August 24, 1964
A Regular Council Meeting was called to order by Mayor Rolfe in the
Council Chambers at the hour of 7:30 P.M. Invocation by Rev. Goggin.
Members present: Aldermen Hanson, Fitzloff, Johnson; Atty. Schantzen,
Engineer Wilson, AssTt. Engineer Powers, Treas. Smith

Motion was made, seconded and carried to approve the minutes of the
Regular Meeting of August 10, 1964.
Motion was made, seconded and carried that the following bills be

Mr. Carl Bergman's letter regarding damage to his field adjoinging
the dump was presented and referred to Insurance Co.
Motion was made, seconded and carried to approve five additional judges
for each precinct to count votes after the polls close for the Primary
and General NOo moi" election.
Discussion of water and sewer rates. Referred to the City Attorney to
draw up a new Ordinance on water and sewer rates. An increase of 14%
to be put in a sinking fund for JQ& a new Sewage Disposal Plant.
Mayor Rolfe called for bids Publication No. 895 Project 14-2 (Revised)

These bids were referred to the Asstt Engineer to checkamg extensions.
Engineer Wilson made a report on trailer inspections, made by Chief of
Police Broderius and Engineer Wilson.
Attorney Schantzen was instructed to inform the following trailer owners
that therx trailers do not conform to the trailer ordinance and cannot be
granted permits:

Mr. Charles H. Schmidt - 552 Hassan St South
Motion was made, seconded and carried to grant a trailer permit to Robert
Moison for a period of one year.
Motion was made, seconded and carried to table& the bids for Project 14-2(Revise4)
until a report on the appraisal of the right of way on Lewis Ave is received.
Mr. H. Stillings of the Credit Bureau was present to discuss the proposed
Court of Comcilliation. He informed the council that this procedure was
not very satisfactory in collecting accounts turned in for collection.
Discussion of assessment hearing for Project 14-1.
Thereupon:
Alderman Johnson introduced the following resolution and moved its adoption:

RESOLUTION DECLARING COST TO BE ASSESSED AND ORDERING
PREPARATION OF PROPOSED ASSESSMENT
WHEREAS, a contract has been let for the improvement of the

expenses incurred or to be incurred in the making of said improvement
amount to $5,823.01, so that the total cost of the improvement will be
$64,053.11; and of this cost the city will pay $30,196.20 as its share

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUTCHINSON, MINNESOTA:
1. The cost of such improvement to be specially assessed is hereby
declared to be $14,093.24.
2. The City Clerk, with the assistance of the engineer shall forth-
with calculate the proper amount to be specially assessed for such improve-
ment against every assessable lot, piece or parcel of land within the district
affected, without regard to cash valuation, as provided by law, and he shall
file a copy of such proposed assessment in his office for public inspection.
3. The clerk shall, upon the completion of such proposed assessment,
notify the council thereof.
Alderman Fitzloff seconded the motion to adopt said resolution, and upon
vote being taken, the following voted in favor of Resolution No. 2323:

AND WHEREAS, the clerk has notified the council that such proposed
xxxexxmx assessment has been completed and filed in his office for public
inspection.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUTCHINSON,MINN:
1. A hearing shall be held on the 14th day of September, 1964 in the
City Hall at 8:30 P.M. to pass upon such proposed assessment and at such
time and place all persons owning property affected by such improvement will be
given an opportunity to be heard with refer"ce to such improvement.
2. The City Clerk is hereby directed to cause a notice of the hearing
on the proposed assessment to be published once in the official newspaper
at least two weeks prior to the hearing, and shall state in the notice the
total cost of the improvement.
Alderman Johnson seconded the motion to adopt said resolution, and upon
vote being taken, the following voted in favor of Resolution No. 2324:

Engineer Wilson reported that State and Federal government approval had
hemnreceived for Plans and Specifications for the Airport.
Alderman Hanson made a motion to call for bids for construction of the
Airport at 1:00 P.M. on Wednesday, September 9, 1964.
Alderman Johnson seconded the motion of Alderman Hanson, and upon vote
Ming taken, carried.
Discussion on suggested Ordinance to set up Airport Commission. No action taken.
Motion was made, seconded and carried to accept the following waiver of
hearing:
Lot 10, Nyberg's Fourth Addition
and pursuant to the provisions of Chapter 429 Minnesota Statutes, waive
notice of hearing of assessment proceeding for certain public improvements
consisting of curb and gutter and petitions that the City of Hutchinson
construct said improvements as soon as convenient by contract or by includ-
:ng the same as additions to contracts already had.

SPECIAL COUNCIL PROCEEDINGS
September 1, 1964
A Special Council Meeting was called to order in the Council Chambers at
the hour of 12:30 P.M.
Members present: Aldermen Hanson, Fitzloff, Johnson, Stearns,
Atty Schantzen, Engineer Wilson
Members absent: None
Discussion on the appraisal of the right of way on Lewis Ave.
Alderman Stearns made a motion to secure a deed for the required right
of way on Lewis Ave from Don Dobratz and Don Kost. THe cost of the
appraisal to be added to the project.
Alderman Fitzloff seconded the motion of Alderman Stearns and upon vote
being taken, carried.
Alderman Fitzloff introduced the following resolution and moved its adoption:
RESOLUTION NO. 2325
RESOLUTION ACCEPTING BID
WHEREAS, pursuant to an advertisement for bids for the improvement of
14-2 Street Construction Project (Revised) Oak Park Storm Sewer Project
and Lewis Ave Storm Sewer Project, by construction of subbase, base, curb KX
& gutter, bituminous mat.
Bids were received, opened and tabulated according to law, and the
following bids were received complying with the advertisement:

1. The mayor and clerk are hereby authorized and directed to enter
into a contract with Juul Contracting Co., Inc. of Hutchinson, Minn. in the
name of the City of Hutchinson for the improvement of 14-2 Street Construction
Project (Revised) Oak Park Storm Sewer Project and Lewis Ave Storm Sewer
Project by the construction of subbase, base, curb & gutter, bituminous mat
according to the plans and specifications therefore approved by the City
Council and on file in the office of the City Clerk.
2. The City Clerk is hereby authorized to return forthwith to all
bidders the deposits made with their bids, axcept that the deposits of the
successful bidder and the next lowest bidder shall be retained until a contract
has been signed.

Alderman Hanson introduced the following resolution and moveddd its
adoption:
RESOLUTION NO. 2325 Q--)
WHEREAS, the City of Hutchinson has made an application for Federal
funds from the United States of America for a project for development of
the Hutchinson Airport; and
WHEREAS, the United States of America has responded with an offer
of a grant to the City of Hutchinson for the development of said airport
in accordance with the terms and conditions of the GRANT AGREEMENT which
is enclosed herewith, marked Exhibit "A", composed of six pages, and made
a part hereof.
NOW THEREFORE, the City of Hutchinson does accept the offer by the
United States of America in accordance with the GRANT AGREEMENT attached
hereto, Marked Exhibit "A", composed of six pages, and made a part hereof.
The City Council of the City of Hutchinson does hereby authorize and direct the
Honorable Ford A. Rolfe, Jr., Mayor of the City of Hutchinson, to sign
said GRANT AGREEMENT on behalf of the City -of Hutchinson.

BE IT RESOLVED THAT:
For the purpose of carrying out the following project LANDING STRIP
CON:sTRUCTION FAAP 9-21-087-CSO1, the City of Hutchinson does hereby appoint
and designate the Commissioner of Aeronautics of the State of Minnesota, as
its agent, and authorizeShsm or his duly authorized representative:
1. To receive any moneys, either public or private, in behalf of the
municipalitgmmx, y, including money received from the State of Minnesota, or
from the federal government, and to deposit such moneys with the State
Treasurer.
2. To pay, to the municipality, any amount of such money received
as may become due under the municipality's contracts.

Dear Sir:
WO brave visited the pr*eisos and inspeated the spillway on the dots in
Mitchinsoen, Miannesotka, and have analyzed the facts to the blest of our ability.
Attoa4W please find a cross—section drawing an how we propose to deal with
conditions as we bove founds thaw. It is simple eanoyugh to stoop the leaking of
the water passing under the spillway and boiling out of the river bed below,
but beyond this we fool that the void under the spillway should also be tilled
with coaamt grout. The ammint of money which would have to be spent to do this
would be cansidesr*ble and the spillway would still remain very unsightly. It
does not reasonable to make, such on expenditure and leave the spillway
in this very poor condition.

spillway. We do net fool that you ere In any i 9ste great da"or of washing
out the spillway under the presont conditions, because are noticed no swirling of
water or Ovid*=* of on opening directly under this above—mentioned spillway.

the water is filtering quite rapidly. Only Unless great amounts of additional
water should quite suddenly appear would there be any immisdiate daeagter of this
