REGULAR COUNCIL PROCEEDINGS
November 23, 1964
A Regular Council meeting was called to order by Mayor Rolfe in the Council
Chambers at the hour of 7:30 P.M. Invocation by Rev. Wagner
Members present: Aldermen Hanson, Fitzloff, Johnson, Stearns, Engineer
Wilson, Treasurer Smith
Member absent: Attorney MU Schantzen
Motion was made, seconded and carried to approve the minutes of the Regular
meeting of November 9, and Special meeting of November 10, 1964.
Motion was made, seconded and carried that the following bills be allowed and

Alderman Johnson introduced Ordinance No. 266 for its third and
final reading.
ORDINANCE NO. 266
AN ORDINANCE ADOPTING ZONING REGULATIONS IN THE CITY OF HUTCHINSON,MINNESOTA
The City Council of the City of Hutchinson ordains as follows:
SECTION I. That Section 5-B (Map) of Ordinance No. 245 be amended so
that as amended the same shall show as follows:
The boundaries of these districts as shown on the map entitled "City
of Hutchinson Zoning Map", which map is hereby made a part of this
Ordinance, provided however,
(a) That Lots 5,9,10 & 11, Park Subdivision , according to the map or
plat thereof on file and of record in the Office of the Register of
Deeds in and for McLeod County, Minnesota, and the same is hereby
designated as and hereby made a part of that District, of said City
Zoning Map, constituting the 11B-3 General Business District".
Alderman Hanson seconded the motion of Alderman Johnson to introduce
Ordinance No. 266 for its third and final reading. Upon roll call, all
members present voted in favor Ordinance No. 266, and it was declared passed on
its third and final reading.
Alderman Hanson made a motion that the following delinquent assessments
as of November 23, 1964 be certified to the County Auditor for spreading
on the tax rolls, together with such interest and penalties as required
under Minnesota Statutes, Section 429.061 for the improvement of:

Alderman Fitzloff seconded the motion of Alderman Hanson, and upon
vote being taken, carried.
Discussion on bids for furnishings for Burns Manor Nursing Home.
The Nursing Home Board voted unanimously to recommend the following
to the City Council:
RESOLVED:
That the Nursing Home Board recommend to the City Council of the
City of Hutchinson, that the lowest bidder in each of the following
categories be awarded the furnishing contracts:
1. Group 1-----------------Lintex -- Furniture
2. Group 3-----------------Daytons -- Linens
3. Group 4-----------------Lintex -- Draperies & Tracks
4. Group 5 -----------------St. Cloud Rest. Supplies - Kitchen Equipment

The above is a true and correct excerpt from the minutes of the
meeting held, November 21, 1964. Signed Helga R. Nielsen, Secretary
of the Nursing Home Board.
Alderman Fitzloff made a motion to accept the recommendation of the
Nursing Home Board to award the bids for furnishings for Burns Manor
Nursing Home as recommended.
Alderman Stearns seconded the motion of Alderman Fitzloff and upon vote
being taken, carried.

RESOLUTION NO. 2334
RESOLUTION DECLARING COST TO BE ASSESSED AND ORDERING
PREPARATION OF PROPOSED ASSESSMENT
WHEREAS, a contract has been let for the improvement of Oak Park
Storm Sewer District
Beginning at the southwest cornd� of Oak Park 2nd Addition to the City
of Hutchinson; thence southwesterly across Lot 16 and Lot 18 of auditor's
plat of Section 7-116-29 approximately 700 feet, said point beginning
300 feet south and 600 feet west of the point of beginning; thence
northwesterly across said lot/91000 feet to a point on the north line
of said lot 18, said point lying 900 feet west of NE corner of said
lot 18; thence northwesterly across lot 17 of said auditor's plat of
section 7-116-29 to a point on the north line of siad lot 17, said point
lying westerly 1200 feet from the NE corner of said 17; thence easterly
on the north line of said lot 17 approximately 500 feet; thence northerly
across lot 21 and lot 20 of the auditor'splat of the S2 Sec. 6-116-29 to
the north line of said lot 20; thence east along the north line of said
lot 20 approximately 400 feet to the NE corner of said lot 20; thence easterly
across lot 14 of said auditor's plat of S 2 Sec. 6 to the east line of
said lot 14; thence south along said line of lot 14 700 feet to the
southeast corner of said lot 14; thence east along the south line of
Oakland Cemetery in the City of Hutchinson to the east line of said

By installation of storm sewer. The area proposed to be assessed
includes each assessable lot, piece, or parcel of land situated within
the area described and the contract price for such improvement is
$40,094.27, and the expenses incurred or to be incurred in the making
of said improvement amount to $4,409.43, so that the total cost of
the improvement will be $44,503.70; and of this cost the city will
pay $30,173.31 at this time..
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUTCHINSON,MINNESOTA:
1. The cost of such improvement to be specially assessed is
hereby declared to be $14,330.39 with the remainder to be assessed at
a future time.
2. The city clerk, with the assistance of the city engineer
shall forthwith calculate the proper amount to be specially assessed
for sych improvement against every assessable lot, piece or parcel
of land within the district affected, without regard to cash valuation,
as provided by law, and he shall file a copy of such proposed assessment
in his office for public inspection.
3. The clerk shall, upon the completion of such proposed
assessment, notify the council thereof.

RESOLUTION DECLARING COST TO BE ASSESSED AND ORDERING
PREPARATION OF PROPOSED ASSESSMENT
WHEREAS, a contract has beenlet for the improvement of Lewis Ave
Storm Sewer District by installation of storm sewer. The area proposed to be
assessed includes each assessable lot, piece, or parcel of land situated
within the area described as follows:
Beginning at the NW Corner of lot 9 Stucke's Addition to the Cit
of Hutchinson; thence south along the west line of Stucke's additio o the s w

Street approximately 780 feet to a point 50 feet N. of the north line of

with the N. line of said Roberts Road 150 feet; thence northwesterly to the
SW corner of Blk 4 of Larson's Subdivision; thence north along west
line of Larson Subdivision to the N. line of Lewis Avenue; thence east

and the contract price for such improvement is $8,673.89, and the
expenses incurred or to be incurred in the making of said improvement

be $9,941.28; and of this cost the city will pay $2,142.32 as its share
of the cost,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUTCHINSON,MINNESOTA:
1. The cost of such improvement to be specially assessed is hereby
declared to be $7,798.96.
2. The City Clerk, with the assistance of the City Engineer
shall forthwith calculate the proper amount,to be specially assessed
for such improvement against every assessable lot, piece or parcel of
land with the district affected, without regard to cash 'valuation, as
provided by law, and he shall file a copy of such proposed assessment
in his office for public inspection.
3. The clerk shall, upon the completion of such proposed assessment
notify the council thereof.

WHEREAS, a contract has been let for the improvement of the

$22,721.02; and of this cost the city will pay $5,081.06 .as its share
of the cost,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUTCHINSON,MINNESOTA:
1. The cost of such improvement to be specially assessed is
hereby declared to be $17,639.96.
2. The city clerk, with the assistance of the city engineer
shall forthwith calculate the proper amount to be specially assessed
for such improvement against every assessable lot, piece or parcel of
land within the district affected, without regard to cash valuation
as provided by law, and he shall file a copy of such proposed
assessment in his office for public inspection.
3. The clerk shall, upon the completion of such proposed
assessment, notify the council thereof.

Alderman Stearns introduced the following resolution and moved its

RESOLUTION DECLARING COST TO BE ASSESSED AND ORDERING
PREPARATION OF PROPOSED ASSESSMENT
WHEREAS, a contract has been let for the improvement of Lewis
Ave between the west line of Lake St and the east line of Larson St
by street surfacing and,

WHEREAS, it was deemed necessary to install water and sewer s�rs
to various parcels of land, said parcels were improved by the installation
of water and sewer service. The parcels so improved are
1. E 200' of Lot 4, Auditor's Plat NW -14, Sec.l, T 116 N, R 30 W.
2. W 100' of E 300' of Lot 4 Auditors Plat NW µ Sec.l, T 116 N, R 30 W.
and the contract price for such improvement is $1,o83.81, and the
expenses incurred or to be incurred in the making of said improvement
amount to $108.38, so that the total cost of the improvement will be
$1,192.19; and of this cost the city will pay none as its share of the
cost,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUTCHINSON,MINNESOTA:
1. The cost of such improvement to be specially assessed is
hereby declared to be $1,192.19.
2. The city clerk, with the assistance of the city engineer
shall forthwith calculate the proper amount to be specially assessed
for.'such improvement against every assessable lot, piece X% or

valuation, as provided by law, and he shall file a copy of such proposed
assessment in his office for public inspection.

the city clerk was directed to prepare a proposed assessment of the
cost of improving Oak Park Storm Sewer District by the installation
of storm sewer. The area proposed to be assessed includes each
assessable lot, piece, or parcel of land situated within the area
described as follows:

AND WHEREAS, the clerk has notified the council that such
proposed assessment has been completed and filed in his office for
public inspection.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUTCHINSON,MINNESOTA:
1. A hearing shall be held on the 14th day of December, 1964, in the
City Hall at 8:00 P.M. tp pass upon such proposed assessment and at
such time and place all persons owning property affected by such
improvement will be given an opportunity to'be heard with reference to such
assessment.
2. The city clerk is hereby directed to cause a notice of the
hearing on the proposed assessment to be published once in the
official newspaper at least two weeks prior to the hearing, and he
shall state in the notice the total cost of the improvement.

such improvement will be given an opportunity to be heard with
reference to such assessment.
2. The city clerk is hereby directed to cause a notice of the
hearing on the proposed assessment to be published once in the official
newspaper at least two weeks prior to the hearing, and he shall state
in the notice the total cost of the improvement.

State Aeronautics Commission for ans interest free loan funds to build
10 hangars at the new airport in 1967. No action taken.

SPECIAL COUNCIL PROCEEDINGS November 30, 1964
A Special Council Meeting was called to order in the Council Chambers
at the hour of 7:00 P.M.
Members present: Aldermen Hanson, Fitzloff, Johnson, Stearns,
Attorney Schantzen, Engineer Wilson, Treas Smith
Members absent: None
Alderman Hanson made a motion to correct the minutes of November 23,1964
m4rAxbe•s for the sale of Lots 9 & 10 Park Subdivision, in the amount of
$3,000.00. This sale to be made to Ten -Way Co. in place of Clifford L.
Betker, who submitted the bid for the purchase of these lots.
Alderman Fitzloff seconded the motion of Alderman Hanson, and upon vote,
being taken, carried.
Alderman Fitzloff made a motion to approve Estimate # 1 for the
construction of the Municipal Airport to Erickson Contracting Co. for
85% of the bill in the amount of $18,463.04.
Alderman Hanson seconded the motion of Alderman Fitzloff and upon vote
being taken, carried.

Troup #248 to display and sell Christmas trees on 2nd Ave SE from
December 1 to 25, 1964.
Dr. E. J. May, Don M. Peterson, Harold Juul and Don Coffer representing
Ten -Way Co. with Don Comer as spokesman were present to discuss the
sale of Lots 5,9 & 10 Park Subdivision. Mayor Rolfe informed the group
action had been completed to sell Lots 9 & 10 Park Subdivision for
$3,000.00. Mr. Comer said the firm would accept this offer, and a check
in the amount of $3,000.00 would be ready when the deed was delivered.
Discussion of Lot 5 for alley purposes.
Alderman Stearns made a motion when the city puts zinc alley in Park
Subdivision it should be so constructed that lots 9 & 10 would have
aecess to this alley.
Alderman Hanson seconded the motion oB Alderman Stearns and upon vote
being taken, carried.
Engineer Wilson was asked to prepare a drawing showing the proposed
location of the alley and division of Lot 5.
The council requested Engineer Wilson to contact property owners
adjacent to Lots 1 - 4 to see if they would be interested in the
purchase of the lots adjoining their property.
Engineer Wilson was also asked to discuss the division of Lot 5, and
easement for alley to Adams St. with Mr. Heidecker.
Motion was made, seconded and carried to adjourn at 8:10 P.M.

A SURVEY OF FRINGE..
BENEFITS AND SALARY CONSIDERATIONS
FOR
THE STREET DEPARTMENT
June 8, 1964
The Street Department is presently short one man capable of operating
a motor grader. Two weeks ago we advertised in the Hutchinson Leader, seeking
applications to fill the job. Several applications have been received.
Some of the applicants are operators, and some are not.
While the position is not generally one requiring great skill, some
experience in, and apptitude for, operating a motor grader .is desirable.
To date it seems that it will be difficult to secure a man with adequate
experience for this type of work.
To answer questions which the interviewees had regarding fringe benefits,
it was necessary to researeh this information. Sumbitted here is the
information found.

The work week has been a matter of contention with some employees
for several years. In addition, some of the fringe benefits are dependent
upon this. For monthly employees this is not much of a problem. But for
hourly employees it is. The work week varies for different employees,
depending upon the department, and the season. For instance, the one hourly
employee in the engineering has a 40 hour week, year around. In the Street
Department the summer work week is 50 hours, plus some overtime. For the
winter months it is 44 hours plus infrequent overtime.
The Park Department has used 50 hour and 40 hour work weeks.
The finding of the Adjustment Panel was, "The work day and week shall
remain the same, 50 hours per week." Also, overtime is to be paid at straight
time rate.

Resolution No. 1001allows 5 days per year with no pay for the first
two days. A doctor's certificate is required for sick leave. No sick
leave can be taken during the first year. The maximum accumulation is
15 days.
The Adjustment Panel recommended two weeks annually, with special
consideration to be given by the Council in individual cases, for longer
periods.
To implement this recommendation it is advisable to have the work
week defined and to accumulate the sick leave each month,
The Adjustment Board also decided that workman's compensation should
be assigned to the City to lengthen the employee's sick leave time.
No mention is made of maximum accumulation by the Adjustment Panel.
VACATION
Resolution No. 2205 allows one week after one year, two weeks after
two years, three weeks after 15 years, andcfouv:_=weeks alter 20 years.
Eligibility for three and four weeks comes on January 1, following completion
of 15 and 20 years.
The Adjustment Panel recommended that this schedule remain the same.
Here also, the work week should be defined, and after the one year,
vacation should accumulate each month.
HOLIDAYS
Apparently there is no resolution concerning this.
The recommendation of the Adjustment Panel was six major holidays with
compensation. If the major holiday falls on Sunday, the following Monday
shall be considered a holiday.
If it is necessary to work on a holiday, the employee shall choose
between straight time compensation and compensatory time off.
SENIORITY
"A policy of seniority shall be formulated that will give permanent
employees with longer periods of service an opportunity for promotion, and
also give all employees a feeling --of security. In the event of discharge,
the employee or his representative shall be entitled to a hearing before
the City Council." This is Item No. 6, agreed upon by the Adjustment Panel.
PAY SCHEDULES
If an employee works a 44 hour week for five months (Nov. - Mar.1 of
the year, how many hours must the employee work each week for the remainder
of the year to average a 50 hour week?
50 hr. per week = 2600 hr./yr.
2600 hr. - (22 wks. x 44 hr./wk.) = 1632 hr.
1.632 hr. s 30 wks. = 54-2 hr.
or 10 hrs. each week day and 42 hrs. on Saturday.
If a pay schedule is set up on the basis of a 9 hour day (50 hours
per week) what annual wage can an employee expect?

If a pay schedule is set up on the basis of a 10 hr. day (55 hours per

If an employee were to average a 55 hour work week, while working a
44 hour week in the winter months, how many hours must he work each week
during the remaining months?
55 hr. x 52 weeks = 2860 hr.
2860 hr. - (22 wks. x 41+ hr./wk.) = 1892. hr.
1892 hr. L 30 weeks = 63 2/3 hr.
or 12 hr. each week day and 4 hrs. on Saturday.
In securing a man capable to operating a motor grader the City is
competing with other Governmental units (cities, counties, state) and private
contractors. It seems that an annual wage of about $4,800 is necessary.
From the tabulations above, it can be seen that this is difficult to obtain.
At the present wage scale of $1.65 per hour how many hours are necessary
to pay this amount?
$4,800 $1.65 - 2909 hrs.
2909 hr. t 52 weeks = 56 hr. per week on a year -around basis.
If the same winter schedule is applied (44 hrs.) what summer schedule
is necessary?
2909 - (22 wks. x 44 hr./wk.) = 1941 hr.
1941 hr. t 30 wks. = 65 hr./wk.

CONCLUSIONS
It is obUious from this that some clarification is necessary.
The work week should be defined by Council action. This affects the
fringe benefits of vacation and sick leave, and the annual-,iage which an
employee receives.
The recommendations of the Adjustment Panel on sick leave require
action by the City Council. Also, the no pay for the first two days is
discriminatory against consciencious employees and has not been enforced.
Administration of sick leave and vacation accumulations can be done
without any Council action.
The holiday recommendation has been accepted but no regulatory resolutions
have been enacted.
Seniority has not been enacted by the Council either.
This report is written only because of the questions arising in
recruiting an employee for the Street Department, and because questions
have been asked by members of Lhe Council concerning these matters.
