Ma or Gary Forcier called the meeting to order. Members present were Mary Christensen, John
L%ahl, Bill Arndt, and Chad Czmowski. Others present were Matt Jaunich, City Administrator, Marc
Sebora, City Attorney and Kent Exner, City Engineer.

Ron Kalenberg, 107 Mark Drive, presented before the Council. Mr. Kalenberg commented on the home
that is being proposed to be moved in in his neighborhood. Mr. Kalenberg stated that he, as well as
some of his neighbors, feel that the single-family home is out of character of the neighborhood.

Items 7(b)1, 7(b)2 and 7(e) were pulled for separate discussion.
Motion by Lofdahl, second by Arndt, to approve those items contained under the consent agenda
with the exception of the items noted above. Motion carried unanimously.
Item 6(e had further discussion. Council Member Arndt asked what the underlying issue was of
reducing the service territory in Boon Lake Township. Fire Chief Mike Schumann explained that
previously Boon Lake Township was serviced by four fire department districts. Because of
realignment within Boon Lake Township, they have reduced the service to two fire districts, being
Hutchinson and Buffalo Lake.
Motion by Arndt, second by Christensen, to approve Item 6(e). Motion carried unanimously.
Item 6(b)1 had further discussion. Dan Jochum, Planning Director, presented before the Council.
Mr. Jochum explained that this item was requested to be considered separately mainly due to some
typographical errors in the adoption date and property description. A revised Resolution was
presented to the Council. Council Member Christensen noted that she has received some concerns
from residents that a single-family home is being proposed when it sits among mainly townhomes
and duplexes. Mr. Jochum explained that the conditional use permit is only required because of the
moving in of a home. The neighborhood is zoned for single-family and multi -family. The owners
own the property and if they wished to construct a single-family home instead, ultimately all they
would have to do is apply for a building permit, which would not require a conditional use permit or
any kind of Planning Commission/Council approval.
Motion by Czmowski, second by Arndt, with Lofdahl abstaining, to approve Item 6(b)l. Motion
carried unanimously.
Item 6(b)2 had further discussion. Mr. Jochum explained that a typographical error in the adoption
date was in the Resolution that was included in the packet. That has been corrected and has been put

LICENSE TO VFW POST 906
Marc Sebora, City Attorney, presented before the Council. Mr. Sebora explained that the VFW Post
906 currently holds a club liquor license and has applied for an on -sale intoxicating liquor license.
City code requires that all new licenses have a public hearing. Mr. Sebora noted that there is nothing
to deter granting such license to the VFW.
Motion by Christensen, second by Lofdahl, to close public hearing. Motion carried unanimously.
Motion by Arndt, second by Czmowski, to approve issuing on -sale intoxicating liquor license to
VFW Post 906. Motion carried unanimously.

(a) CONSIDERATION FOR APPROVAL OF RESOLUTION OF SUPPORT FOR MCLEOD
HISTORY PARTNERSHIP DEVELOPMENT PROGRAM PLANNING GRANT AND
PLEDGING OF CITY FUNDS TO HISTORIC HUTCHINSON FOR 2016 - ADOPTING
RESOLUTION NO. 14387
Matt Jaunich, City Administrator, explained that a revised Resolution has been put before the
Council to consider. The Resolution has been revised to remove funding pledges by the City of
Hutchinson until a legal review can be conducted on the authority for the City to do so. Therefore,
the Resolution solely supports the McLeod County Historical Society's grant application to the
Minnesota Historical Society for a cooperative partnership grant.
Lori Pickel-Stangel, McLeod County Historical Society Executive Director, presented before the
Council. Ms. Pickel-Stangel provided detail on the purpose of the grant application which is mainly
to hire a position to establish a cooperative partnership between the McLeod County Historical
Society, Historic Hutchinson and the Glencoe Preservation Society. The position would serve as a
developer and director for the partnership for one year. After the grant period, the partnership is
hoping to retain the employee for future grant writing and to carry out plans that benefit all of the
partners.

Council Member Arndt thanked Ms. Pickel-Stangel for the presentations given at the Historical

13. MISCELLANEOUS
Bill Arndt — Council Member Arndt asked if when Jefferson Street was rebuilt was it intended to
slope the street to have all the water drain to the east. Kent Exner, City Engineer, explained that
typically that is not done unless it is absolutely necessary based on the lay of the land and to not
adversely impact the property owners and their driveways.
John Lofdahl — Council Member Lofdahl provided suggestions that he felt the Charter
Commission should discuss. Those items include reviewing the organizational meeting date,
mayoral terms, and Council involvement in the hiring of department directors.
Kent Exner — Mr. Exner spoke about Hwy 212 improvement legislation that is being introduced
by Rep. Gruenhagen. Mr. Exner noted that the City of Hutchinson will be supporting that
legislation in whatever way possible. These improvements will be to make two lanes to four lanes
in two different sections of Hwy 212. Council Member Arndt recommended adopting a
Resolution showing the City's support for the Hwy 212 improvements.
Kent Exner also spoke about companies that have been reaching out to residents who offer
insurance on water lines. Mr. Exner explained that these are legitimate businesses, however he
wanted to remind the public that the City provides limited repair cost reimbursement from the
main to the property line. However, Mr. Exner noted that property owners are responsible for their
utility services in their entirety per City ordinance.
Mr. Exner also noted that a neighborhood meeting will be held February 17, 2015, on the Golf
Course Road/Shady Ridge Road project.
Matt Jaunich — Mr. Jaunich noted that candidate filings open February 10, 2015, for Council
Member Seat 3.

Mr. Jaunich also mentioned that contract negotiations will be beginning shortly on the
reneptiation of the contract with the police labor union. He asked that two council members be
appointed to serve on the negotiation committee.
Motion by Lofdahl, second by Czmowski, to appoint Christensen and Forcier to the police union
labor negotiation committee. Motion carried unanimously.

RESOLUTION NO. 14392
RESOLUTION ESTABLISHING SUPPORT FOR IMPROVEMENTS TO U.S. HIGHWAY 212
WHEREAS, the City of Hutchinson has been assigned an Inter -Regional Corridor by the Minnesota
Department of Transportation (MnDOT) consisting of State Trunk Highway 22 to U.S. Highway
212; and
WHEREAS, the City of Hutchinson is a regional population center currently not provided direct
access to a four -lane highway system; and
WHEREAS, the City of Hutchinson has significant transportation needs relative to commercial,
industrial, agricultural, commuter and recreational traffic; and
WHEREAS, U.S. Highway 212 from Glencoe, MN, through Carver County continues to have two
segments within this corridor that remain as two-lane undivided roadway with significant capacity
and safety concerns.
THEREFORE, BE IT RESOLVED that the City of Hutchinson supports improvements to U.S. Highway
212 within the State of Minnesota.

RESOLUTION NO. 14393
RESOLUTION ESTABLISHING FUNDING FOR LUCE LINE STATE TRAIL IMPROVEMENTS
WHEREAS, the City of Hutchinson has been an active partner to the Minnesota Department of
Natural Resources (MnDNR) during the development, funding and implementation of recent Luce
Line State Trail improvement projects; and
WHEREAS, a segment of the Luce Line State Trail alignment (approximately 2.36 miles) exists
within the City of Hutchinson; and
WHEREAS, the City of Hutchinson has primarily funded (including federal grants) and constructed
the existing bituminous surfacing of the Luce Line State Trail within municipal limits; and
WHEREAS, the majority of the existing bituminous trail surfacing has become significantly
deteriorated and potentially unsafe in some areas; and
WHEREAS, the MnDNR administered a recent construction bid letting that included an alternate
bid in the amount of $202,738.00 to address the resurfacing of the Luce Line State Trail within
City of Hutchinson municipal limits; and
WHEREAS, the MnDNR has communicated that limited dedicated funding remains to fully address
the work within the alternate bid and requested that the City of Hutchinson contribute
$111,369.00 (50% of the construction bid plus a $10,000 construction contingency amount) to
fund this work within the City of Hutchinson.
THEREFORE, BE IT RESOLVED that the City of Hutchinson dedicates a not -to -exceed amount of
$111,369.00 from the City's Community Improvement Fund for project cost sharing relative to the
proposed improvements to the Luce Line State Trail within the City of Hutchinson.

RESOLUTION NO. 140 14394
CITY OF HUTCHINSON
2015 COMPENSATION PLAN
RESOLUTION ADOPTING POSITION CLASSIFICATION
ASSIGNMENT TABLE EFFECTIVE JIANUARY'' February 10, 2015
WHEREAS, the City Council has considered the existing classification of positions
for the City of Hutchinson and the current economic conditions,
BE IT RESOLVED, that a Position Classification Plan is hereby adopted. All positions
covered by this Resolution shall be grouped in grades having a definite range of difficulty
and responsibility. For each position there shall be a title; and there shall be shown
examples of work which are illustrative of duties of positions, as well as requirements as to
knowledge, abilities and skills necessary for performance of the work; and a statement of
experience and training desirable for recruitment into a position.
A. Plan Objectives
• To establish and maintain a compensation plan that enables the City of Hutchinson to
be highly competitive within our defined market.
• To lead or exceed the market in attracting and retaining qualified, reliable and motivated
employees who are committed to quality and excellence for those we serve.
• To ensure, subject to the financial condition of the City, that employees receive fair and
equitable compensation in relation to their individual contributions to the City's success.
• To follow the principles of pay equity in establishing and maintaining pay relationships
among positions based on the categories of the Stanton Point Factor System.
• To ensure program flexibility necessary to meet changing economic, competitive,
technological, and regulatory conditions encountered by the City.
• To balance compensation and benefit needs with available resources.
B. Plan Structure
The compensation plan specifies salary range minimums and maximums. The intent of
each salary grade is to fall within 80% and 115% of identified market for positions within the
grade. (See Attachment B)
Each numbered pay grade in the basic table consists of the following:
1. Salary Minimum: The lowest amount paid to an employee in a specific job
grade or class. No employee will receive less than the minimum rate. (80% of
market)
2. Salary Mid -point: The middle of the salary range. (97.5% of market)
3. Market Rate: The market rate represents the competitive rate for an employee who
is fully functional within their current position. (100%)
4. Salary Maximum: The difference between the salary market rate and the salary
maximum represents merit pay for employee performance above that expected of a
particular job. No employee will be paid above the maximum of the salary range.
(115% of market).
C. Open Salary Range
The City shall adopt an Open Salary Range compensation plan that will allow for maximum
flexibility and in -range salary administration since there are not defined or pre -calculated
"steps". Employee movement within the pay grade range to which their position is assigned
is based solely on performance. The open salary range concept rewards good and
exceptional performers and advances employees to the market rate more quickly. (See item
H. [4])
D. Position Classification Assignment
The assignment table shall assign all of the various positions in the Position Classification
Plan to the appropriate pay grade (See Attachment A).
The City Administrator and Human Resources Director may jointly approve a
reclassification of a position provided the reclassification does not exceed two grades
upward or two grades downward from the current pay grade. To initiate consideration of
this type of reclassification, the department director shall submit in writing the specific
reasons for the reclassification.
Any changes to the classification of a position of more than two pay grades shall be
approved by the City Council. Requests for reclassification are normally brought before the
Council each January, and at other times of the year, as needed. To initiate such a
reclassification request, the department director shall submit a written request for
consideration to the City Administrator and the Human Resources Director. The request
shall include a description of significant or considerable changes to the position that warrant
a reclassification. The City Administrator and Human Resources Director will determine if
the reclassification request is to be forwarded to the City Council for consideration.
E. Allocation Of New Positions
When a new position is created for which no appropriate description exists or when the
duties of an existing position are sufficiently changed so that no appropriate description
exists, the City Council, after recommendation of the Human Resources Director, shall
cause an appropriate job description -specification to be written for said position.
F. Pay Grades
1. Exempt Employees
Each position is assigned a pay grade. The normal beginning rate for a new
employee will be the minimum rate. After satisfactory completion of twelve months
probation, an increase may be granted as warranted by the annual performance
appraisal. Thereafter, consideration for increases may be given annually on a
standardized date established by the City. The City Administrator reserves the
discretion to adjust individual rates within the assigned pay grades as required. The
Council will determine any pay increase for the City Administrator.
2. Non -Exempt Employees
Each position is assigned a pay grade. The normal beginning rate for a new
employee will be the minimum rate. After satisfactory completion of twelve months

appraisal. Thereafter, consideration for increases may be given annually on a

3. Police Patrol Positions
The position of full time police patrol officer is assigned to Grade 5 on the pay plan.
Temporary assignments will be made from these positions as needed for the
investigative function for the department. With said assignment, there will be an
additional $200.00 per month premium on top of the employee's patrol officer pay
grid assignment.
4. Part -Time Liquor Store Clerk, Part -Time Custodial and Part -Time Compost Site
Monitor Positions
The part-time positions of liquor store clerk, custodian, and compost site monitor
have been placed in separate pay plans that recognize the specific industry labor
markets in which they work.
The City Administrator and the Human Resources Director, as directed by the
Administrator, shall maintain the discretion to hire at any point within the range based on the
qualifications, experience, market conditions or other relevant factors, to secure the best
candidate for the position.
G. Apprenticeship Program
The City has implemented an apprenticeship program for those Water and Wastewater
Department positions subject to identified employee development including required
licensures/demonstrated skills, experience /longevity, and maturation in a position that
directly affect the department's ability to deliver municipal services.
H. Performance Evaluations
1. For all regular full time and part time employees, a performance appraisal or
evaluation will be made on, at minimum, an annual basis and per city policy No.
3.08. An evaluation made by the employee's supervisor shall be submitted in writing
to the employee and to the City Administrator/Human Resources Director. All
evaluations will be forwarded to Human Resources for filing in the employee files.
2. Evaluations shall be based upon the performance of the individual in the position
measured against established job performance criteria. Such criteria may include
level of knowledge, skills, ability, and quality of work, personal work traits,
compliance with established City or departmental rules and regulations or any other
criteria that is indicative of performance.
3. The performance appraisal process is the application of performance standards to
past performance. In appraising an employee, these are the basic levels of
performance:
Outstanding - Performance is exceptional in all areas and is recognizable as being
far superior to others.
Exceeds Job Requirements - Results clearly exceed most positions requirements.
Performance is of high quality and is achieved on a consistent basis.
Meets Job Requirements - Competent and dependable level of performance.
Meets performance standards of the job.
Needs Improvement - Performance is deficient in certain area(s). Improvement is
necessary.
Unsatisfactory - Results are generally unacceptable and require immediate
improvement.
4. Results
The results of the employee's evaluation will normally have the following effect on

employee's wages being below the minimum rate of the grid, the wages for the affected
employee(s) will be increased to the newly established minimum rate effective January 1St

The City Council reserves the right to modify any or all of the components or to vary from
any of the components of the Compensation Plan at its discretion and at any time.
K. Review of the Plan
As often as necessary to assure continued correct classification, the Position Classification
Plan shall be reviewed by the Human Resources Director and necessary adjustments
recommended to the City Council. It is recommended that a comprehensive review be
completed at least every three years.
L. Filing of the Plan
Upon adoption of the Resolution, a copy of the Position Classification Plan approved by the
City Council shall be placed on file with the City Administrator. The plan so filed and
subsequently adjusted by the Council shall be the Position Classification Plan of the City.
BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUTCHINSON
That the following table is hereby adopted as the City Position Classification Assignment
Table, to be reviewed from time to time, assigning the various positions in the Position
Classification Plan to the appropriate pay grades in the table. Pay grades for regular part
time (PT) positions are assigned according to job responsibilities at the discretion of the City

BACKGROUND/EXPLANATION OF AGENDA ITEM:
The Hutchinson Center for the Arts has submitted an application for a temporary consumption & display permit for an
event they are holding at the Center on February 22, 2015. The temporary permit would allow for patrons to bring in
their own liquor while attending the event. According to state law and city ordinance, a nonprofit organization is
eligible for a temporary consumption and display permit. The City can issue 10 consumption and display permits per
year and to date is under that threshold. Upon Council approval, the application will be forwarded to the State Alcohol
and Gambling Enforcement Division for their approval.

construction of curb and gutter, draintile installation, bituminous/concrete surfacing,

landscaping, restoration and appurtenances.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUTCHINSON,
MINNESOTA:
THAT, the proposed improvement, called Letting No. 3/Project No. 15-03, be referred to the Engineer for study
and that that person is instructed to report to the Council with all convenient speed advising the Council in a
preliminary way as to whether the proposed improvement is necessary, cost-effective, and feasible; whether it
should best be made as proposed or in connection with some other improvement; the estimated cost of the
improvement as recommended; and a description of the methodology used to calculate individual
assessments for affected parcels.

2. A public hearing shall be held on such proposed improvements on the 10th day of March, 2015, in

published notice of such hearing and improvements as required by law.

BACKGROUND/EXPLANATION OF AGENDA ITEM:
The Hutchinson HRA has prepared a SCDP Rental Rehab Application for the downtown area on behalf of the City of
Hutchinson. The Hutchinson HRA Board recommends that the City Council approves a Resolution supporting the
the Small Cities Development Program Rental Rehab Application. The Hutchinson HRA sent out letters to rental
property owners in the downtown area to determine interest in a rental rehab program, conducted a windshield
survey, finalized the target area, worked with the EDA for inclusion of Minnesota Investment Fund (MIF) dollars as
leverage to to the application and coordinated with Southwest Minnesota Housing Partnership to submit the SCDP
Rental Rehab Application.

downtown area during the spring & summer of 2014.
Thirty two (32) rental properties ranging from one to
eleven units returned the survey for a total of eighty-
nine (89) units.

The City of Hutchinson requests funding to rehabilitate renter -occupied housing in and around its downtown.
The proposed program will include 3 units of single-family renter -occupied rehabilitation, 8 units of duplex/2-
unit renter -occupied rehabilitation, and 24 units of multifamily renter -occupied rehab. In its planning, the City
has placed a high priority on downtown housing, commercial areas, and community space improvements
that support Hutchinson's economic development. Thus, the proposed activities of the renter -occupied rehab
program will be complemented by owner -occupied rehab projects, a new Farmers Market pavilion, downtown
street improvements, and continued rehabilitation of a large public housing property, Park Towers.
Through its outreach to rental property owners in the target area, which detailed the program structure and
financing terms, the City has documented 26 owners, representing 32 properties and 88 units, with interest in
the proposed renter -occupied rehab program. The renter -occupied rehab activity will meet the LMI objective
by serving a majority of tenant households at or below 80% of area median income and maintaining
affordable rents as identified in the SCDP guide. The program will be structured to provide 70% of the funds
through SCDP and 30% through matching funds. SCDP funding is a 0% loan forgiven over a 5 -year period for
rental property owners, with loan amount estimated at $24,999 for single-family properties, $15,000/unit for
duplex/2-unit properties, and $12,500/unit for 3+ unit properties.
A total of $364,359 is being requested from SCDP for this activity. New SCDP funds awarded would be
supplemented with the City's commitment of $20,000 from Program Income and $175,000 from its Minnesota
Investment Fund account. The City's contribution will be applied to the program costs before new SCDP
funds are used. In this way, the average loan amounts listed in the previous paragraph will be maintained, but
-- over the term of the program -- the overall contribution of new SCDP funds will average out to at least
$5,571 less per project than the amounts above.

Applications are more competitive when administrative request per activity is less than 15% of SCDP hard costs. If

Rental Rehabilitation narrative:
Describe the Need for this activity in the area to be served -How rental housing units that are occupied by low and
moderate income persons that are either substandard or pose a threat to the health or safety of the occupants
including:
1. Unique needs/target area needs -inadequate supply of rental, elderly housing, or other.
The recent economic downturn and foreclosure crisis has shifted housing demand in Hutchinson to
rental housing, and rental vacancy rates have dropped to 2% or less in Hutchinson and remained at that
level. The demand for rental housing has led to occupancy of even substandard units in the city center,
which has some of the oldest properties in the community. The target area also includes a mix of
commercial and residential properties, from single-family rentals to apartments above commercial
spaces, to larger multifamily stand-alone properties. The proposed rehab would enhance the rental
choices for all sizes of households in the area and support the community's efforts to make downtown a
more accessible and vibrant gathering place.
2. How do other community -development activities that are occurring work with this proposed activity?
In 2013, Hutchinson approved a robust and broadly -supported downtown development plan (Imagine
Hutchinson) which covers the target area identified for this project. Renter -occupied housing
improvements as proposed in this application are one piece of the puzzle. The City also approved a
rental ordinance in 2013, which would help to ensure better conditions in rental properties in the city over
time. Owner -occupied housing repairs are being completed with existing SCDP Program Income and the
MN Housing Rehabilitation Loan Program, and commercial rehabilitation and fagade improvement loans
are offered to downtown business and commercial property owners, street and pedestrian path
improvements are in planning, and the new Farmer's Market pavilion was recently completed at the old
Railroad Depot. The downtown improvements are also complemented by efforts to connect the business
district and surrounding neighborhood to the Crow River waterfront, with recreational pedestrian and
bicycle paths.
3. If the number of vacant rental units in the community is 10% or more, explain how rehabilitation is a sound
SCDP investment.
Not applicable. Rental vacancy rates are 2% in the community.
4. Provide target area narrative and map which shows substandard and standard rental units in target area.
The proposed target area includes downtown Hutchinson, adjacent areas with housing and
commercial uses, and a southern extension of Main Street to Oakland Avenue. The areas were selected
based on the preponderance of substandard units and interested property owners. A target area map is
included in Exhibit

ii. Describe the Impact of rental rehab in the community
1. Describe the community's recent history and experience under taking similar activities.
Hutchinson has been active in supporting continual renewal in all parts of the City, which contributes to
an atmosphere of progress for residents. The City's most recent SCDP grants (2010 and 2012) have
been focused on owner -occupied rehab in other parts of the city. Thirty-five (35) substandard
properties were improved, exceeding project goals. The last SCDP renter -occupied rehab program in
the proposed target area was in 1988. Targeted program in the city since that time have been funded
for new construction workforce housing, affordability gap financing for homebuyers, and owner -
occupied rehab. The EDA has also completed substantial numbers of commercial rehab loans and
has redeveloped several properties in the downtown area.

2. Describe the contracted administrator's recent history and experience undertaking similar activities
The Hutchinson HRA has over 25 years experience in administering property improvements in the
community. Since 1988, the City has successfully administered several SCDP grants which have been
targeted to high -need and high -impact areas. The HRA also administers other rehabilitation programs,
including: MN Housing Impact Fund, Rehab Loan Program, and Fix -up Fund/Community Fix Up Fund
loans; and MN Dept of Health Lead grants. In the past, the HRA has also worked with the Greater MN
Housing Fund on their Foreclosure Remediation and Rehabilitation fund programs and the workforce
housing BBN projects. In those programs, the HRA has compentently managed application
processing, marketing, inspections, reporting, environmental reviews, and other duties.
The Hutchinson HRA has administered several SCDP projects and other federally -funded construction
rehabilitation projects which required application of Davis Bacon requirements. HOME Rental Rehab
projects include Fremont Apartments, Valley View Apartments, Clinton House Apartments, and
Evergreen Apartments. The HRA also recently completed interior and exterior renovations of the Park
Towers highrise (101 -unit public housing project) and is now implementing a PNA plan for on-going
renovations on a yearly basis. HRA staff have managed all facets of administration, including
environmental reviews, scope development, inspection oversight, marketing, and application
processing. HRA staff regularly attend application and implementation meetings regarding SCDP and
other funding sources to stay current on regulations.
3. Are there and adequate number of lead certified contractors near the target area? Please elaborate.
The EPA database of Certified Renovation firms include 61 renovation, repair, and painting (RRP) firms
within 20 miles and 1,878 within 50 miles of Hutchinson.
4. Describe any other existing or expected area activities that may positively affect the viability of the proposed
project.
5. How many of the units with interested owners in the target area are in mixed use?(commercial with residential)

#5. Of the 88 units represented by interested property owners, 34 are located above commercial spaces
in the downtown area. Ten (10) of these are included in the duplex/2-unit category and 24 are included
in the multifamily/3+ unit category.

applicable.
Commercial rehab is not included as part of this grant proposal. However, Hutchinson EDA offers
several loan programs to rehabilitate commercial portions of downtown buildings, improve facades,
and replace awnings and signage. Owners interested in improving their commercial spaces will be
referred to those programs.
7. Of the property owners interested, how many could have a potential conflict of interest (employee, agent,
consultant, officer, elected or appointed official). For more information see A -Z Guide. If potential conflicts exist
please explain.
City staff have reviewed the list of owners and have identified no known or potential conflicts of interest.
a. In order to show interest, the application must provide acceptable documentation that there are a significant
amount of LMI households (rents and incomes) that are eligible for funding. This documentation could
include interest statements or a recently updated waiting list (attach). All interest documentation should
include documentation that property owners were informed of the following:
• That 51% or more of unit(s) are occupied by LMI households at affordable rents (see SCDP A -Z Guide —
"Federal Objective for Applicants" section);
• That they cannot increase rents for LMI tenants paying 30 % or more of their income for rent and tenant -
paid utilities for the term of the SCDP loan;
• That the Rehabilitation activity is not a remodeling program (handicap accessibility improvements are
permissible);

• The length and terms of the deferred SCDP loan and if applicable, SCDP installment loan terms;
• That Davis Bacon Wage Rates will apply when 8 or more units are rehabilitated on one site and this
requirement may cause the project to cost more;
• The maximum amount of the SCDP assistance;
• Example of affordability scenarios.
iii. Describe how the proposed activities will make Cost Effective use of grant funds including coordination with, and
use of, funds from other public and private sources
1. Provide evidence of leverage resources, including in-kind contributions or innovative cost saving measures
which include, but is not limited to, material donations, donated administrative costs, housing inspections, and
permit fees waived.
The City of Hutchinson is committing $195,000 to the proposed project from its Program Income and
Minnesota Investment Fund accounts. While the City is dedicating most of its current balance of Program
Income to owner -occupied rehabilitation projects, it has committed a portion -- $20,000 --- to the renter -
occupied rehab activity proposed in this application. The EDA has also committed to transfer $175,000 of
unobligated MIF dollars to SCDP for the purposes of this grant. Both funding sources will be spent down
prior to accessing new SCDP funds for the proposed projects. In this way, while the projected rehab cost
per unit is high, the average amount of SCDP funds per unit (over the term of the project) would be
reduced by a projected $5,571 ($4,930 rehab and $641 admin).
Multi -family properties eligible for RRDL have been referred to the program to seek additional sources
of funding for needed repairs. However, Southwest Minnesota Housing Partnership (the regional
administrator of RRDL funds) has advised the City that they do have a wait list for RRDL funds and
cannot commit funds to new applications received from the target area unless current RRDL projects do
not move forward, allowing obligated funds to be reallocated to new applicants.
2. Provide evidence that the cost of the proposed activities per benefiting household is reasonable.
Estimated costs for rehabilitation are based on identified rehabilitation needs in properties of
interested owners and verified by HRA staff experience with recent similar projects in/around the target area.
While the estimates are high, staff are familiar with the properties represented by the owners' interest
statements and believe the estimates of total costs and owner contributions are reasonable. Administration
expenses for the project are set at a reasonable level of 13%, based on Hutchinson's experience with other
similar projects, At 2% under the administration maximum for SCDP, this amounts to $500/unit savings on
single family projects receiving $24,999 compared to projects at 15%.
3. Describe how repayments, interest, and income received from the grant during the grant period and
following grant closeout will be used. All income generated by the grant, whether it be Program Income or not,
must be used for allowable activity that meets a Federal Objective
As the proposed renter -occupied program will provide 0% deferred forgivable loans, the City does not
anticipate receiving any substantial amount of income from the grant in the form of repayments. However, any
repayments due to noncompliance with the SCDP loan terms will be received into a restricted fund for future
activities that meet a Federal Objective. Hutchinson is experienced with managing SCDP Program Income and
local funds.

RESOLUTION NO. 14388
A RESOLUTION OF THE CITY OF HUTCHINSON
IN SUPPORT OF A SMALL CITIES DEVELOPMENT PROGRAM PROJECT
BE IT RESOLVED THAT THE City of Hutchinson will act as the legal sponsor for prof ect(s)
contained in the Minnesota Department of Employment and Economic Development Small Cities
Development Program application to be submitted on February 26, 2015, and that the Mayor and the
City Administrator are hereby authorized to apply to the Minnesota Department of Employment and
Economic Development for funding of this project on behalf of the City of Hutchinson.
BE IT FURTHER RESOLVED the City of Hutchinson has legal authority to apply for financial
assistance, and the institutional, managerial, and financial capacity to ensure adequate construction,
operation, maintenance and replacement of the proposed project for its design life.
BE IT FURTHER RESOLVED that the City of Hutchinson has not violated any Federal, State, or
local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other
unlawful or corrupt practice.
BE IT FURTHER RESOLVED that, contingent upon approval of the Small Cities Development
Program grant application, the City of Hutchinson approves commitment of $20,000 of SCDP
Program Income to foster rehabilitation of housing for low and moderate income residents in support
of the SCDP Rental Rehab Application.
BE IT FURTHER RESOLVED that, contingent upon approval of the Small Cities Development
Program grant application, the City of Hutchinson approves commitment of $175,000 from the
Hutchinson EDA Minnesota Investment Fund account in support of the SCDP Rental Rehab
Application.
BE IT FURTHER RESOLVED that upon approval of its application by the State, the City of
Hutchinson may enter into an agreement with the State of Minnesota, for the approved project(s), and
that the City of Hutchinson certifies that it will comply with all applicable laws and regulations as
stated in all contract agreements.
NOW THEREFORE BE IT RESOLVED that the Mayor and the City Administrator, or their
successors in office, are hereby authorized to execute such agreements and amendments thereto, as
are necessary to implement the prof ect(s) on behalf of the applicant.

The City of Hutchinson supports the Small Cities Development Program grant application and commits to using
Program Income to foster rehabilitation of housing for low and moderate income residents. As of September
30, 2014, the City has a Program income balance of $70,977.48. Contingent upon approval of the Small cities
Development Program grant application, the City of Hutchinson approves commitment of $20,000 of SCDP
Program Income to foster rehabilitation of rental housing in the downtown target area for low and moderate
income residents. The remainder of Program Income funds is being administered for low and moderate
income owner occupied rehab in the City of Hutchinson.
Contingent upon approval of the Small Cities Development Program grant application, the City of Hutchinson
also commits $175,000 from the Hutchinson EDA Minnesota Investment Fund account in support of the SCDP
Rental Rehab Application. The City understands that MIF funds retain their requirements as Federal funds and
will work with DEED staff to ensure that MIF and SCDP program requirements are met during the administration
of this proposed project.

MINUTES
Parks, Recreation & Community Education Advisory Board
December 1, 2014
Members present were Don DeMeyer, Tim Peterson, Marlys Hoeft, John Rodeberg and Elizabeth
Hanninen-Scharn. Also present were Dolf Moon, Mary Haugen and Karen McKay.
The meeting was called to order at 5:15 pm.
A motion was made by Tim Peterson and seconded by Don DeMeyer to approve the minutes dated
September 8, 2014. The board unanimously agreed.
OLD BUSINESS
Facilities Improvement Update: The board was brought up to date with the improvements made at
the Parks garage, the Civic Arena and the baseball field. The City of Hutchinson's Facilities
Improvement committee tours the various city -owned facilities annually and makes
recommendations for updates, replacements and improvements, etc.
Burich Arena: The refrigeration systems at the ice arenas have been replaced combining the two
systems into one. The new system is more energy efficient. A reduction in electrical costs has
already occurred.
Bicycle/Pedestrian Advisory Committee: Hutchinson has received the designation as a bike -
friendly community. The committee's goal is to educate the community on bicycle safety and
bicycle trails/routes throughout the city. A sub -committee will be working on a plan for "safe
routes to school" if grant money becomes available, the plan can be ready.
NEW BUSINESS
Fall Programs: Dolf distributed the fall program report with participation numbers. The numbers
were fairly consistent with past years.
Community Education Annual Report: Dolf distributed the Community Education annual report
which outlines participation numbers by age group and service category.
Pool Update: U.S. Aquatics, a consulting firm, provided the City with a report in June 2013
regarding the city pool. Mary Haugen presented a slide show of this report showing the various
options and costs that were provided for replacement of the pool. Also included were costs to repair
and update to code the existing pool. A cost/revenue analysis was provided in the report. Dolf will
meet with the new administrator early in January.
