3. Flood Control Project - letter attached
The Corps of Engineers has almost completed a preliminary study
of a flood control project for Hutchinson.
Also attached is a drawing indicating the axtent of the project.
At this time the Corpos of Engineers needs a statement from the
City Council covering these points.
a. Acknowledge receipt of the attached letter
b. Council has considered requirements covered in attached letter.
c. Council generally concures with the letter and preliminary
plan and is willing to provide local cooperation.
This statement should either be in the form of a resolution, or a
letter, signed by the mayor and the clerk.

A Regular Council Meeting was called to order by Mayor Fitzloff in the Council
Chambers at the hour of 7:30 P.M. Invocation by Rev. Wagner.
Members present: Aldermen Linder, Kost, Hanson, Johnson, Attorney Schantzen,
Engineer Wilson

Motion was made, seconded and carried to approve the minutes of the following
meetings:

Alderman Hanson made a motion to purchase an Olivetti calculator for the
City Clerk's office, to replace the present calculator which will be used
in the engineer's office.
Alderman Johnson seconded the motion of Alderman Hanson, and upon vote
being taken, carried.
Engineer Wilson reported on petitions which had been received for street
lights. He recommended placing street lights at the follo*ing locations:
Lewis Ave & Charles St
Roe Ave & Charles St
Roe Ave & Larson St
Milwaukee Ave & Dale St
Motion was made, seconded and carried to install lights at the above locations.
Motion was made, seconded and carried that the following building permit be
granted:
Culligan Soft Water Service - 296 - 5th Ave NE
Entrance addition - Nz of Lot 1, Block 15
Discussion of salary for Eric Smith as Civil Defense Director.
Motion was made, seconded and carried to pay Eric Smith, Civil Defense
Director, $50.00 for the remainder of the fiscal year.
Police Chief Broderius was present to discuss towing carso�liff the streets
and where they should be parked, if we have heavy snow this winter. No action
taken. -
Discussion of the purchase of a tBed truck and snow plow for the Street Dept.
used
Alderman Linder made a motion to purchase this snow plow in the amount of
$700.00 and used truck in the amount of $700.00 for the Street Department.
Alderman Hanson seconded the motion of Alderman Linder, and upon vote, carried.
The following application for a cigarette license was presented for a period
of one and one-half months (December 31, 1965)

Motion was made, seconded and carried that the above application be granted.
Motion was made, seconded and carried to instruct McCombs & Hanson, Buffalo,
Minnesota that their firm handle the survey and inspection work re #&red
for Project 15-4A, according to the agreement entered into August 2, 1965.
Motion was made, seconded and carried to adjourn at 9:00 P.M.

December 6, 1965
A Special Council meeting was called to order by Acting Mayor Hanson
in the Council Chambers at the hour of 7:00 P.M.
Members present: Aldermen Linder, Kost, Hanson, Johnson, Atty Schantzen,
Engineer Wilson
Members absent: None
Acting Mayor Hanson called for bids Publication No. 955, Highway Bridge,
Project 15-1, at 7:00 P.M.
There were six bids.

Discussion on the bids.
Motion was made, seconded and carried to refer the bids to the Engineer
to check the extensions and to award the bid at the Regular Council meeting
on December 13, 1965.
Motion was made, seconded and carried to approve a petition from Al Pgtrias,
192 -5th Ave NW for a Special Use Permit to sell Christmas trees during
the month of December 1965. The fee of $5.00 paid.

Engineer Wilson gave aAreport on the construction ofthe
dam. He explained the need for additional work on the flume.
Alderman Linder made a motion to do additional work on the flume, gunnite
resurfacing on the horth side of the flume in the amount of $300.00.
Alderman Kost seconded the motion of Alderman Linder, and upon vote being
taken, carried.
Motion was made, seconded and carried to adjourn at 7:30 P.M.

Fork of the Crow River at Hutchinson, Minnesota. Our preliminary studies
indicate a reasonable possibility that an economically feasible project
to reduce flood damages may be developed and that further detailed study
is appropriate.
Tile preliminary plan being considered, as shown on the inclosed draw-
ing, would consist of levees upstream of the city dam and channel enlarge-

would require modifications to the two railroad bridges and to the Adams
Bridges. Modifications involving raising and

C. Maintain and operate all of the project works after comple-
tion without cost to the United States in accordance with regulations pre-
scribed by the Secretary of the Army.
d. Provide without cost to the United States all alterations
and relocations of existing improvements including bridges, highways,
buildings, utilities, sewers, and other facilities, except highway ramps
which may be required because of the project.
e. Prevent encroachments on the improvea channels.
f. Assume full responsibility for all project costs in excess
of the Federal cost limitation of $1 million. (Based on our present esti-
mates, Federal costs would be well within the $1 million !imitation.)
