A Regular Council meeting was called to order by Mayor Kost in the council

Motion was made, seconded and carried to transfer $7,500 from the
Liquor Fund to the General Fund.
Attorney Schantzen reported on the procedure to obtain a clear title
to the property which had been occupied by the Methodist Church.
He stated that either the church or the city could get a clear title
if one sold to the other. Any non -religious group would have difficulty
getting a title. No action taken.
Wm McComb was present to discuss paying the final bill for the constructi6
of the Crow River dam. The penalty clause was discussed regarding
the late completion date. No action taken.
Discussion on vacating the alley between Maple Street and Ash Street.
Alderman Popp made a motion to hold a hearing on vacating this alley.
Alderman Hanson seconded the motion of Alderman KXNXM Popp, and
upon vote being taken, carried.
Alderman Hanson reported having discussed the problem of the open space
south of the Janousek Barber Shop with Wm. Janousek, owner of this space.
He indicated the space would be filled in.
The following application fmx for a cigarette license for a period of six
months, to December 31, 1966, proper fee paid, was presented:

Mayor Kost opened the hearing Publication No. 990. for Street Improvement
by grading and base construction and Storm Sewer District at 8:15 P.M.
There were about 20 property owners present.
Engineer Wilson explained the project and the estimated cost. A colored map
showing the drainage area was discussed.and explained.
The majority of the property owners opposed the project. They stited
they would not benefit sufficiently from the ppoposed improvement to pay
for their assessments.
Mayor Kost said Hutch Growth would have to pay for all improvements in
the Industrial Park. He stated that it was the responsibility of the
city to provide utilities and street access to any new subdivision.
Hearing closed.
Discussion on the project. No action taken.
Mr. Bob Carroll, Rieke -Carroll -Muller Associates-, Inc. presented a report
on proposed plans for the construction of the new sewage treatment plant.
Mr. Carroll urged the council to plan on a new trunk sewer line to
serve the south west atea in view of the new houses being built.
Mayor Kost urged action starting procedure on the Southwest Storm Sewer
District this year.

Discussion on Blue Shield Medicare coverage for five eligible city
employees.
Motion was made, seconded and carried to contact Blue Shield Ins. to
cover the five eligible city employees under the Medicare plan.
Alderman Linder made a motion to allow a bill to Rieke-Carroll-Muller
Associates Inc. in the amount of $2,000.00 for the Preliminary Plans
for the construction of the Sewage Treatment Plant.
Alderman Johnson seconded the motion of Alderman Linder, and upon vote
being taken, carried.
Engineer Wilson pres"ted a report on the propesediml.amprovement by
Watermain and Sanitary Sewer on Third Ave NW.
Discussion on the cost of the improvement.
Alderman Hanson made a motion not to proceed with this Project unless
a petition from property owners in this area is presented asking for
the improvement.
Alderman Linder seconded the motion of Alderman Hanson, and upon vote
being taken, carried.
Discussion on providing rental uniforms for 14 city employees at a cost
of $1.70 per week.
Alderman Popp made a motion to table action providing uniforms for city
employees.
Alderman Hanson seconded the motion of Alderman Popp, and upon vote being
taken, carried.

Discussion on placing signs in playground areas, as recommended by the
Safety Council.
Motion was made, seconded and carried to refer placing of the proper
signs in these areas to the Park Board.
Mayor Kost informed the Council that because the Band Director is leaving
there will not be as many Band Concerts as sa6eduled. The clerk was
instructed to pay $700.00 for this current season instead of the $1,000.00
paid last season.
Attorney Schantzen informed the council that a local tavern owner has
received his second conviction for selling beer to minors. He suggested
the council decide if any action regarding this violation be taken at
the next counciltmeeting.

Attorney Schantzen urged the council to prepare to take over the
operation of the Community Hospital from the Hospital Board, so that
when the Board completes the necessary action, the city will be ready
to assume the duties.
Disnussion on the need of an additional higher cable on the dam. The
clerk was requested to inform Fred Roberts to have this cable installed.

Special Council Meeting
July 19, 1966
A Special Councilmeeting was called to order by Mayor Don 0. Kost in the
Council Chambers at the hour of 7:00 P.M.
Members present: Aldermen Linder, Popp, Hanson; Attorney Schantzen;
Lyle A. Smith, Engineering Aide
Members absent: Alderman Johnson
Present from the Airport Commission were Donald McKim and Tom Savage.
Mr. Savage stated the Airport Commission has contacted a possible operator from
Redwood Falls who would take over managership of the airport. He is a mechanic
and has requested a shop area for mainteinance of planes. The Airport Commission
also requests that water and sewer facilities be installed in the present hangar
building. They ask that the city street crew continue to mow and plow the
runways.
Discussion of financing.
Alderman Linder made a motion that the City Council
1) agrees to guarantee a shop area and authorizes other improve-
ments as outlined in the Engineer's report of July 19, 1966,
2) authorizes the Airport Commission to proceed with a contract
with the suggested operator; and
3) authorizes the Airport Commission to proceed with the drawing
up of plans and specifications for a shop building.
Alderman Popp seconded the motion of Alderman Linder, and upon vote ;being taken,
motion carried.
Mr. McKim presented a request for a letter from the Mayor authorizing a spray
operator to operate from the Hutchinson Municipal Airport. Motion was made,
seconded and carried that the Mayor be instructed to sign such a letter.
Police Chief Broderius discussed with the Council the possible application from
Melvin Wilke for a beer license at Riley's Bar at 134 Main South. No action
taken.
Police Chief Broderius reported that Mrs. Robert Moisan is presently making plans
to move her trailer at 203 Glen Street S. -This will be done in the near future.
Mayor Kost asked that the Council members think about persons to be included on
a Citizen's Committee for the hospital and requested the City Attorney to inves-
tigate an+ Ordinance setting up such a Board.
Alderman Linder made a motion that the Engineering Department be authorized to
proceed with the necessary work to draw up a basic street plan for the southwest
area of Hutchinson :(south of Roberts Road, west of Dale Street, north of Otter
Lake Road, east of read running north and south west of the present i�' School,)
to be used in future planning of this area �a !'e ,
Alderman Hanson seconded the motion of Alderman Linder, and up vote being t�ken

Bills for the month were read and approved on a motion by
Altmeyer, second by Ella Popp.
Hurt reported on the Bummer program in action- ind'_ca.ting
that the Swim Program in the Pool had continued to serve
the youth for instruction and recreation program swim=ang.
He pointed out that the receipts would be down some because
the pool ism t uses on Sat, andSun as it was in1c55 without
the .dill .-"ond. ivuch use is made of the 1.1 1 Pond s:rea-
especialy duringthehoursof 2-4 i'...I. Two guards are on
at this time. BASEBALL is verl,- successful and sever&l
trips have bem made to other townson a home and away basis.

area foronemonth on a match funds basis with the softball,
group.
Hurt pointed out that Jake Plowman does financeand sponsor
the Hutchinson Plowman's Hushies, which is the only Hutch
Traveling Softball Team. He pointed out that this team
just played in a tournament at Alexanderia and were scheduled
to play in t•i:o other tournaments this month. He suggested
that the board help support this group by purchasing
-J of the warm up jackets for this group and that a Hutchilhson
Recreation Path be placed on the front left shoulder of
each jacket, On a motion by Youmans, second by Graf it was
decided to make this purchase andhelp support this group
in the name of City Recreation,

It was requeste of Cliff--or_p to investigate the develo
ment of the Y.r, park and playground area with the use of
PUBLIC SITES FUA^S- so that we could at least order and
errect some of the equiment which is being purchased
by the JAYCEES in helping to develop this playground.
Hurt reported that hehad contacted Mr. Degoster relative
to resurfacing the North Tennis Courts-- Mr. Dekoster isnow
checking into a materialmade by 3M and Hurt is providing:
prices on other material used for this purpose.
A letter had been sent to T.P.A. , Pres. Clerance Splittgerber
relative to safety sigre adjacent to our playground
areas. He also gave this group an opportunity to help
develop additional areas if they are Anterested. Some
verbal contact had been made previously with Mr. Splittber-
ber on this project.
• Hurt reported that much additional expense had been
Involved in the development of the Mill Pond area but
that it was a one time project in most cases. New
docks , alife guard seat and a beech umbrella had been
provided ft)r' safety purposes.

NURSING ILDSf• POARD MiE.ETING ----- JUNES S, 1966
The Nursing Home Board for the city of Hutchinson met June 8, 1966
for a noon meeting at Burns Manor with Pres. Tom Cone presid&ng.
The following members being present: Tom Cone, Mrs. Zeleny, Mrs. Nielsen
Tip Mills, Milan Braun, and Francis Jensen.
The minutes of the May regular monthly meeting were read and approved
after being amsanded to include the names of the re-elected officers.
Bills in the amount of $ 109083.08 as per attached exhibit were
approved for payment on motion by Mrs. Nielsen, seconded by Tip Mills,
and carried.
The laddscaping plans that were supposed to be drawn up by the University
of Minnesota have not been completed as yet so the Resident Cone
suggested having Mr. Hoysler, County agent, draw up some tentative plans
so that some planting can be done.
Memorials in the amount of $ 91.00 have been given by the Helena DoBratz
f amilit.
The year end audit was studied and discussed and on motion by Milan
Braun, seednded b y Tip Mills, and carried that the Nursing Home Board
approve the audit and submit same to the City Council.
Beinf that the United States Treasury Bills would mature on July 7, 1966
which is before the next regular monthly Board meeting the following
motiom was made by Tip Mills, seconded by Mrs. Zeleny, and carried that
these Treasury Bills be re -invested with an earlier maturity date to
coincide with the interest and Bond payments of Jan. 1, 1967.
Percentage figures and comparison charts were presented which showed
that the various amounts spent by Burns Manor compared favorably with
other Homes in the area.
There being no further business the meeting adjourned at ls30 FM on
motion by Tip Mills, seconded by Milari Braun, and carried.
