1. Airport Hangars
The State of Minnesota loans funds for the construction of
hangar space. The loan is interest free, in an amount up to 80%
of the construction cost, and has no stipulation as to specific
type of construction. Repayment is over a period of 120 months. The
money comes from a revolving fund, which is committed to 1967.
The Airport Commission feels that a request should be made at this
time for funds to construct 10 spaces in 1967. A motion directing
the City Clerk to make this request would be necessary.

A Regular Council meeting was called to order by Mayor Rolfe in the
Council Chambers at the hour of 7:30 P.M. Invocation by Rev. Kottke
Members present: Aldermen Hanson, Fitzloff,Johnson,Stearns,

Members absent: None
Motion was made, seconded and carried to approve the minutes of the
Regular Meeting of Oer 23,1964 and Special Meeting of October 30,1964.

Chief of Police Broderius was present to discuss snow removal on sidewalks,
parking lots and cars parked on streets during snow removal. A proposed
ordinance was discussed and referred to Attorney Schantzen.
An application was received from R. W. Ellison, Contractor at the Citizens
Bank to erect a construction shelter and leave a two foot walkway next to
the parking meters around the Citizens Bank building for public use.
Alderman Johnson made a motion to grant permission to R. W. Ellison, Contractor
at the Citizens Bank, to erect a construction shelter and four (4) foot walk-
way next to the parking meters on Main Street in front of the construction area.
Alderman Stearns seconded the motion of Alderman Johnson, and upon vote being
taken, the following voted in favor of this motion:

Motion carried.
Mayor Rolfe briefed the council on his meeting with Lt. Hantge of the National
Guard. The Minnesota National Guard is again, interested in obtaining land for
a new Armory and Maintenance Building. This was feferfed to Attorney Schantzen to RM
check.
Mayor Rolfe opened hearing Publication # 908, Oak Park Storm Sewer District.
at 8:00 P.M.
Three property owners were present.
Engineer Wilson explained the cost of the project.
Hearing closed.
Motion was made, seconded and carried to approve a change order on Lewis Ave
in the amount of $266.60. Project 14-2 (Revised) miscellaneous items not
included in the contract.
Engineer Wilson gave a report on the petition for a street light at the
Seventh Day Adventist Church and recommended against installing a light at
this location.
The following petition for a street light was presented:
Hassan Street S & Oakland Ave.
Motion was made, seconded and carried to refer this petition to the engineer.
A petition for the vacation of Roe Avenue, signed by Mr. and Mrs. Herman
Larson was received and accepted. -

Alderman Fitzloff introduced the following resolution and moved its adoption:
RESOLUTION NO. 2342
VACATION OF A PORTION OF ROE AVENUE
WHEREAS, Come now your:- petitioners and state as follows:
1. That they are the owners in the fee of the following described
real Fxzpwdq4x estate located in said City of Hutchinson, County of McLeod,
Minnesota to wit: Blocks Three (3) and Four (4) oft/Larson�Subdivision",
according to the plat thereof on file and of record in the office of the
Registrar of Titles, McLeod County, Minnesota.
II. Your petitioners hereby petition you to vacate said portion of
said Roe Avenue located between said blocks 3 and 4.
III. Your petitioners hereby petition you to vacate said portion of
said Roe Avenue located between said blocks 3 and 4.
IV. The reasons for vacating said portion of said Roe Avenue are
that said portion of Roe Avenue is not necessary to be used by the public
and that your petitioners desire to subdivide into lots, portions of said
blocks 3 and 4 which includes said Roe Avenue.
V. Your petitioners are the sole owners of the lands adjacent to
to the said Roe Avenue hereby petitioned to be vacated.
WHEREFORE, your petitioners pray that you take such legal steps as are
necessary to carry out this petition.

Mayor Rolfe opened the hearing Publication # 907 Lewis Ave Storm Sewer District,
at 8:30 P.M.
Seven property owners were present.
Engineer Wilson gave a summary on project and costs. Questions were asked
concerning how many were included in the Vzn4mck drainage area, and number of
feet to be assessed.
Hearing closed.
Mayor Rolfeoopened hearing Publication No. 909 Street Improvement.
Two property owners were present.
Engineer Wilson gave a summary of the project and costs.
Questions were asked on the per foot cost and why costs were higher, if it was
because part of the Oak Park project was deleted.
Engineer Wilson explained prices were higher than in 1963.

Discussion of annexation of the Municipal Airport land, and two small parcels
of land owned by M. Altmeyer and June Otterness now surrounded by city owned
property. Storm Sewer assessments on kkaxa the Altmeyer and
Otterness property were deferred until this land is annexed.
Mayor Rolfe opened hearing Publication No. 910 installation of water and
sewer services.

Discussion of water and sewer line, and why the cost is so much.higher than
the estimate. Request to have this project changed to ten year spread
which was agreed on.

RESOLUTION NO. 2344
RESOLUTION ADOPTING ASSESSMENT
Project 14-2 (Revised) - Larson Street - Lewis Avenue Storm Sewer
WHEREAS, pursuant to proper notice duly given as required by law, the
Council has met and heard and passed upon all objections to the proposed
assessment for the improvement of Lewis Avenue Storm Sewer District -
Beginning at the N.W. corner of lot 9 Stucke's Addition to the City
of Hutchinson; thence south along the west line of Stucke's addition
to the S.W. corner of lot 8 of said Stucke's addition; thence south-
easterly across lot 7 and lot 6 of said Stucke's Addition to the
S.E. corner of said lot 6, also being on the wesk ine of Lake Street
in the City of Hutchinson; thence south along the west line of Lake Street
200 feet; thence west on a line parallel and 50 feet south of the south
line of Larson's Subdivision in the City of Hutchinson approximately
400 feet, thence south on a line parallel with the west line of Lake
Street approximately 780 feet to a point 50 feet N. of the north line
of Roberts Road in the City of Hutchinson; thence west on a line
parallel with the N. line of said Roberts Road 150 feet; thence
northwesterly to the S.W. corner of Blk. 4 of Larson's Subdivision; thence
north along west line of Larson Subdivision to the N. line of Lewis
Avenue; thence east along said north line of Lewis Avenue 360 feet;
thence north 100 feet; thence east on a line parallel with the north
line of Lewis Avenue 470 feet; thence south to the point of beginning.
by the installation of storm sewer.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUTCHINSON, MINN:
1. Such proposed assessment, a copy of which is attached hereto and
made a par tthereof, is hereby accepted and shall constitute the special
assessment against the lands named therein, and each tract of land therein
included is hereby found to be benefited by the proposed improvement in the
amount of the assessment levied against it.
2. Such assessment shall be payable in equal annual installments extend-
ing over a period of ten years, the first of the installments to be pavable
on or before October 1, 1965, and shall bear interest at the rate of 6% per
annum from the date of the adoption of this assessment resolution. To the
first installment shall be added interest on the entire asseesment from the
date of this resolution until December 31, 1965. To each subsequent install-
ment when due shall be added interest for one year on all unpaid installments.
3. The owner of any property so assessed may, at any time prior to
certification of the assessment to the county auditor, pay the whole of the
assessment on such property, with interest accrued to the date of payment,
to the city treasurer, except that no interest shall be charged if the entire
assessment is paid within 47 days from the adoption of this resolution; he
may thereafter pay to the county treasurer the installment and interest in
process of collection on the current tax list, and he may pay the remaining
principal balance of the assessment to the city treasurer.
4. The clerk shall file the assessment rolls pertaining to this assessment
in his office and shall certify annually to the county auditor on or before
October 10 of each year the total amount of installments and interest which
are to become due in the following year on the assessment on each parcel of
land included in the assessment roll.
Adopted by the council this 14th day of December, 1964.
Note: Assessments for Tilton Altmeyer and Junice Otterness deferred until
Engineering Dept, checks drainage land square feet for storm sewer.

RESOLUTION ADOPTING ASSESSMENT
Project 14-2 (Revised) - Street Improvements
WHEREAS, pursuant to proper notice duly given as required by law, the
Council has met and heard and passed upon all objections to the proposed
assessment against abutting property for the improvement of the following
streets:

made a part thereof, is hereby accepted and shall constitute the special
assessment against the lands named therein, and each tract of land therein
included is hereby found to be benefited by the proposed improvement in the
amount of the assessment levied against it.

RESOLUTION ADOPTING ASSESSMENT
Project 14-2 (Revised) - Sanitary Sewer & Water Services
WHEREAS, pursuant to proper notice duly given as required by law, the
Council has met and heard and passed upon all objections to the proposed
10 assessment for the improvement of the following described property by the
installation of water and sewer services:
1. E. 200' of Lot 4, Auditor's Plat N.W. z Sec. 1, T 116 N, R 30 W.
2. W. 100' of E. 300' of Lot 4, Auditor's Plat N.W. 4 Sec. 1,
T 116 N, R 30 W.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUTCHINSON, MINN:
1. Such proposed ,assessment, a copy of which is attached hereto and
made a part thereof, is hereby accepted and shall constitute the special
assessment against the lands named therein, and each tract of land therein
included is hereby found to be benefited by the proposed improvement in
the amount of the assessment levied against it.
2. Such assessment shall be payable in equal annual installments
extending over a period of ten years, the first of the installments to be
payable on or before October 1, 1965, and shall bear interest at the rate
of 6% per annum from thee date of the adoption of this assessment resolution.
To the first installment shall be added interest on the entire assessment
from the date of this resolution until December 31, 1965. To each subse-
quent installment when due shall be added interest for one year on all unpaid
installments.
3. The owner of any property so assessed may, at any time prior to
certification of the assessment to the county auditor, pay the whole of the
assessment on such property, with interest accrued to the date of payment,
to the city treasurer, except that no interest shall be charged if the
entire assessment is paid within 47 days from the adoption of this resolution;
he may thereafter pay to the county treasurer the installment and interest
in process of collection on the current tax list, and he may pay the
remaining principal balance of the assessment to the city treasurer.
4. The clerk shall file the assessment rolls pertaining to this
assessment in his office and shall certify annually to the county auditor
on or before October 10 of each year the total amount of installments and
interest which are to become due in the following year on the assessment on
each parcel of land included in the assessment roll.

Mayor Rolfe read the resignation of Len Dettmann effective December 21, 1964.
Alderman Johnson made a motion to accept the resignation of Len Dettmann.
Alderman Stearns seconded the motion of Alderman Johnson and upon vote being
taken, carried.
Alderman Johnson introduced the following resolution and moved its adoption:
RESOLUTION NO. 2347
WHEREAS, Everett Oleson, City Assessor for the City of Hutchinson, passed
away on November 6, 1964, and
WHEREAS, this individual devoted time and talent to the service of the
City of Hutchinson at little personal reward to himself
NOW THEREFORE, BE IT RESOLVED: That the City of Hutchinson does hereby
commend and thank Everett Oleson for the service -and help as City Assessor,
and appreciates the work done on behalf of the City of Hutchinson .

RESOLUTION ACCEPTING WORK
WHEREAS, pursuant to a written contract signed with the city on July 26,
1964, Juul Contracting Co. bas satisfactorily completed the improvement of
Sanitary Sewer and Water Project 14-1.
NOW THEREFORE, BE IT RESOLVED BY THE CITY OF HUTCHINSON,MINNESOTA:
The work completed under said co ntract is hereby accepted and approved
and,
BE IT FURTHER RESOLVED: That the city clerk and mayor are hereby
directed to issue a proper order for the final payment on such contract,
taking the contractor's receipt in full.
