HUTCHINSON PLANNING COMMISSION
MINUTES
December 21, 1964
The regular monthly meeting of the Hutchinson Planning Commission was called
to order at 7:35 P.M. Monday, December 21, 1964, by Chairman Charles Carlson
in the Council Chambers at City Hall. Present were Charles Carlson, Harry
Hanson, Floyd Hoel, Dr. Curt Schafer, Clinton Tracy and Lloyd Torgrimson.
Absent was Dr. A. J. Thompson. Also prosent was Charles Wilson, City Engineer.
Minutes of the meeting of November 16, 1964, were read and approved.
Special Permit #363 - Sign at 40 Washington Ave. W. - Dr. G. J. Denno.
Motion was made by Clinton Tracy and seconded by Harry Hanson that the Planning
Commission recommends to the City Council that this permit be granted. Carried.
Request for Variance on Building Permit Application No. 361 - Franklin St.
Baptist Church - Franklin at 4th Ave. S. W. Present from the church congrega-
tion were Rev. Allen Travaille, Francis Rutz, Lucille Pishney, and Woodrow
Wright. Discussion. Motion was made by Harry Hanson, seconded by Floyd Hoal,
that the Planning Commission recommends to the City Council that this request
for variance in set -back requirements on building permit application No. 361
be granted on the following basis -
1. Plans as presented by the church members;
2. Proper drainage from the roof (not on sidewalks);
3. That the property corners be surveyed before an actual
building permit is applied for; -
and also recommends to the City Council that the evergreen trees on the corner
be removed for the sake of visibility. Motion carried.
Discussion on county ditch assessments on subdivisions now a part of the
City of Hutchinson. Floyd Hoel and Engineer Wilson were asked to investigate
and report back at the next meeting.
The Capital Improvements Committee was asked to present a report at the
January meeting.

Chief of Police Broderius was present to discuss the need for a
new p6lice radio. He was asked to get more information and report
at the next council meeting.
Mr. Tom Haarstad of Park -O -Meter Co. gave a report on a trade-in
program on the oldest parking meters still in use. Mayor Rolfe
asked Alderman Fitzloff and Police Chief Broderius to make a
survey of the meters and report at the next council meeting.
Alderman Hanson made a motion to purchase a new checkwriter less
trade-in on the old machine in the amount of $147.50.
Alderman Stearns seconded the motion of Alderman Hanson,, and upon
vote being taken, carried.
Mayor Rolfe opened hearing Publication No. 898 at 8:30 P.M.
No one appeared for the hearing.
Hearing closed.
Thereupon:
Alderman Fitzloff introduced the following resolution and moved its
adoption:
RESOLUTION NO. 2328
RESOLUTION ADOPTING ASSESSMENT
WHEREAS, pursuant to proper notice duly given as required by

the proposed assessment for the improvement of the following streets:

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUTCHINSON,
MINNESOTA:
1. Such proposed assessment, a copy of which is attached hereto
and made a part thereof, is hereby accepted and shall constitute the
special assessment against the lands named therein, and each tract of
land therein included is hereby found to be benefited by the proposed
$ improvement in the amount of the assessment levied
against it.
2. Such assessment shall be payable in equal annual installments
extending over a period of five (5) years, the first of the installments
to be payable on or before October 28, 1964 and shall bear interest
at the rate of 6% per cent per annum from the date of the adoption
of this assessment resolution. To the first installment shall be
added interest on the entire assessment from the date of this resolution
until January 1, 196,x'. To each subsequent installment when due
shall be added interest for one year on all unpaid installments.
3. The owner of any property so assessed may, at any time prior to
certification of the assessment to the county lauditor, pay the
whole of the assessment on such property,'with interest accrued to
the date of payment, to the City Treasurer, except that no interest }
shall be ch ' _ if the entire assessment is-'ftb�'
days from the adoption of this resolution; he may thereafter pay to the
county treasurer the installment and interest in process of collection
on the current tax list, and he may pay the remaining principal
balance of the assessment to the City Treasurer.
4. The clerk shall file the assessment rolls pertaining to this
assessment in his office and shall certify annuallly to the county
auditor on or before October 10 of each year the total amount of
installments and interest which are to become due in the following
year on the assessment on each parcel of land included in the
assessment roll.
Alderman Stearns seconded the motion to adopt said resolution, and
upon vote being taken, the following voted in favor of REsolution

Discussion on ordering in Branch Sewer & Water lines.
Thereupon:
Alderman Stearns introduced the following resolution and moved its
adoption:
RESOLUTION NO. 2329
RESOLUTION ORDERING INSTALLATION OF BRANCH
SEWER AND WATER PIPES IN ADVANCE OF STREET PAVING
WHEREAS, the council has resolved to proceed with the improvement
of Lewis Ave. between the West line of Lake St. and the west line of
Larson St by branch Sewer and Water lines, and has directed that
plans and specifications be prepared therefor,
AND WHEREAS, it is desirable that branch sewer and water pipes
be laid by the property owners from the main to the lot line so that
it will not be necessary to disturb the improved roadway after its
construction.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUTCHINSON,
MINNESOTA:
1. All owners of real property abutting on Lewis Ave. between
the west line of Laket:_Street and the west line of Larson Street,
sewer and water pipes to be laid from the mains in said street to the
property line of their property. One such branch shall be laid on
each platted lot. Such sewer and water pipes shall conform to s
specifications therefor approved by the council and on file in the
office of the City Clerk.
2. The clerk, by registered or certified mail, shall serve
each such property owner with a copy of this resolution and file
a proof of such service with a copy of this resolution in his office
as a part of the proceedings for this improvement.
3. If branch sewer and water pipes are not constructed by
September 16, 1964, the council shall have the pipes laid and
include$ the cost in the assessment against the property served
by the pipesfor the street improvement to which it is incident.
Alderman Fitzloff seconded the motion to adopt said resolution
and upon vote being taken, the following voted in favor of
Resolution No. 2329:

Engineer Wilson gave a report on the necessary repair of the dam.

Rufus Mikulecky, Citizens Insurance Agency was present to explain
the present city coverage Fire and Extended Coverage by five local
Insurance Agents with $100-deductable on each separate unit.
Gordon Bublitz Manager of Hutchinson Creamery Asstn. explained their
proposed extension to the Creamery.
EloirH amre, Secretary of the Chamber of Commerce was present to
inform the council a committee had been formed to submit an entry
for "ALL AMERICAN CITY" honors for the City of Hutchinson. Mr.
Hamre asked council approval to proceed with this project, which
he received.
Marvin Burghart was present to discuss his intention of purchasing
the north lots facing on Fifth Ave NW of Eben Dennis. He asked if
an exchange could be made with the city for the city owned lots on
Jamed St. N. No action taken.
Discussion on the Airport Commission.
Thereupon:
Alderman Johnson introduced Ordinance No. 264 and moved its first reading:
ORDINANCE -NO. 264
AN ORDINANCE ESTABLISHING THE AIRPORT COMMISSION
OF HUTCHINSON AND DEFINING ITS DUTIES
The City Council of the City of Hutchinson does ordain as
follows:
SECTIONII. AIRPORT COMMISSION ESTABLISHED. There is hereby
established a non -salaried Airport Commission. It shall be com-
posed of five (5) members, appointed by the Mayor with the appro-
val of the Council, from citizens of the City, interested in the
development and utilization of the municipal airport. The
chairman of this commission shall be elected by the members from
their membership. The first five commission members shall be
appointed for terms of one, two, three, four and five years
respectively: and thereafter, commission members shall be
appointed for a term of five years. A vacancy shall be filled
by the Mayor with the approval of the Council for the unexpired
term. The Mayor shall appoint one member of the City Council to
act as an ex -officio member of said commission.
SECTION II. MEETINGS AND REPORTS; The commission may make
and alter such -rules and regulations for its government and the
conduct of its business as is consistent with the laws relating
to cities of the fourth class, pursuant to which Hutchinson was
organized. It shall meet upon the call of its chairman or a
majority of its members and it sha;; keep an accutate record of

all its proceedings.
SECTION III. DUTIES: The commissson shall plan, promote
and encourage the development and utilization of the municipal
airport. It shall determine the general policies and provide
for the detailed administration, maintenance, operation, MR
management and control of said airport and all appurtenances
thereto. It shall advise the City Council on matters having to
do with acquisition of additional premises, any and all construction
and improvements thereon, and submit its proposed budget annually
before the budget meeting of the City Council. It shall also have
the further duty of consulting and cooperating with Federal, State
and other agencies dealing with aeronautics. It shall be the duty
of the commission to see that all fees and charges due and owing
the City of Hutchinson are properly collected. Said commission
may contract and purchase all necessary equipment, aparatus and supplies
for the operation of said airport provided, however, that any
single item of purchase of more than $1,000.00 shall be advertised
for public bid and shall be advertised at least once in a legal news-
paper located in the City of Hutchinson; and any single item of
purchase of more than $5,000.00 shall also be approved by the City Council.
SECTION IV. ADMINISTRATIVE CONTROL. Nothing in this ordinance
shall be construed as taking away from the City Council any of its
governmental powers which it does not have authority to delegate to
other agencies.
SECTION V. Any other ordinances, resolutions, etc., inconsistent
with this ordinance are hereby repealed.
SECTION VI. THis ordinance shall take effect and be in
F force from and after its passage and publication. ss

No. 3 WELL REPAIRS
September 28, 1964
The well located adjacent to the new filter plant started pumping sand,
indicating that work needed to be done in the area of the screen. Because
water would not be filtered and removal of this well from our supply system
for an extended period of time would create a poor situation, Fredericksons•
were contacted and they agreed to do the necessary work. An agreement has
been submitted by lthem, which the Council should accept at this time.
Work to date has revealed that the well is in worse condition then was
suspected. The casing has holes in it which cause loss of water and efficiency.
The pump is damaged to the extent that replacement is no more expensive than
repair.
Three alternatives have been investigated for repairing the well.
One alternative would require placing a 10" liner pipe in the well, re-
placing the pump, column, and shaft, and repairs in the vicinity of the screen.
Costs for this would be about $900 labor and $4100 materials, for a total of
approximately $5,000. This work would extend the life of the well for a
period of 5 - 7 years.
A second alternative would be to replace the equipment listed above, place
a cement lining around the outside of the 10" pipe, remove the old screen, and
install a new screen. The cost for this work would be about $2,900 labor and
$7,800 parts for a total of $10,700. This would be the equivalent of a new
well and should extend the life of the well for a period of 20 - 25 years.
The third alternative would be drilling a new well which would cost approx-
imately $15,000 plus revisions in the piping.. This would have a life expectancy
of 20 - 25 years also.
It should be noted, that a well is a piece of equipment and as such, does
need repair work at intervals. It should be expected that repairs of $1,000
every five years and an additional $1,500 every 10 years will be required.

Motion to accept the bills read by Ella Popp, second by Youmans and
carried.
Hurt gave a report on the Summer Red Cross hater Safety Program and the
Recreation Swim Program which was held at the school pool. A typed report
was presented which had been prepared by the Swim Program supervisor.
Motion by Fitzloff, second by Youmans that the balance from this program -
amounting to $950.13 be submitted to the School Board along with copies
of the report for their consideration and approval. Motion carried.
Hurt reported on the summer Baseball Program using Mr. 011richs report.
He pointed out that the Candy Sales and Knothole game co-sponsored by
the Optimist Club had a net balance of $297.00 and that this had been
transferred to the Recreation Fund and ear marked for football equipment
to complete the project started in 1963. A letter of appreciation will
be sent to the Optimist from the Recreation Board.
A report on the Playground Activities was presented with reference to the
very fine scrapbook prepared by Karen Popp. hurt presented a Certificate
of Appreciation for Karen for her three years of service to the program.
Additional Certificates were presented to the Board for consideration.
One for Craig Altmeyer who had donated 25 hours of service to the program
assisting in the pool during the winter monthsand also fov helping Ivan
Hurt with the moving of recreation materials and equipment from the Rec.
Building to the storage room in the school and equipment from the storage
room to the Rec. Building for the fall and winter activities. A second
certificate was submitted for presentation to the Kiwanis Club in recognition
of their contribution towards providing recreation brochures for the youth
as well as telephone services at the Mill Pond.
Discussing the pnstallation of the new hydrant and water line thru the
building brought out the need for additional Skate tile. Motion by
Fitzloff, second by Popp and carried that we purchase the necessary tile
to cover the floor i.h the house for winter skating.
At 8 :30 P.M. trophies were presented by the board members to the winners
and runners up in the City Church League. St. Anastasia Champ Class A,
Runners up Peace Nol.2. -- Class B Champs- E.U.B. and Runners up- Peace No.1.
It was agreed that we purchase a fence for the west side of the courts and
that this group take care of installation for the 1965 season. Much dis-
cussion centered around providing water at this area. The group were in-
formed that this would be brought to the attention of the CITY COUNCIL
and Park Board with the hopes of getting something done in 19.It was agree4
that two additional courts should be provided to the east of the present area.

Hurt pointed out that he was invited to speak at the Kiwanis meeting
in September . He presented a map to the group which showdd the
present areas which are now designated as Parks and Playgrounds. He
mentioned that before he has shown pictures of the program in action
and pointed out how emphasis had been placed on improving the caliber
of the program as well as the amount of pabticipantion. In this area
it is felt that we have made growth. Emphasis should now be placed, on
playgrounds and equipment throughout the entire city. He intends to
show the location of playgrounds and parks as well as the number and
locations of proposed parks and playground areas for development.
Mr. Wilson was present to add comments and answer some questions which
concerned Hurt and others on the board relative to playground develop-
ment.
It wgs agreed that all equipment not yet errected should be gathered
and stored so that Fred Roberts could have his men check it over at their
convenience.
Hurt pointed out that Football was well on its way and that the PP&K
program would be on Oct. 10th - co sponsored byrlowman's.

Harry Harison stated that he would i:ike to annex. two
Lyndale Avenue and west of Merrill. Street, Mr. Hanson was r-cgae:ted to
cheek with the City Engineer on the feasibility of such a proposal.
Lloyd Torgrimson presented a report from the Capital Improvements
Committee (Lloyd Torgrimson, Harry Hanson, and Dr. Thompson) on a proposed
method of coordinating capital improvement plans by the City Council, school
district and Utilities Commission, with recommendations for procedures to
be used. The report will be presented to the City Council in written form
at a later date.
Motion was made by Lloyd Torgrimson, seconded by Dr. Thompson, that
the Planning Commission recommends to the City Council that a Revolving
Capital Improvement Fund be studied and established this year to enable
the Planning Commission to complete the Capital Improvement chart of in-
formation which they were instructed to prepare by Ordinance No. 208.
Motion carried.
Discussion was held on whether the Planning Commission should recommend
to the City Council that they investigate the possibility of obtaining
Federal funds (Conservation Department) for repair of the dam.
There being no further business, the meeting adjourned at 9;00 P.M.
