Fire Chief Engelhart and two assistants were present to discuss the need for
more equipment for their department, and the need for more space for the Fire
Hall to house additional fire equipment.
Fire Chief Engelhart also requested the transfer of $1,000.00 surplus in the
current budget to the sinking fund for new trucks. After discussion, the
council decided against this request.
A representative from the Texaco Oil Company was present in reponse to complaints
regarding an open basement west of the present Texaco Station at Fourth Ave NW &
Main Street. The council was assured a fence would be placed around the basement
the next day. He also stated they hope to start construction in the very near
future.

Alderman Johnson made a motion to table these bids.
Alderman Hanson seconded the motion of Alderman Johnson, and upon vote being
taken, carried.
Mr. Otto Bonestroo, consultant engineer of St Paul,Minnesota was present to
inform the council on sewerage works completed and under construction at the
present time by his firm. He also gave a brief summary and background of
his firm.
Discussion on appointing a firm as consultant engineers for the sewage
treatment plant and asking for a proposal and plans for the new sewage treatment
plant.
Alderman Johnson made a motion to ask the engineering firm of Rieke, Carroll and
Muller to present a proposal for the preliminary report, plans and specifications
for a new sewage treatment plant.
Alderman Hanson mxAx seconded the motion of Alderman Johnson, and upon vote being

The motion carried.
Motion was made, seconded and carried that the following locations be
designated as polling places and the following persons be appointed as

and the Annual City Election to be held Tuesday May 3, 1966; polls to be

were present to discuss the development of Hutch Growth Industrial
site located east of the east city limits.
Mayor Fitzloff informed them that action had been taken to proceed with
plans and specifications for the Second Ave SE bridge.
Discussion on water and sewer improvements and method of financing.
It was recommended that Hutch Growth start proceedings for annexation for
their Industrial site and present a proposed plat.

SPECIAL COUNCIL PROCEEDINGS
March 21, 1966
A Special Council meeting was called to order by Acting Mayor Hanson at
the hour of 5:00 P.M. in the Council Chambers.
Members present: Aldermen Linder, Kost, Hanson, Johnson,Engineer

Also present: Bob Carroll and V. Muller of Rieke, Carroll & Muller,
Consultant engineers of Hopkins, Minn.
A petition for annexation was presented, signed by Carl Bretzke, M.D. and
Dan W. Huebert, M.D., for the following described property:

Alderman Kost made a motion to refer this petition to the Planning Commission.
Alderman Johnson seconded the motion of Alderman Kost, and upon vote being
taken, carried.
Discussion on the bids tabled at the March 14th meeting for a pickup truck
for the water department.
Alderman Johnson made a motion to accept the bid of Frank Motor Co., as low
bid, in the amount of $2,324.00.
Alderman Linder seconded the motion of Alderman Johnson, and upon vote
being taken, carried.
Mayor Fitzloff arrived and presided at the meeting.
Mr Carroll explained the proposed agreement form and answered questions
regarding their procedure.
Alderman Kost made a motion to engage the engineering firm of Rieke,Carroll
and Muller, Hopkins, Minnesota, for a preliminary report with the following
correction to read as follows: I
Section 5. final 10% of fee when the job is, completed by the Engineer and
approved by owner
The preliminary report to be accepted subject to approval by the City Attorney.

PETITION FOR ANNEXATION - Robert R. & Harriet Roberts.
Motion was made by Charles Carlson, seconded Dr. Thompson, that the Planning
Commission recommends to the City Council that they proceed with annexation
of the NW 1/4 of NE 1/4 of SW 1/4 Sec. 1-116-30 except that portion now
known as Roberts' First Addition, with a non -conforming permit to Robert
Roberts for his business. Motion carried.
PETITION FOR ANNEXATION - Dr. Carl Bretzke and Dr. Dan Huebert.
Motion was made by Floyd Hoel, seconded by Clinton Tracy, that the Planning
Commission recommends to the City Council that they proceed with annexation
of Lots 74 and 74-1/2, Lynn Addition. Motion carried.
RECOMMENDATION OF APPOINTMENT to fill term of Charles Carlson, which expires
March 31, 1966. Members of the Commission are to bring recommendations to
the April meeting, at which time action will be taken.
PROPOSED BUDGET. Inasmuch as the budget for the fiscal year 1966-1967
has been set by the City Council, the Commission will consider recommendations
for the 1967-1968 fiscal year at the August, 1966, meeting.
Motion was made by Dr. Thompson, seconded by Clinton Tracy, that Mrs. Monge's
salary as Commission Clerk be raised to $15.00 per month, effective April 1,
1966. Motion carried.
METHODIST CHURCH PROPERTY - 2nd Avenue S.W. and Glen St. Floyd Hoel stated
that he understood it would now be possible for the Methodist Church to re-
ceive a clear title to this property. He would suggest that the Planning
Commission discusses the advisability of converting this property to a
park area.
Discussion.
Motion by Charles Carlson, seconded by Dr. Thompson, that the Planning Commis-
sion recommends to the City Council that it make an effort to retain the
Methodist Church property to maintain it for a historical and park area,
with a plaque or monument on the spot to designate the property as the first
community church in Hutchinson. Motion carried.
Larry Notman asked if the Planning Commission could aid in development of
Second Avenue for the Hutch Growth Industrial Site. Discussion.

SWEEPER SPECIFICATIONS
It is the intention of these specifications to list the minimum re-
quirements for a new street sweeper for purchase by the City of Hutchinson.
The Unit furnished shall be a new model of standard production, with
such additional features as the manufacturer may normally furnish, together
with such additional requirements as listed herein.

The successful bidder shall accept in trade the 1961 Wayne Model 460
now owned by the City of Hutchinson. The inventory of spare parts and extra
broom cores shall also be traded with this unit. The inventory of spare parts
is listed hereinafter.

WARRANTY
Bidders shall list and price on the proposal form any optional
equipment which they feel would be desirable for the operation and
maintenance of this equipment. In awarding the bid the City Council
shall consider any optional equipment which it desires. Several
optional items are listed which the bidder may price if he desires.
Manufacturer's warranty shall be furnished with the proposal,
including lifetime warranty against damage to the gutterbroom assembly and drive
system by impact.
