A Special Council meeting was called to order by Mayor Kost in the Council
Chambers at the hour of 1:00 P.M.
Members present: Aldermen Linder, Savage, Hanson, Johnson, Attorney
Schantzen, Engineer Priebe, Treasurer Smith
Members absent: None
The Mayor announced that the meeting was convened for the consideration of
bids for the purchase of $1,300,000.00 General Obligation Water & Sewer
Revenue Bonds ds advertised for sale. The City Clerk presented affidavits
showing publication of notice of sale twice more than ten days in advance
of date of. sale in The Hutchinson Leader, the official newspaper, and once
in Commercial West, a financial paper published in Minneapolis, which
affidavits were examined- and found satisfactory and ordered placed on
file.
The city clerk presented the sealed bids which had been delivered to her
prior to the time specified in the notice of bond sale, and said bids were
opened, examined and found to be as follows:

by Alderman Myron Johnson, and upon vote being taken thereon, the following

Attorney Schantzen suggested that the Council consider a 15% increase in water
and sewer service rates to help retire this bond issue. Mr. Olson of Juran &
Moody suggested the council wait until it is determined what effect the new 3%
Sales Tax will have on the Water Department.
Mayor Kost appointed the following persons to the Hospital Board, per Ordinance
No. 288.

Motion was made, seconded and carried that these appointments be and are hereby
ratified and confirmed.
Mayor Kost reported that John Miller would like to discuss maintenance of the
Shady Ridge Road, adjacent to Rolling Oaks, with the Council.
The Clerk was instructed to ask Mr. Miller and representativesof the Town
Board to attend the meeting of June 26, 1967, to discuss this question.

of Municipal State Aid Street mileage not designated.
To enable the City to obtain a higher percentage of
its Municipal State Aid funds it is recommended that we
temporarily establish State Aid Street No. 115 on Glen
Street from 2nd Avenue S•W.e toLinden
Avenue.
Ohis Thisroute is
0.54 of a mile long. We,

The proposed extension of School Road from John
Miller' -s plat to Roberts Road, at the northwest corner
of the school property, may be designated M.S.A. Street
` No. 115 after the area north of the school is annexed or
after the City obtains the right of way for the street.

RESOLUTION NO.
RESOLUTION ESTABLISHING MUNICIPAL STATE AID STREETS (MSA STREETS)
WHEREAS, it appears to the City Council of the City of
Hutchinson, Minnesota, that the street hereinafter described
should be designated Municipal State Aid Street under the
provisions of Minnesota Laws of 1959, Chapter 500:
NOW THEREFORE, BE IT RESOLVED by the City Council of the
City of Hutchinson that the street is described as follows,
to wit:
No. 115 Glen Street from 2nd Avenue S.W. to Linden Avenue
(six blocks), 0.54 of a mile.

State Aid Street of said City, subject to the approval of the
Commissioner of Highways of the State of Minnesota.
BE IT FURTHER RESOLVED, that the foregoing designation
become effective on July 1, 1967.:
BE IT FURTHER RESOLVED, that the City Clerk is hereby
authorized and directed to forward two copies of this
Resolution to the Commissioner of Highways for his consideration,
and that upon his approval of the designation of said street
or portion thereof subject to the effective date stated
herein, the same be constructed, improved and maintained
as Municipal State Aid Street of the City of Hutchinson,
to be known as Municipil State Aid Streets numbered 101 to
and including No. 115.
HUTCHINSON PLANNING COMMISSION
JUNE 19, 1967
The Regular Meeting of the Hutchinson Planning Commission was called to
order by Vice -Chairman Clint Tracy at 7:30 P.M., Monday, June 19, 1967,
in the Council rooms of City Hall.
Members present: Clint Tracy, Dr. Thompson, Lloyd Torgrimson, Gordon
Bublitz, Harry R. Hanson, Ethne Stearns, Cal Bonniwell, Engineer Priebe.
Members absent: Dr. Curt Schafer
and
Minutes of the meeting of May 15, 1967, were read/approved on motion.
PETITION FOR ANNEXATION - ELDRED MILLER. Discussion of Petition to annex
property adjacent to Highway 7 East.
Motion was made by Harry R. Hanson, seconded by Ethne Stearns, that the
Planning Commission recommends approval of this petition for annexation.
Carried.
RIVERSIDE ADDITION - PRELIMINARY PIAT. Engineer Priebe presented the
preliminary plat prepared for D. K. Vande Vere for the Commissionts re-
commendation to the Township Board. Discussion of drainage and road,
which does not meet the city standards.
Motion was made, seconded and carried to table action until the July
meeting, when Mr. Vande Vere and the Town Board will beinvited to the
meeting.
Acting Chairman Tracy opened the hearing on Publication 1043 at 8:00 P.M. -
Hearing on request for rezoning a portion of Lot 75, Lynn Addition, from
R-1 to R-2.
25 persons were present for the hearing, the majority of whom stated objec-
tions to the rezoning on the basis that it would interfere with natural
drainage of surface water, the property is now being used as a playground,
and multiple dwellings would affect property values of surrounding lots.
Pete Steffel presented a petition signed by 74 area property owners re-
questing that the petition for rezoning be refused.
Hearing closed at 8:50 P.M.
Dr. Thompson made a motion that the Planning Commission recommends to the
City Council that this petition be denied in view of the.opposition and to
uphold the existing zoning regulations.
Mrs. Stearns seconded the motion, and upon vote, carried.
Discussion of location of multiple dwellings in the southwest area. One
member suggested south of Linden Avenue. It was agreed that some provision
will have to be made for multiple dwellings in this part of town.
Hutchinson Planning Commission - 2 - June 19, 1967
APPLICATION FOR SPECIAL PERMIT No. 701 - Sign at "Pizza Garten" at
16 Main Street North.
Motion was made, seconded and carried that the Planning Commission re-
commends to the City Council that this application be approved and permit
issued, inasmuch as it meets the requirements of the ordinance.

Minutes of the June Recffiation Boad Meeting at the
Recreation Buildinn on June 19, 1967 at 7:30 P.M.
:resent were !'•gilt Brinkman, 'Mrs. Sylvia Altmeyer,
Joe Youmans, Roger Dekoster, Gene May and Ivan Hurt
Bills for the month were read and a proved on a motion by
Youman's second by Brinkman. An exception was a bill
for labor in installing, lights for recreation horseshoe.
Ivan Hurt was asked to check on this with the light coma:-
ission.
Hurtvreported that a boat club meetinghad been held and
another was called for Tuesday evektW,, This group will
supply a Boat Patrol at thw River for the Carnival- also,
they will rpovide a river cruise from 7 P.M. to 8 P.Q. on
Saturday eveing for all intLrested in the Golden Age
Group.
Hurt reported that he hadthree meetings with this group
andthat they will start their regular craft program this
Thursday.
Plans are completed for the Recreation and Park Float
and it will appear in the Bat. paradeandSunday parade as
well.
A Softball Tournament, Horseshoe Tournament and Tennis
Tournament are in the makingfor the Carnival weekend.
Red Cross Swimming registration has hit abhigh for this
yeRr-- Jry andSenior i.ife Saving are also started.
Arrangements have been made for two landing docks on the
north side of the river before the Carnival weekend.
A new backstop has been added at Onted o at the Baseball
park-- and the old fence has been removed for safety
reasons. Much of this work has been done by rec help
on rainy days.
