Alderman Linder introduced Ordinance No. 282 for its third and final reading:
ORDINANCE NO. 282
AN ORDINANCE AMENDING ORDINANCE NO. 133 (AN ORDINANCE RELATING TO TRAFFIC AND
REGULATING THE USE OF PUBLIC STREETS AND HIGHWAYS IN THE CITY OF HUTCHINSON,
PRESCRIBING REGULATIONS RELATIVE TO THE PARKING OF VEHICLES UPON SUCH PUBLIC
STREETS AND HIGHWAYS, PROVIDING FOR PURCHASE, ACQUIRING, INSTALLATION, OPERATION,
MAINTENANCE, SUPERVISION, REGULATION AND CONTROL OF THE USE OF PARKING METERS,
DEFINING AND PROVIDING FOR THE ESTABLISHMENT OF PARKING METER ZONES UPON THE
PUBLIC STREETS AND HIGHWAYS, PROVIDING FOR THE PAYMENT THEREOF, PROVIDING FOR
THE ENFORCEMENT HEREOF AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF.)
The City Council of the City of Hutchinson ordains:
SECTION I. That Section II of Ordinance No. 133 be and the same is hereby amended
by the addition of the following streets to the zone known as "Parking Meter Zone."
The West and East sides of Main Street, between Second Avenue
N.E. and First Avenue N.E.
Both sides of Main Street from a point 160 feet south of Second
Avenue SE to Third Avenue SE.
The South side of Washington Avenue from Main Street to Hassan Street.
The North side of First Avenue S.E. from Main Street to Hassan Street.
The North and South sides of First Avenue S.W., from #bee Franklin street
east to the alley.
The North and South sides of Third Avenue S.W. from Franklin Street
to Main Street.
The North and South sides of Third Avenue S.E. from Main Street East
to the alley of blocks 27 and 33.
The East side of Hassan Street, from Washington Avenue to a point 120
feet North of Washington Avenue.
SECTION II. Any person violating any provision of this Ordinance and any person
who aids, assists, abets therein shall, upon conviction thereof, be subject to a
fine in any amount not exceeding $100.00 for each offense or violation, or by
imprisonment in the County Jail for not to exceed ninety (90) days, or both.
SECTION III. This ordinance shall take effect from and after its final passage
and publication.
Alderman Popp seconded the motion of Alderman Linder to introduce Ordinance No. 282
for its third and final reading. Upon roll call, all members present voted in favor
of Ordinance No. 282 and it was declared passed on its third and final reading.
Alderman Linder made a motion that the dates for pre -qualification reports and bid
opening on the Refuse Franchise be changed to the following:
September 20 - filing of pre -qualification forms
September 23, 7:30 P.M. - meeting of Council to consider pre -qualifications.
September 26 - interviews with qualified bidders
October 3, 8:00 P.M. - Bid opening (Publication 999)

for its first reading. Upon roll call, all members present voted in favor of
Ordinance No. 284 and it was declared passed on its first reading.

Alderman Popp seconded the motion of Alderman Linder to introduce Ordinance No. 284

Alderman Linder made a motion that a verbal request for street light at Fiseher St.
and Osgood Avenue be referred to the Engineer for report. Alderman Popp seconded the
motion of Alderman Linder, and upon vote being taken, carried.
Acting Mayor Hanson opened the hearing on Publication No. 996 for Sidewalks at 8:00 P.M.
Thirteen property owners were present, many questioning the necessity and advisability
of such a sidewalk projects and opposing the policy of assessing adjoining property
owners for'a utility servicing the entire community.
Hearing closed on motion at 8:40 P.M.
Motion was made, seconded and carried that members of the Council view the sidewalk
repairs as xxpxxtffd by the Engineer in his xHxxwmxxAaJ:tmsx report.

Acting Mayor Hanson called for bids on Publication No. 997, 5000 yards aggregate
(gravel).
There was one bid:

Alderman Linder made a motion that the bid of Stark Bros. Construction be accepted,
and that the Mayor and Clerk enter into a contract with the bidder.
Alderman Popp seconded the motion of Alderman Linder and upon vote being taken, carried.
Engineer Wilson's report on recommendjstreet lights was presented.
Alderman Popp made a motion that new street lights be installed at,the south end of
Larson Street, at the corner of Lea Avenue and Kay Street and at the corner of Lea
Avenue and Larson gtreet, as recommended by the Engineer.
Alderman Linder seconded the motion of Alderman Popp, and upon vote being taken, carried.
A petition was received and noted from property owners on Sherwood Street for street
lighting as needed.
Motion was made, seconded and carried to refer the petition to the City Engineer.
Discussion of sewer and water charges for the Merickel and Rice Additions, per report
from the City Engineer.
Alderman Popp made a motion that assessments for sanitary sewer and watermain for
the Rice Addition and the Merickel Addition be levied with a credit for installation

Regular Council Meeting - 6 - Septemher 12, 1966
Motion was made, seconded and carried that the following lbuilding permit applications
be approved, upon recommendation by the Engineer:

No. 606 ' Emil Svoboda 2 stall garage 735 Oak Street N.
Motion was made, seconded and carried that the following water and sewer tap be allowed:
On Bldg. Permit No. 605 Steven Reid Lot 15, Oak Park 2nd Add.
Motion was made, seconded and carried that Fred Roberts be authorized to purchase an
additional 4 tables for the City Hall auditorium, X an approximate cost of $30.00 each.
A recommendation was noted from the Park Board that the West Park be closed to everything
but fill in the future, with permission grad to fence the area.
Alderman Popp made a motion that the recommendation of the Park Board be approved, and
that the area be fenced so it is closed to everything but fill in the future.
Alderman Linder seconded the motion of Alderman Popp, and upon vote being taken, cariwied.
Motion was made, seconded and carried that the bookkeeper be authorized to write-off
General Fund Check #12465 in the amount of $7.50, dated December 28, 1962.
Motion was made, seconded and carried that the City Clerk be authorized to order the
manual Federal Aids to Local Governments at a cost of $20.00.
Alderman Linder introduced Ordinance No. 285 and moved its first reading:

AN ORDINANCE AMENDING ORDINANCE NO. 133 (AN ORDINANCE RELATING TO TRAFFIC

The City Council of the City of Hutchinson ordains:
SECTION I. That Section 14 of Ordinance No. 133 be and the same is hereby amended to
read as follows:
"The specified coins required to be deposited in parking meters as provided
herein are hereby levied and assessed as fees to provide for the proper
regulation and control of traffic upon the public streets and the net
revenue resulting from the operation of said parking meters after the de-
duction of the original cost, installation, operation, maintenance, replace-
ment and repair of said parking meters shall be placed in the Road and Bridge
Fund and designated therein as the 'Off -Street Parking Account.' The purpose
of such fnmi account shall be to purchase, maintain, operate, lease, rent and
otherwise acquire municipally owned off-street parking lots."
Alderman Popp seconded the motion of Alderman Linder to introduce Ordinance No. 285
for its first reading. Upon roll call, all members present voted in favor ofOrdinance
No. 285 and it was declared passed on 'its first reading.

Alderman Popp presented an estimate from Maki Painting & Decorating in the amount of
$985.00 for repair of plaster and painting the exterior of the City Hall, such estimate

having been prepared at the request of Alderman Popp and Fred Roberts, Supt, of Buildings.
Motion was made, seconded and carried that the Council call for bids on maintenance work
on the exterior of City Hall, and pointing of City Hall, specifications to be prepared
by the City Engineer.
Motion was made, seconded and carried that the City Clerk be authorized to employ Jane
Haugen (Mrs. Howard) on a part-time and temporary basis in the City Clerk's office at up to
$1.50 per hour.
A report was made that Harlow Copeland requested some time to remove debris from his
property at 600 Lynn Road, as requested by the City Attorney in his letter of September
8, 1966. Permission was granted.
Alderman Linder reported a complaint from Walt Peterson, 642 - 2nd Ave. S.W., that his
driveway is out of line with the sidewalk.
Motion was made, seconded and carried that the city lower the sidewalk in question, using
a hired contractor.

Special Council Meeting September 19, 1966
A Special Council meeting was called to order by Mayor Don 0. Kost in the Council
Chambers at the hour of 10:15 A.M.
Members present: Aldermen Linder, Popp, Johnson; Engineer Wilson
Members absent: Alderman Hanson
Discussion of Utilities Commission and appointment of member to succeed Dr. Ross
Sheppard, whose term expires September 22, 1966.
Discussion of resurfacing Dale Street after installation of water and sewer
services on Project 16-3.
Motion was made, seconded and carried to adjourn at 11:15 A.M.
Special Council Meeting
September 21, 1966
A Special Council meeting was called to order by Mayor Don 0. Kost in the Council
Chambers at the hour of 5:00 P.M.
Members present: Aldermen Linder, Popp, Johnson, Hanson
Members absent: None
Alderman Linder made a motion that Herbert W. Filk be appointed to the Utilities
Commission for a six-year term, effective September 22, 1966, to succedd Dr. Ross
Sheppard, whose term expires that date.
Alderman Hanson seconded the motion of Alderman Linder, and upon vote being taken,
carried unanimously.
Alderman Popp made a motion that in order to promote coordination between the
City Council and the Hutchinson Utilities Commission, the Mayor of the City of
Hutchinson be appointed as an ex -officio member of the Hutchinson Utilities Commis-
sion, effective September 22, 1966.
Alderman Linder seconded the motion of Alderman Popp, and upon vote being taken,
carried unanimously.

A Special Council Meeting was called to order by Mayor Don 0. Kost in the Council
Chambers at the hour of 7:30 P.M.

Special Council Meeting - 2 - September 22, 1966
Alderman Popp made a motion that all six interested bidders be requested to attend
the Regular Council meeting of September 26, 1966, for personal interviews.
Alderman Linder seconded the motion of Alderman Popp, and upon vote being taken,
carried.
Mayor Kost read Engineer's Wilson's request to resign as full-time City Engineer
effective between November 1, and November 15, 1966. He noted Engineer Wilson's
offer to be available to complete existing work or do other work on a consulting
basis.
Alderman Hanson made a motion that the Council accepts the resignation of Engineer
Wilson, effective November 15, 1966.
Alderman Linder seconded the motion of Alderman Hanson, and upon vote being taken,
carried.

Gentlemen:
Attached is a map showing street lighting recommendations for the
areas which you requested to be investigated. Location of the light
at the intersection of Osgood and Fischer would be possible only if an
easement is secured from one of the lot owners on the east side of the
intersection.
The existing light at Fifth Avenue and Dale Street should be
replaced with a light on the opposite side of Dale Street, 100 feet
north. At the same time the telephone company could be asked to remove
their pole from the traveled portion of the street at that intersection.

HUTCHINSON PLANNING COMMISSION
SEPTEMBER 19, 1966
The regular meeting of the Hutchinson Planning Commission was called to order
by Chairman Curt Schafer at 5:00 P.M., September 19, 1966, in the Council
Chambers of City Hall. Present were Dr. A. J. Thompson, Floyd Hoel, Clinton
Tracy, Harry Hanson, Gordon Bublitz, and Engineers Josephson and Wilson.
Absent were Lloyd Torgrimson and Cal Bonniwell.
Minutes of the regular meeting of August 15, 1966, were approved upon motion.
REQUEST FOR VARIANCE NO. 602 - Elton Lueck - Variance in floor -area ratio and
set -back requirements for 3 -stall garage at 94 -5th AvenueW.
Motion was made by Clinton Tracy, seconded by Gordon Bublitz that the Planning
Commission recommends to the City Council that this request be granted as a
variance in floor -area ratio, with the front line of the garage to be in line
with the porch of the neighbor's house. Motion carried.
COMPREHENSIVE PLANNING. Engineer Wilson reported on the planning loan applica-
tions filed for the southwest storm sewer area and sanitary sewer in the south-
west area of Hutchinson.
General discussion of requirements to qualify for these loans.
Gordon Bublitz and Dr. Thompson suggested making a recommendation to the City
Council that funds be appropriated in the 1967-1968 budget to start planning
for the southwest storm sewer.
Engineer Wilson was asked to present a report of what constitutes the southwest
storm sewer area at a special meeting of the Planning Commission at 5:00 P.M.,
Monday, September 26, 1966.
Motion was made, seconded and carried to adjourn at 5:40 P.M.

and carried.
The loan at the :irst National Bank. with the Certificate 45f Doposite
as security, has been repaid plus the interest expense of `+,21.21. This
loan was negotiated to save the interest income on the Certifica*e of
Deposite and resulted in a gain of approximately
Payment of the landscaping bill of Katusky Landscaping and Garden C-nter
