"� 1. Mill Levy - The Council should bear -in -mind that the 1964
Mi11 Levy must be established by October 10, 1964. Any
deficiencies noted in establishing the budget this last
spring should be noted and considered for this next Mill Levy.
-12. Water and Sewer Rate Study - A study was presented to the
Council in February 1964. The Council may wish to review
this study and take action on it at this time. All ordiiaances
regarding water and sewer charges_ should be reviewed and
updated.

2. Lewis Avenue --If the Project proceeds, a "Resolution ordering
installation of branch Sewer and Water pipes in advance of

August 10, 1964
A REgular Council Meeting was called to order by Mayor Rolfe in the
Council Chambers at the hour of 7:30 P.M. Invocation by Rev. Travaille
Members present: Aldermen Hanson, Fitzloff, Johnson, Stearns, Atty
Schantzen, Engineer Wilson, Treasurer Smith

Motion was made, seconded and carried to approve the minutes of the
Regular Meeting of July 27 and Special Meeting of July 30, 1964.

Motion was made, seconded and carried to hire Roger Telecky as a full
time employee for the Street Department as of August 1, 1964.
Ray Plath and a delegation from the Hutchinson Fire Department were
present to ask the council to establish a lz mill tax levy to set up
a sinking fund for the purchase of new fire trucks and equipment. This
request was taken under advisement.
A petition was presented, signed by eleven property owners on Jorgenson
Street in Oak Park First Addition in opposition to proceeding with the
entire Project 14-2. They requested only storm sewer installation this
year and to delete street construction and curb and gutter
from the project.
Discussion on Project 14-2 improvements.
Alderman Johnson made a motion to reject all bids unopened, based on the
petition presented by property owners on Jorgenson Street, Oak Park Addition.
Alderman Hanson seconded the motion of Alderman Johnson, and upon vote taken
carried by unanimous vote.
Mayor Rolfe called for bids for the Park Board Garage & Maintenance
Building - Publication No. 894.

Alderman Hanson made a m9otion to accept the bid of Mattson Building &
Supply Co., Inc. Cokato, Minnesota, as low bidder for the Park Board
Garage & Maintenance Building.
Alderman Johnson seconded the motion, and upon vote being taken, carried.
Mr. Carl Bergmann was present to report damage to his field MMXXK
at oining the dump. He was told to present his claim in writing
Motion was made, seconded and carried to accept the Auditors Report,
with the recommendations to be worked out.
Elmer Merickel was present in regard to cutting down the street level
before houses are built. It would make his lots too high for his
building permits for South Jorgenson Street.
y. This was referred to Engineer Wilson, Alderman Fitzloff and Elmer
Merickel for further discussion.
;. Motion was made, seconded and carried to transfer $7,000.00 from the
Liquor Fund to the General Fund retroactive to July 27, 1964.
Motion was made, seconded and carried that the following locations be
designated as polling places and the following named persons be appointed
as Judges of Election respectfully at the State Primary Election to be
held Tuesday September 8, 1964; polls to be open from 7:00 A.M. to
8:00 P.M., and the General Election to be held on Tuesday November 3, 1964
polls to be open from 7:00 A.M. to 8:00 P.M.

Motion was made, seconded and carried to accept the recommendations of
the Planning Commission to approve the building permit of Goebel Fixture
Company preselqted at the last council meeting.
Motion was made, seconded and carried to accept the Petition & Waiver of
Hearing of West Central Realty Corporation - Walter Olson - Presidents as
follows:
Comes' now West Central Realty Corporation, Walter Olson - President,
and represent that they are the owners of certain lands situated in the
City of Hutchinson, McLeod County, Minnesota, more particularly described
as follows:
Lot 10 - 11 Oak Park Addition
and, pursuant to the provisions of Chapter 429 Minnesota Statutes, waive
notice of hearing and notice of assessment proceeding for certain public
improvements consisting of Sanitary Sewer - Water Laterals and petitions
that the City of Hutchinson construct said improvements as soon as con-
venient by contract or by including the same as additions to contracts
already had.
Dated, signed and notarized this 29th day of July, 1964.
Engineer Wilson presented Change Order No, 1 for Project 14-1 Sanitary
Sewer & Water Project, Juul Contracting Co. in the amount of $2819.95
to be added to the present contract.
Alderman Stearns made a motian to accept this change order.
Alderman Hanson seconded the motion of Alderman Stearns and upon vote
being taken, carried.
Aldrman Stearns introduced the following resolution and moved its
adoption:
RESOLUTION NO. 2322
RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND
ORDERING ADVERTISMENT FOR BIDS
PROJECT 14-2 (REVISED)
WHEREAS, pursuant to a resolution passed by the council on July 13,
1964, the City Engineer has prepared plans and specifications for the
revised 14-2 Street Construction Project, Oak Park Storm Sewer
Project, and the Lewis Avenue Storm Sewer Project, by the construction
of subbase, base curb and gutter, bituminous mat, and storm sewer, and
has presented such plans and specifications to the council for approval.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUTCHINSON, MINN:
1. Such plans and specifications, a copy of which are attached hereto
and made a part hereof, are hereby approved.

alvertisement shall be published for 10 days, shall specify the

Chambers of the City Hall, and that no bids will be considered unless
s°aled and filed with the clerk and accompanied by a cash deposit,
cashier's check or certified check payable to the clerk for 10per
cent of the amount of such bid.
3. Plans and Specifications and Proposal Forms are on file and
are available from the Office of the City Clerk, 37 Washington Ave W,
Hutchinson, Minn., upon deposit of $25.00. The full amount of this
deposit will be refunded upon the return of the Plans and Specifications
in good condition within seven (7) days after the date of bid openeing.
Alderman Johnson seconded the motion to adopt said resolution and upon
vote being taken, the following voted in favor of said Resolution No. 2322:

Hurt mad^ a temporary report on the Swim Program at the pool. He pointed
out that this is a se1.f supporting activity and that it has grown in size
with 503 receiiaing instruction compared to 460 last year. Receipts are
also up on Recreation Srimmin- with the Hill bond closed for the last week
of the eight week session. He pointed out that a,•proximatel.y $950,00'
r will be available to turn over to the school district for the use of the
pool. This is a7_.proximately $250 more than last year. he also reported
that he had made arrangements to have the janitors at school pospone
their cleaning of the pool so that an additional week of recreation could
be offered for the Hutchinson Youth at thepool during this week. Thank you
notes will be sent to those who made this possible.
It was pointed out that several had wondered why we were not doing something
about neighbor hood playgrounds. Recommendations had been made for land
proervement for darks and playgrounds- It was understood that thewwas
q fund for this purpose but the amount was not available at the tire.
It was suggested that the rlaygvound Sub- committe follow up on the
original suggestions and recommendations made to the council after the
Plannin; Commission had made their sig-esti.on to carry out the request
in IM Hutchinson area. It was agreed that this committee meet to discuss
the possibility of e.rrecting some of the playground equipment we now have
available.
Hurt reported that there will be a Football Clinic on Auq;ast 21st. Friday
with Wilson Sporting Goods and Wilson Yevts as sponsors thru the C and C.
T,,e Summer Prog.am ends August 14th. With the regular fall activities
planned.
hurt reported that he had purchased the poles from REA and the fixtures
for the New Softball field Steiners. As soon as the fixtures are mounted
and some wiring; completed he will cowrlete his assignment in getting the
set by using the services of the REA from Glencoe. =loth the ChrrclA and City
Leagues are supporting this promotion very well and the Field shoe be
o_)eratine late this fall.
It was also pointed out tl.,%t we shall try to have a recreation boom in
conjunction with the safety booth -tt the McLeod County Fair. Also Hurt
mentioned that he had made all the necessary arran Tr.,nts for the FREE TEEV
