconded And all present voted "aye, TT
Alderman Black asked about the off street parking provision at the
Zachow funeral home. After discussion Administrative Assistant Mealey
was directed to write Mr. Zachow and inform him that it was necessary to
present his plan and timetable to the Council by the next Council meeting
November 28, 1972.
Alderman Alrick presented the League of Municipalities survey in regard
to liquor liability insurance at the Municipal store. After brief
discussion the consensus was that there is no benefit for the City of
Hutchinson at this time in the plans so far proposed and the City Clerk
was instructed to return the survey card so marked.
The League -sponsored seminar on revenue sharing to be held November 21
at the Radisson South was mentioned and the Administrative Assistant
was instructed to attend the session.
The Council then called for a preliminary report on the areas susceptible
to annexation in pursuance of the Council's previous policy statement.
Engineer Priebe and Administrative Assistant Mealey presented maps of
the City and environs and after some discussion and comments, the
Engineer, Administrative Assistant and City Attorney were directed to
describe all areas marked on the map and draw the necessary documentation
to pursue the annexation of all areas marked.
There being no further business to come before the Council, they
adjourned at 10:27 p.m.
