July 13, 1964
A Regular Council Meeting was called to order by Mayor Rolfe in the
Council Chambers at the hour of 7:30 P.M.
Members present: Aldermen Hansen, Fitzloff, Johnson, Stearns, Attorney
Schantzen, Engineer Wilson, Ass1t Engineer Powers
Members absent: Treasurer Smith
Motion was made, seconded and carried to approve the minutes of the
Regular Meeting of June 22, 1964, and Special Meetings of June 26 and
June 29, 1964.
Motion was made, seconded and carried that the following bills be
allowed and paid out of the proper funds as follows with the exception
of Donnor Communications, Minneapolis, Minnesota, in the amount of
$8,795.70.

Mr. D. Whittet, real estate broker, was present to discuss if the City
of Hutchinson would be interested in buying two lots on 2nd Avenue S. W.
owned by Col. Harold Peterson. No action was taken.
Mayor Rolfe read a letter of resignation from Dr. C. G. ''Sheppard who had
been Health Officer for many years, and who is leaving Hutchinson. Dr.
Sheppard urged the need for a sanitary land fill system for the city dump
and a county health officer system.
Motion was made, seconded and carried to accept the resignation of Dr.
C. G. Sheppard as Health Officer and send a letter commending him for his
service to the city.
Motion was made, seconded and carried to appoint Dr. Dan Huebert as Health
Officer effective July 1, 1964.
Carl Hoeft, 945 -2nd Ave. S. W., was present in regard to a drainage problem
from 2nd Ave. across his property to the river. This was referred to
Engineer Wilson.
Al Patrias, 192 5th Ave. N. W., presented a petition signed by property
owners requesting a street light at Water Street and Fifth Ave. N. W.
Motion was made, seconded and carried to refer this petition to Engineer
Wilson.
Discussion of a proposed ordinance for the control of Dutch Elm disease.
This was referred to the Park Board for a recommendation.
Engineer Wilson informed the council the Earl Hansen plat had been filed.
Motion was made, seconded and carried to accept this plat and have a
hearing,before the Planning Commission on July 20, 1964, at 8:00 P.M.
Motion was made, seconded and carried to have City Attorney Schantzens
and Engineer Wilson attend the County Ditch #18 hearing on July 14 at
Glencoe. to pay the necessary fee of $5.00
Ray Ewald,916 Lewis Avenue, wresent in regard to building a garage on
his lot. He was instructed t -g - -a- -$-5--and present his
application to the Planning Commission.
Discussion of 1964 street improvement project.
Thereupon: Alderman Johnson introduced the following resolution and moved
its adoption:
RESOLUTION NO. 2312
RESOLUTION ORDERING PREPARATION OF REPORT ON IMPROVEMENT
WHEREAS, it is proposed to improve the hereinafter described area by the
installation of Storm Sewer Trunk Lines and Storm Sewer Lateral Lines,
and to assess the benefited property for all or a portion of the cost of
the improvement, pursuant to Minnesota Stats., Sec. 429.011 to 429.111
(Laws 1953, Ch. 398, as amended.)
The area proposed to be improved includes each assessable lot, piece, or
parcel of land benefited by said improvement and situated within the area
described as follows:
Beginning at the southwest corner of Oak Park 2nd Addition to the
City of Hutchinson; thence southwesterly across Lot 16 and Lot 18
of auditor's plat of Section 7-116-29 approximately 700 feet, said
point being 300 feet south and 600 feet west of the point of begin-
ning; thence northwesterly across said lot 18 1000 feet to a point
on the north line of said lot 18, said point lying 900 feet west of
the N, E. corner of said lot 18; thence northwesterly across lot 17, of
said point lying westerly 1200 feet from the N. E. corner of said
17;, thence easterly on the north line of said lot 17 approximately
500 feet; thence northerly across lot 21 and lot 20 of the auditor's
plat of the S 1/2 Sec. 6-116-29 to the north line of said lot 20;
thence east along the north line of said lot 20 approximately 400
feet to the N.E. corner of said lot 20; thence easterly across lot 14
of said auditor's plat of S 1/2 Sec. 6 to the east line of said lot

The area proposed to be assessed for such improvement is the property
lying within said district. The estimated cost of such improvement
is $42,000.00. Such persons as desire to be heard with reference
to the proposed improvement will be heard at this meeting.

That the proposed improvement be referred to Engineer Charles Wilson for
study and that he is instructed to report to the Council with all con-
venient speed advising the Council in a preliminary way as to whether
the proposed improvement is feasible and as to whether it should best be made
as proposed or in connection with some other improvement, and the estimated
cost of the improvement as recommended.

southeasterly across lot 7 and lot 6 of said Stucke's Addition to the
S. E. corner of said lot 6, also being on the west line of Lake Street
in the City of Hutchinson; thence south along the west line of Lake
Street 200 feet; thence west on a line parallel and 50 feet south of
the south line of Larson's Subdivision in the City of Hutchinson
approximately 400 feet; thence south on a line parallel with the west
line of Lake Street approximately 780 feet to a point 50 feet N. of
the northline of Roberts Road in the City of Hutchinson; thence west
on a line parallel with the N. line of said Roberts Road 150 feet;
thence northwesterly to the S.W. corner of Blk. 4 of Larson's Subdi-
vision; thence north along west line of Larson Subdivision to the N.
line of Lewis Avenue; thence east along said north line of Lewis
Avenue 360 feet; thence north 100 feet; thence east on a line parallel

The area proposed to be assessed for such improvement is the property
lying within said district. The estimated cost of such improvement is
$8,500.00. Such persons as desire to be heard with reference to the

speed advising the Council in areliminary way as to whether the

RESOLUTION RECEIVING REPORT AND CALLING HEARING ON IMPROVEMENT
WHEREAS, pursuant to Resolution No. 2312 of the City Council adopted
July,13, 1964, a report has been prepared by the City Engineer with
reference to the improvement of the Oak Park Storm Sewer District and
this report was received by the City Countil on July 13, 1964,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUTCHINSON, MINN:
I. The City Council will consider the improvement of such street
in accordance with the report and the assessment of abutting property
for all or a portion of the cost of the improvement pursuant to Minne-
sota Statutes, Sec. 429.011 to 429.111 (Laws 1953, Ch. 398, as amended)
at an estimated total cost of the improvement of $42,000.00.
2. A public hearing shall be held on such proposed improvement on
the 27th day of July, 1964, in the council chambers of the city hall
at 8:00 P.M., and the City Clerk shall give publishEd notice of such
hearing and improvement as required by-law.

WHEREAS, pursuant to Resolution No. 2313 of the City Council adopted
July 13, 1964, a report has been prepared by the City Engineer with
reference to the improvement of Lewis Avenue Storm Sewer District and
this report was received by the City Council on July 13, 1964.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUTCHINSON, MINN:

1. The City Council will consider the improvement of such street
in accordance with the report and the assessment of abutting property
for all or a portion of the cost of the improvement pursuant to Minne-

Alderman Johnson introduced the following resolution and moved its
adoption:
RESOLUTION NO. 2316
RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND
ORDERING ADVERTISEMENT FOR BIDS
WHEREAS, pursuant to a resolution passed by the council on July 13,
19'64, the city engineer has prepared plans and specifications for the
14-2 Street Construction Project, Oak Park Storm Sewer Project, and the
Lewis Avenue Storm Sewer Project, by the construction of stibbase, base,
curb and gutter, bituminous mat, and storm sewer, and has presented such
plans and specifications to the council for approval:
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUTCHINSON, MINN:
1. Such plans and specifications, a copy of which are attached
hereto and made a part hereof, are hereby approved.
2. The city clerk shall prepare and cause to be inserted in the
official paper, an advertisement for bids ,upon the making of such
improvement under such approved plans and specifications. The adver-
tisement shall be published for 10 days, shall specify the,work to be
done, shall state that bids will be opened and considered by the council
at 7:00 P.M. on August 3, 1964, in the council chambers of the city hall,
and that no bids will be considered unlesssealed and filed with the
clerk and accompanied by a cash deposit, cashier's check, bid bond or
certified check payable to the clerk for 10 per cent of the amount of such
bid.

Building inspector Carlson, Electrical inspector Young and Plumbing
inspector Rippe were present to discuss mutual problems and procedures
on inspections. It was decided to furnish stickers for the inspectors
to show that the necessary inspections had been made.
It was also suggested that each person applying for a permit be given an
instruction sheet. The owners or contractors also should notify the
inspectors when various inspections should be made.
Theophilt Grunewald and Harold Rusch presented a petition asking for more
street lights on Highway #7 from Main St. to the east city limits.
Engineer Wilson reported to the council he felt there was sufficient
light for vehicular traffic. If pedestrian traffic increases it might
be necessary to have a sidewalk on one side of the highway.
Engineer Wilson recommended installation of a Mercury Vapor light to
replace the present light at Prospect St.
Engineer Wilson gave a report on the Park.Board garage and maintenance
building. Motion was made, seconded and carried to recommend the Park
Board consider the cost of steel construction as well as revised cost
of concrete construction.
Mr. George Niebler was present to protest the zoning ordinance provision
prohibiting slaughtering in his building if he sells it. He informed the
council this prevented his selling his building. He also felt tle taxes
were too high. He was told this matter would be investigated.
Engineer Wilson reported on the petition for lig4VS,; on South Jorgenson
St. He recommended 3 lights after the street is improved.

Discussion on lights on school road burning all night.
Engineer Wilson was asked to check and report at the next council meeting.
Mayor Rolfe read a letter from Governor Rolvaag commending the city of
Hutchinson for pedestrian safety. An award will be presented at a later
date.
The city clerk noted a receipt for a cheek for $652.01 as the city's
share (30%) of personal property taxes collected on mobile homes within
the city. This new law went into effect this year.
Motion was made, seconded and carried to adjourn at 11:30 P.M.

HUTCHINSON PLANNING COMMISSION
MINUTES July 20, 1964
The regular monthly meeting of the Hutchinson Planning Commission
was held in the Council Rooms of the City Hall on Monday, July 20, 1964,
at 7:30 P.M. Present were Members Pres. Charles Carlson, Harry Hanson,
Floyd Hoel, Clinton Tracy, Dr. Thompson. Absent were Dr. Schafer and
Lloyd Torgrimson. Also present were Engineers Chuck Wilson and Jack
Powers.
Minutes of the previous meeting were read and approved with the
following correction: Paragraph 7 to read QPishney Lanett rather than
"Pishney Avenue."
Larson subdivision. It was reported that Mr. and Mrs. Larson have no
desire to continue with their plat this time.
Appointment of Mrs. Monge. Motion was made and seconded that Mrs.
Kenneth Monge be hired at a salary of $10 per month to take the minutes
of the meetings and do other clerical work of the commission, and that
she be authorized to expend necessary funds to carry out this work.
Motion carried.
Capitol Improvement Program. Work has not been completed; a report will
be submitted at the next meeting.
Applications for Special Permits. The applications for special land
use permits of Mrs. LeRoy Houck and Mr. Ray Ewald were presented. Action
was tablaluntil after the hearing on Hansen's subdivision.
8:05 P.M. Hearing on Preliminary Plat of Hansen's subdivision.
The chairman called the publie hearing on the advisability of platting
Hansen's subdivision, part of lot 90, Lynn Addition, City of Hutchinson,
McLeod County, Minn., located south of Linden Ave. and east of Dale St.
Mr. Ed Duesterhoeft, representing Lynn Twp., asked if additional property
is being annexed? Answer - no.
Mr. and Mrs. Ken Farley asked if there would be any change in Dale Street
as it now exists, and also asked several other questions relative to their
property adjoining Hansen's subdivision.
Mr. Kenneth Zajieek, of Southview subdivision, asked several questions on
connecting sewer and water connections to Southview subdivision, sharing
of cost of same, lift stations, etc.
Engineer Charles Wilson presented a report from the engineers office,
copy attached.

After discussion, motion was made/and seconded/that the preliminary plat
of Hansen's subdivision be denied because it doesnot comply with the City
ordinance covering half streets., with the recommendation that a revised
plat be filed with the changes as suggested by the City Engineer. Motion

Motion made by Mr. Hanson, seconded by Mr. Tracy, that the
Planning Commission recommends to the C=ity Council that this
permit be approved. Motion carried.

To build a double garage and breezeway.
Motion made by Dr. Thompson, seconded by Mr. Hoel, that the
Planning Commission recommends to the City Council that this
permit be denied on the grounds that it conflicts with City
Ordinance No. 245, -Zee. 4-E (page 7.) Motion carried.

HANSEN'S SOUTH SUBDIVISION
Engineer's Report
July 20, 1964
A Review of the subject plat has been made by this office as required
by Ordinance No. 235, and the following recommendations are submitted:
A. Water mains and sanitary sewer.
There appears to be, a six-foot error in the grade of existing
sanitary sewer in Sbuthview subdivision. This should be checked
by the subdivider's surveyor. If this error is as suspected,
the plat can be served by the lift station in Southview. The cost
of serving the plat would then be about $37,000. These costs are
somewhat higher than normal due to water and sewer serving only
one side of the street on the north and south ends of the plat.
If the sanitary sewer grade is correct on the plat, a large
amount of fill or a lift station would be necessary. The lift
station would probably cost an additional $15,000.
B. Street grades and storm sewer.
Because this plat is quite low, street grades will be adjusted
up and down to minimize fill on the lots. Therefore, an extensive
storm sewer system will be required. Determination of street
grades will be dependent upon the sanitary sewer grades. The storm
sewer should either be constructed as part of the entire southwest storm
sewer system, or constructed separately and a drainage basin excavated
on the park land. On the basis of previous drainage systems, it is
anticipated that the cost would be approximately 1-1/2� per square
foot, or $11,000.
C. Street layout.
It is recommended that the east -west streets be numbered. The
present hodge-podge should not be expanded. Because the first street
east of Dale Street in the Southview plat is named Southview, it is
suggested that this name be used rather than Dallas Drive.
The subdivision ordinance expressly prohibits half streets. The in-
ability to improve the street shows the reason for this requirement.
It is, therefore, suggested that the street on the southwest corner
of the plat be moved west. This will also provide better lot sizes
in the future.

EQD4 F"; Muy. Eml Ftzloff, and 40' poles for a new lighted Softball Field. Also in checking
with' 32r.-F'is-ciier of REA, Glencoe it was learned that they would assist in setting the poles
at a nominal fee. Poles were approx- $109.00 for 60' and $50.00 for 40' -- It was po"ted
out that the cost of poles and setting would be ai) rox- $800.00.
Rollie Jensen then reported for the Church and City Leagues regarding the cost of refelei-
tures and wiring. Certian specifications on -the diagram,provided by Hurt from Giant Mfg.
would not meet the wiring limitations in Hutchinson and a heavier wire was required for
the type of field considered. Jensen mentioned that the reflectors would cost approx-
0875 and that the wiring for the entire field and labor would amount to $1420. Some
discussion followed regarding the additional cost involved which was more than the $2500.
we had originally considered. Feeldngs were expressed with a tone that we did want a
permanent installation and something which we felt was adequate for future use.
A motion by Altmeyer that we purchase poles from REA and assume the cost of setting same.
Seeond by Broderius and carried. After some discussion it was agreed that Rec. could help
carry their load of this project if they would purchase the reflectors and let the Church
and City Leagues take care of the installation and wiring.
Motion by Fitzloff , second by Altmeyer that we purchase the reflectors and bulbs- carried.
It was further agreed that Rollie Jehsen work with the City and Church Leagues in arranging
to have the wiring done and the installation of the reflectors.
Hurt reported that he had attended the Red Cross Metting in Glencoe and that a check to
help support the local Water Safety Program hadbeen received for deposit in the 358 Fund
for the program at the High School tool. He reported on several injuries at the Millkond
and at the Pool. He pointed out that he had directed all Guards and Instructors to be
very concerned about any injury and that they must consider all injuries of a serious
nature until recognized as less serious. A system of removing all youth from the Pool
and MillPond was set up so that t'.is would be part',of the daily program of swimming.
A meeting was held bf all swim personnel for the purpose of discussing ways to improve
supervision and instruction this followed the first swim lesson session so that guards
woudl be concerned about the new swimmers- especially at the Mill Pond.
Hurt also reported on those who had been suspended from swimming at the Mill 1-ond- several
boys had been smokiOg at the area- and were restricted until they came to see Hurt with
one or both of their parents. A second episode found boys selling cigatettes for $1.00
per pack. Hurt had made arrangements to have these boys report to the police station
so that this problem could be discussed in the proper mariner. Another incident found
older boys swimming after hours cuttinL, the ropes and hanging the bench from the top
board. A newrppe is to be purchased and the parents are to report with the boys before
they return to the Swim Area.
eported that arrangements are now being made for the Baseball 'toys to attend a knothole
game with the Optimist members to serve as chaperonnes.
All activities at the playground are well attended and well organized with several new
additions as a result of the girls attending the Spring Workshop. Their FLOAT for the
parade was excellent and they handled the youth very well in getting participants.

Don Lewis of the U of Minn was holding a Tennis Clinic at the Court Area- attendance
by youth was adequate but few adults reported.
urt reported that the new cyclone fence for the north Tennis backstop had been installed
as well as the fencin& on the backstop to the east of the Tennis Court area for a second
softball field at the playground. Also, the postsfor the Fence along the service road
had been installed and set in concrete. The park Brew will hang the wire after Harry Otto
fills in a space between the courts and this fence with gravel and black stop.- This will
then complete the fencing at the playground. A base for a Tbther bill game was also
installed adjacent -to the Rec. building.
Some consideration was given to the development of a second field at the river area
just south of the present field which is being lighted.
Hurt reported that registration shown by the Supervisor of the Swim Program is up over
last year and that this program has been very well accepted by the citizens- including
the adults with four classes for the first two sessions.
It was reported that all additional playground equipment is being placed at the river
• park area for painting and that Fred Roberts will try to work this into his fall schedule
for installation. without any definite place for storage of materials, etc.- it has bee n
difficult to get this taken care of properly.
Motion by Altmeyer second by Popp to pay all bills- motion carried. The bills included
wages for all workers thru the sLunmer program to August 14th.
Hurt reported that all storm damage billshad been submitted to the Ins. Co.
The August meeting would be held so that the final reports of all the various activities
could be reviewed.
Hurt reported that temporary arrangements had been made for a booth at the McLeod County
Fair for Recreation- and that he intended to set up pictures and publicity on the program
as well as show the movies of the program in action. This would help make the citizens
corsious of the program so that they would help in getting their children to participate.
