He gave a brief report on the development of the parks and playgrounds. He also stated that local groups are helping with the cost of providing playground equipment. Mayor Fitzloff reappointed Milan Braun to the Nursing Home Board for a period of five years. Motion was made, seconded and carried to ratify this appointment. Mayor Fitzloff reappointed the following to the Library Board for three year terms: Mr. Albert Linde Mrs Gina Iverson Mrs Viola Horrmann Motion was made, seconded and carried to ratify these appointments. Mayor Fitzloff reappointed Dr. W. G. Miskoff to the Police Commission for a three year term. Motion was made, seconded and carried to ratify this appointment. Mayor Fitzloff appointed Dr. Carl Bretzke to the Park Board to fill the unexpired term of Lars Lerberg for four years. Motion was made, seconded and carried to ratify this appointment. Motion was made, seconded and carried to transfer $6,000.00 from the Liquor Fund to the General Fund. /Mayor Fitzloff called for bids for the Sale of Bonds, Publication No. 96,x" at 8:00 P.Mo There were four bids. Alderman Hanson made a motion to accept the bid of the Citizens Bank, Hutchinson,Minn. as low bid. f� Alderman Kost seconded the motion of Alderman Hanson, and upon vote being take►, carried. Motion was made, seconded and carried to add a bill in the amount of $54.25 presented by the Hutchinson Fire Department for fire runs, to the list of bills as approved. Rixxxxxin Engineer Wilson recommended final approval of the preliminary plat presented by Elmer Merickel (property west of Dale Street). Discussion with Mr. Merickel on the amount to be paid to the city as his contribution for parks and playgrounds in proportion to his property }eing annexed. No action taken. Alderman Hanson made a motion to accept the preliminary plat as recommended by the Planning Commission for Elmer Merickel property west of Dale Street. Discussion on building more hangars and financing. No action taken. Mayor Fitzlof£ asked City Attorney Schantzen and Harry Hanson to work on methods of financing for Airport hangars and report at next meeting. and Richard Anderson CPA Tom Cone, president of the Nursing Home BoardAwes�resent to discuss the changeof auditors for the Nursing Home books and accounts. Mr Cone stated that the Board would like to engage a local CPA to audit their books. They felt the charge would be considerably less than the present auditing firm. Mayor Fi.tzloff recommended they continue with the present auditors for this fiscal year. Discussion on the specifications for a new street sweeper. Motion was made ,seconded and carried toadverise for bids for a Street Sweeper on April 11, 1966 at 8:00 P.M. Upon roll call, all members present voted in favor of Ordinance No. 279 and it was declared passed on its first reading. Alderman Linder introduced Ordinance No. 279 for its second reading: ORDINANCE NO. 279 (attached) Alderman Kost seconded the motion of Alderman Linder to introduce Ordinance No. 279 for its second reading. Upon roll call, all members present voted in favor of Ordinance No. 279 and it was declared passed on its second reading -5 - Discussion on putting up a new fence on the south side of the dump. It was decided to have the Park Board and Street crews put up this fence. Alderman Kost made a motion to transfer $40,000.00 from the General Fund to the Road & Bridge Fund. Alderman Linder seconded the motion of Alderman Kost, and upon vote being taken, carried. Discussion on a complaint on an unsightly commercial building in a residential area. It was decided to ask the owner of this building to be present at the next council meeting. An offer was read to purchase Lot 9, Blk 60, S2 of City for the appraisal price of $2,200.00, submitted by Rudolph Kurth. Discussion on the sale of this lot. Alderman Kost introduced the following resolution and moved its adoption: RESOLUTION NO. 2429 RESOLUTION TO RATIFY SALE OF CITY -OWNED PROPERTY TO RUDOLPH KURTH WHEREAS,THE City of Hutchinson did accept the offer of Rudolph Kurth in the total amount of $2,00.00 for the purchase of the following described property: Lot 9, Block 60, S2 City of Hutchinson WHEREAS, the City Council of the City of Hutchinson did decide to sell the above described property for the reason that said property was not needed for the convenience of the inhabitants thereof and that the City Council has deemed it to be in the best interest of the City of Hutchinson to sell said property. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUTCHINSON,MINN: That the City Council hereby ratify the sale to Rudolph Kurth of the above described property owned by the City of Hutchinson on the basis that said property is no longer needed for the convenience of the inhabitants thereof and that it is in the best interest of the City of Hutchinson to sell said property. SPECIAL COUNCIL PROCEEDINGS March 31, 1966 A Special Council meeting was called to order by Mayor Fitzloff in the Council Chambers at the hour of 5:15 P.M. Members present: Aldermen Linder, Kost, Hanson, Johnson, Atty Schantzen, Engineer Wilson Members absent: None Alderman Hanson introduced the following resolution and moved its adoption: RESOLUTION NO. 2430 WHEREAS, Charles D. Carlson, Chairman of the Planning Commission is retiring from his job as a public servant for our city, and WHEREAS, this individual has devoted time and talent to the service to the City of Hutchinson at little personal reward to himself. NOW'THEREFORE, BE IT RESOLVED: That the City of Hutchinson does hereby commend and thank Charles D. Carl6on for his service and help on the Planning Commission, and appreciates the work done on behalf of the City. Discussion on holding a hearing to rezone the Ted and Jim Hanson property on Lynn Road South, as recommended by the Planning Commission. Alderman Kost made a motion to set April 18, 1966 at 8:00 P.M. -for the Planning Commission hearing for the rezoning of the Ted and Jim Hanson property on Lynn Road South. Alderman Linder seconded the motion of Alderman Kost, and upon vote being taken, carried. Discussion on the Elmer Merickel preliminary plat (west of Dale Street) Mayor Fitzloff recommended the action that had been taken be rescinded and the plat be sent back to the Planning Commission for them to consider the overall area in regard to street pattern. Alderman Johnson made a motion to rescind Council action accepting the Preliminary Plat (Regular Council meeting of March 28,1966) and refer this preliminary plat with revisions to the Planning Commission for recommendation by the next council meeting on April 11, 1966. Alderman Linder seconded the motion of Alderman Johnson, and upon vote being taken, carried. Alderman Johnson made a motion to include a condition in the contract for the Sewage Treatment Plant to include professional liability in the amount of $300,000.00.
