REGULAR MEETING- CITY COUNCIL JUNE 28, 1971
The meeting was called to order by Mayor Kost at 7:30 P.H. Pastor Swarthout delivered
the invocation.
Minutes of the regular meeting of June 14, 1971 and June25 special meeting were approved
on motion by Alderman Black, second by Alderman Linder.
Alderman Linder moved that the bills be approved as presented, Alderman Black seconded
the motion and it was carried.
The following transfers and investments were approved on motion by Alderman Alrick
second by Alderman Black: S.F. No. 1 - $16,000 received from special assessments;
S.F. No 8 - $22,000 received from tax levy; S.F. No. 9 - $26,000 from special assess-
ments; S.F.No 6 - $37,500 from Water and Sewer to debt retirement.
Chief Broderius and Juvenille Officer Jensen presented to the Council a proposed application
for federal assistance to institute a drug education program for the community. Discus-
sion centered around the need to involve more than just the City and that a cooperative
effort should be made with the County and School District. Chief Broderius pointed out
that existing professional personnel in the City and County would be used to implement
nd carry out the program and this would eliminate the need for hiring and other
expenses are covered by currently budgeted funds. The concensus was that Chief Broderius
will contact appropriate County and School District personnel to reach agreement on
instituting the program cooperatively.
Mr. Tom Harstad made a presentation to the Council proposing long term (8 to 10 hours)
parking meters for the central business district, stating that the oldest existing
meters could be converted to this use. Extended discussion was held on the matter and
the subject was tabled by concensus until the Chamber of Commerce Parking Committee
can review the proposal.
The Safety Council request for bike racks to be placed as designated by the Chief of
Police in the downtown area was discussed briefly with Chief Broderius. The Chief
agreed to find out whether they could be made by the Vocational School.
At 8:00 P.M. Mayor Kost called for bids to be opened for cut-back asphalt as advertised
in publication no. 1360. The City Clerk announced that three bids had been received
as follows:
Richards Oil Company $10,900
W. H. Barber Oil Company 10,955
Northwestern Refining Company 11,510
The proposals were referred to the Engineer who stated that they were all in order and
recommended that tbeapparent lowest bidder be awarded the bid. Accordingly, Alderman
Linder moved that the bid be awarded to the Richards Oil Company, Savage, Minnesota.
Alderman Black seconded the motion and it was carried.

Richard Larson presented a request to move a two story house from Block 10 Ny4 City
(Glen Street) to Block 4 N 3h City (Elm Street) along with a petition from the
neighbors at the proposed site stating that they have no objection to having the
house in the neighborhood with the proposed additions of new siding, roof and double
attached garage. Alderman Linder,moved that the request be referred to the Planning
Commission. Alderman Black seconded the motion and it was carried.
A request from the Crow River Country Club for permission to move the two large maple
trees at 216 Franklin (old nurse's home) to the Club property was received and considered.
Alderman Black moved that such permission be granted, Alderman Linder seconded the motion
and it was carried.
Cole Fowler presented his request on behalf of the Chamber of Commerce for the full
annual Christmas decoration allotment to be paid at this time rather than two payments
of $1,000 in order to meet obligations. Alderman Alrick moved that the payment of
$2,000 be authorized, Alderman Linder seconded the motion and it was carried.
Bob Caroll from RCM was present for presentation of report on the disposal of sludge
from the waste treatment plant. He stated that the original report on construction of
the plant is not the one that was actually installed. That the Health Department would
not approve a digester installation on this site because of odor and that further studies
disclosed that it would be less expensive to stay on the present site rather than
install extensive sanitary sewer lines which would be required at another site. He
outlined several alternatives for land disposal methods which require the purchase of
a four to five thousand gallon truck and proposed that farmers would be agreeable to
acceptance of the sludge on lands not used for root crops. Use of a gravel pit was
discussed and Alderman Peterson volunteered to work with Bob to examine this possibility.
Administrative Assistant Mealey was designated to search out farmers who would be interested
in accepting sludge.
Engineer Priebe and Bob Carroll presented a preliminary plan for water facilities.
It was indicated that new towers would be required both north and south and that it
would be funded partially by a rate increase. Engineer Priebe, Administrative Assistant
Mealey, Attorney Schantzen and Bob Carroll were designated to work with Juran and
Moody on financing. Bob Carroll stated that the most critical present need is for a
new well.
Building Official Schmeling presented a request from Roy Madson, as approved by the
Planning Commission to build a commercial storage type garage of five units on Lot 8,
Block 1, Wallers Subdivision which is adjacent to a triangular shaped lot 112' x
236.21' x 207.85' owned by the City and recommended that the City sell him the adjoining
lot which by size and shape is of little value alone. The stipulations for building
such a structure would be that the builder give the City a letter of assurance stating
that no part of the buildings or premises shall be used for mechanical repair work,
storage of combustible or explosive materials, and no outside storage of any kind.
Alderman Linder moved the request be approved, Alderman Black seconded the motion and
it was carried. Administrative Assistant Mealey was directed to contact an appraiser
to determine value of the lot prior to agreement to sell.

Building Official Schmeling reported no results from his contacts with plumbers in the
City to update the air conditioning system in City Hall. He was directed to work with
Alderman Alrick, Engineer Priebe and Building Superintendent Roberts to determine how
best to get a system installed in the Council Chamber.
Gayle Wick was present to protest the Planning Commission's denial of his request for
variance to build his garage to within three feet of the lot line and argued that he
has submitted a signed statement from the next neighbor to the effect that he has no
objection. He further felt that his case had not received adequate hearing before the
Planning Commission since he was not present at the special meeting at which the
decision was made. Considerable discussion was held and Alderman Alrick moved that the
matter be referred back to the Planning Commission for final conclusion. Alderman
Peterson seconded the motion and it was carried.
On request by Alderman_Black, Adri.nistrative Assistant Mealey presented a detailed
explanation of the Section 23 New Construction -Lease project for housing for elderly
adopted by the HRA and considerable discussion ensued concerning application for grant.
Alderman Linder then introduced Resolution No. 4058 and moved its adoption. Alderman
Peterson seconded the motion and it was carried whereupon said resolution was declared
adopted by the City Council this 28th day of June, 1971.

APPROVING APPLICATION OF THE PROVISIONS OF SECTION 23 OF THE
UNITED STATES HOUSING ACT OF 1937, AS AMENDED, TO LOCALITY
WHEREAS, under the provisions of Section 23 of the United States Housing Act of
1937, as amended, the United States of America, Housing Assistance Administration is
authorized to provide financial assistance to local public housing agencies in providing
low -rent housing by leasing dwelling units in existing privately -owned structures; and
WHEREAS, said Section 23 provides that the provisions thereof shall not apply
to any locality unless the governing body of the locality has by resolution approved the
application of such provisions to such locality,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUTCHINSON,
MINNESOTA AS FOLWWS:
The application of the provisions of Section 23 of the United States Housing Act
of 1937 as amended, to the City of Hutchinson, Minnesota is approved.
Mayor Kost then announced that he has received a letter of resignation of Mrs. Dennis
Deanovic from the Planning Commission because of an anticipated prove from the community,
and that he wished to appoint Mr. W. A. Vorpahl to complete her term of office due to
expire March 31, 1972. Alderman Linder introduced the following resolution and moved
its adoption. Alderman Black seconded the motion and it was carried.

Alderman Alrick reported that in meeting with the Hospital Board and Administrator,
it was felt that the governing resolutions of the ambulance service were no longer
adequate to meet the administrative responsibility for operating the service and that
since the governing function now lies with the Board and Administrator he introduced
Resolution No. 4064 and moved its adoption. A brief discussion was held and Alderman
Black seconded the motion and it was carried:

The Safety Council's findings on the proposed sidewalk installation on Second Ave.
SW were considered. It was recommended that the walk be installed to meet Second
avenue at a right angle on the North side to coincide with the line of the existing
walk on Dale and at the same time, preserve the large tree. Alderman Linder then
introduced Resolution No. 4065 and moved its adoption. Alderman Black seconded
the motion and it was carried.

Alderman Linder presented on behalf of the Minnesota Safety Council, Inc. a plaque
in recognition of outstanding accident prevention performance in traffic safety
education and enforcement for the year 1970.
Mayor Kost announced the resignation of Mrs. Yvonne Fitzgerald from the Police
Department effective June 30, 1971. Alderman Black moved that the resignation be
accepted, Alderman Alrick seconded the motion and it was carried.
There being no further business before the Council, the meeting was declared adjourned
at 10:32 P.M.
