A Regular Council meeting was called to order by Acting Mayor Harry R.
Hanson in the Council Chambers at the hour of 7:30 P.M.
Members present: Aldermen Linder, Popp, Johnson; Attorney Schantzen, Engineer

Motion was made, seconded and carried to approve the minutes of the following

Regular Council Meeting - 3 - December 27, 1966
Alderman Popp made a motion that Gottfried T. Nelson, Darwin, Minneatta,
be authorized to raze the Methodist Church Building subject to the follow-
ing conditions:
1. The church is to remove, at its option, those things which
mark the structure as a church, including, but not limited
to, the stained glass windows.
2. Mr. Nelson is to supply liability insurance, approved by the
City Attorney, with a copy of the policy to the City Clerk.
3. Mr. Nelson is to fence in the area to make the site safe during
the time the church is being razed.
4. Mr. Nelson is to receive materials in return for razing the
building.
5. The City is to assist Mr. Nelson in knocking the foundation
walls above ground level into the basement.
Alderman Johnson seconded the motion of Alderman Popp, and -upon vote being
taken, carried.
Del Rieke, consultant engineer, reported thatithe improvement of Main Street
has been postponed by the Highway Department for the time being, but that
there is a possibility it could be allocated for somekime after July 1, 1967.
Alderman Johnson reported that the insulation on the1211watermain crossing
the river near the Hutchinson Creamery is being damaged. Alderman Hanson
suggested that a fence, with a locked gate, be put up on either side of the
site to prevent further vandalism.
Acting Mayor Hanson opened the hearing on Publication No. 1009 - Notice of
Intention to Purchase Real Estate (S 561 Lot 3 and N 101 Lot 4, Block 51,
N 1/2 City - Fred Sorensen) - at 7:45 P.M.
No persons -were present for the hearing. Report of the Viewing Committee was
read. Hearing closed.
Alderman Popp introduced the following resolution and moved its adoption:

Engineer Smith reported that the property owners of Lot 18, Block 4 (except
701 x 44.661) Woodhill Subdivision had indicated an interest in giving this
land to the city.
Attorney Schantzen reported the owner of the above property had indicated he
would be willing to let the land go for non-payment of taxes.
Discussion. No action taken. Attorney Schantzen was requested to check on
whether the city would have to pay back taxes, special assessments, etc., if
the land were given to the City.
Alderman Linder ;reported that the DE -6 is in need of repairs. Discussion of
ownership.
Regular Council Meeting
- 4 - December 27, 1966
Alderman Linder made a motion that the DC -6 be repaired as recommended.
Alderman Johnson seconded the motion of Alderman Linder, and upon vote
being taken, carried.
Acting Mayor Hanson appointed Aldermen Linder, Popp and :Hanson as a Viewing
Committee on property now owned by Harold Hansen, located west of the North
Park, to see if the City should consider purchasing the property for a Park.

Alderman Popp seconded the motion of Alderman Linder, and upon vote being taken,

4 Discussion of alley in Block 62 S 1/2 City. Engineer Smith reported that the
LH Fair Board had requested the land be surveyed and they will then deed land to
g . the City for an exit onto the street. The Fair Board has agreed to pay for

Motion was made, seconded and carried that the applications of Alfred C.

period of one year from January 1, 1967 to December 31, 1967, be approved and
special permits be issued.
Motion was made, seconded and carried that the application of Mrs. Verna
Hintz to operate a popcorn wagon on the SW corner of the Public Square for a
period of one year from January 1, 1967 to -December 31, 1967, application
accompanied by the proper fee of $50.00, be approved and a special permit
be issued.
Motion was made, seconded and carried that the application of the Franklin
Amusement Co., to operate the State Theater at 35 Washington Avenue East for
a period of one year from January 1, 1967 to December 31, 1967, accompanied
by the proper fee of $100.00, be approved and a special permit be issued.
Motion was made, seconded and carried that the application of Russell J.
Meade to operate a taxi from Meade t s 116611 Station for a period of one year
from January 1, 1967 to December 31, 1967, accompanied by the proper insurance
policy and a fee of $3.00, be approved and a special permit be issued.
Motion was made, seconded and carried the application of Bruce McKellip to
operate a public auction at 145 Hassan Street N. for a period of one year
from January 1, 1967 to December 31, 1967, accompanied by the proper fee of
$50.00, be approved and a permit be issued in accordance with Ordinance No. 284.

Applications for parking space, each for a period of one year beginning
January 1, 1967 and ending December 31, 1967, each accompanied by the proper
fee of $60.00, were presented from Dr. E. W. Lippmann and Dr. Leonard Blackwell.
Motion was made, seconded and cai-iied that the foregoing applications be
approved and permits be issued.
Discussion of deeds for Maple Street extension. Alderman Hanson was requested
to contact Elmer Lee and Mr. Dooley.
Alderman Popp reported that he had approached Mrs. Blenn about the possibility
of exchanging her property on Franklin Street for the city house at 145 - 1st
Avenue SW. He will contact her again.
Acting Mayor Hanson asked the Council to consider purchasing Civil Defense
surplus equipment which could be used by the City. The City Clerk was in-
structed to contact the local Civil Defense Director concerning availability
of a low -boy for the cat., Wisconsin motors, and chipping hammers.
Chief of Police Broderius requested permission to call for bids for a new
police car, with bids to be opened on January 23, 1967, the 1965 Biscayne to
be traded in on the new car.
Alderman Linder made a motion that the Council calls for bids for a new police
car, with 1965 Biscayne as trade in, bids to be opened at 8:00 P.M., January
232 1967. Specifications are to be the same as those used in 1966, with the
addition of extra wire for future installation of a speaker.
Alderman Johnson seconded the motion of Alderman Linder, and upon vote being
taken, carried.
Chief of Police Broderius reported illegal dumping of garbage at the dump over
the Christmas holidays, and reported the offenders had been warned the City
could prosecute for such violations.
Discussion of transfer of funds to the Airport Fund for 16-6 Shop Construction.
Attorney Schantzen reminded the Council it would have to approve single expen-
ditures of over $5000.00 from the Airport Fund. Action tabled until a recom-
mendation is received from the Airport Commission as to the amount to be paid
to Merickel Construction Company of St. Cloud.

Special Council Meeting January 3, 1967
A Special Council Meeting was called to order by Mayor Don 0. Kost in the
Council Chambers at the hour of 4:30 P.M.
Members present: Aldermen Linder, Popp, Hanson Johnson; Engineer Smith;
Attbrney Schantzen; Treasurer Smith.
Members absent: None
Also present: Fred Roberts and Jake Plowman, Park Board
Discussion of advisability of purchasing the Harold Hansen property west
of the present North Park, and method of financing such a purchase.
Alderman Johnson made a motion to table action on a recommendation by the
Viewing Committee until the Park Board has made its recommendation.
Alderman Hanson seconded the motion of Alderman Johnson, and upon vote being
taken, carried.
General review of applications received to date for the position of "City
Engineer. No action taken.
('Mayon;:,Kost reported that a Southwest site is being strongly considered for
location of the future city hospital. Mayor Kost was instructed to investigate
the possibility of obtaining options on the land east of Dale Street and south
of Linden Avenue adjacent to the property presently owned by the City of
Hutchinson.
Discussion of requirements in Ordinance No. 235 for financing improvements in
new subdivisions. No action taken.
Discussion of city finances, and estim;&ed cash balance at the end of the
present fiscal year.
Alderman Linder made a motion that Attorney Schantzen be authorized to attend
the Seminar for City Attorneys on January 13 and 14, 1967, at the University
of Minnesota, with the City to pay the registration fee of $25.00.
Alderman Popp seconded the motion of Alderman Linder, and upon vote being
taken, carried.
