February 22, 1965
A Regular Council meeting was called to order by Mayor Rolfe in the Council
Chambers at the hour of 7:30 P.M. Invocation by Rev Felton
Members present: Aldermen Hanson, Fitzloff, Johnson,Stearns, Attorney
Schantzen, Engineer Wilson, Treasurer Smith
Members absent: None
Motion was made, seconded and carried to approve the minutes of the Regular
Meeting of February 8, and Special Meeting of February 17, 1965.
Motion was made, seconded and carried that the following bills be approved and

Motion was made, seconded and carried to refer these bids to the

Mayor Rolfe called for bids Publication No. 916 at 8:00 P.M. for
Police Car.
There was one bid.
Wigen Chevrolet Company.
1965 Chevrolet 4 door Biscayne Madel No. 15469, wheelbase 119"
with required specifications. Trading difference on the present
1963 Police Car to be $990.00 F.O.B. Hutchinson with delivery in 30 NXOX
to 45 days.
Alderman Hanson made a motiofl to accept the bid of Wigen Chevrolet Co.
for the Police Car.
Aldewman Stearns seconded the motion of Alderman Hanson, and upon vote
being taken, carried.
Mr. Ben Stolpman and Mr. Wm F. Rylel of Minneapolis were present to
discuss the sale of Ben's Place to Mr. Rylel.
Applications for 3.2 Malt Beverage licenses were presented:
"ON SALE" by tap and "OFF SALE"
Bens Place - Wm. F. Rylel effective March 1, 1965
These applications were accompanied by a fee of $25.00 to cover the
period from March 1, 1965 to April 20, 1965.
Alderman Stearns made a motion to grant the above licenses to Mr. Rylel.
Application for a Cigarette license for Ben's Place was presented by
Mr. Rylel for a period of 9 months, accompanied by the proper fee of
$9.00.
Motion was made, seconded and carried to grant this license.
Alderman Johnson introduced Ordinance No. 270 for its third and final
reading.

Engineer Wilson presented a proposal for having topographic survey
maps made.
Alderman Fitzloff made a motion to contact other companies in this
work and get additional proposals of cost.

Alderman Hanson introduced the following resolution and moved its
adoption:
RESOLUTION NO. 2353

WHEREAS, the condition of Main Street (Minnesota Trunk Highway #15)
is poor in many areas, and
WHEREAS, many intersections are subject to frequent flooding,
NOW THEREFORE BE IT RESOLVED BY THE CITY OF HUTCHINSON,MINNESOTA:
That the District Engineer of the Minnesota Highway Department is
hereby requested to make an investigation of Minnesota Trunk Highway #15
(Main Street) to determine the condition of the storm sewer system, the
road subbase and base, and the curbing and sidewalk. The area recommended
for investigation shall be at least from the intersection of Trunk
Highway #7 (Fourth Avenue North) to the intersection of Sixth Ave South.
The District Engineer is further requested to submit a report of this
investigation to the City Council of the City of Hutchinson, together
with a recommendation of a project of Construction with joint state
and city participation.

Alderman Stearns introduced the following resolution and moved its

RESOLUTION NO. 2354
BE'IT RESOLVED:
That pursuant to statutory authority, the City Engineer for and
on behalf of the Municipality of Hutchinson is hereby authorized to
request and obtain from the Minnesota Department of Highways, needed
engineering and technical services during the year of 3965 for which
payment will be made by the City of Hutchinson upon receipt of
verified claims from the Commissioner of Highways.

Alderman Hanson introduced the following resolution and moved its adoption:
RESOLUTION NO. 2355
WHEREAS, the City Council of the City of Hutchinson did
receive a letter from the Hutchinson Utilities Commission of the
City of Hutchinson, dated January 25, 1965, whereby said Hutchinson
Utilities Commission has requested the City Council's approval of a
change in the electrical power rates; and
WHEREAS, the City Council has given due consideration and study
to said change in electricalpower rates suggested by the Hutchinson
Utilities Commission; and,
NOW THEREFORE, be it resolved by the City Council of the City of
Hutchinson that they do hereby accept and approve the lowering of
Electrical power rates as recommended by the Hutchinson Utilities
Commission in their above referred to letter of January 25, 1965.
Alderman Fitzloff seconded the motion tb adopt said resolution, and

Motion was made, seconded and carried to accept the resignation of Dr.
J. R. Whittenberg from the Recreation Board.
Mayor Rolfe appointed Larry Graf to the Recreation Board"to fill the
unexpired term of Dr. J. R. Whittenberg.
Motion was made, seconded and carried that this appointment be and.is
hereby ratified and confirmed.
Mayor Rolfe appointed LeRoy Klammer as Acting City Assessor at a salary
of $150.00 per month from March 1, 1965 to May:l, 1965, to fill -the
unexpired term of City Assessor Everett Oleson. Mayor Rolfe -recommended
Mr. Klammer attend the school for assessors the first week in March in
Minneapolis.
Motion was made, seconded and carried that this apointment be and is hereby
ratified and confirmed.
Alderman Stearns made a motion to authorize the clerk to write a letter XWOM
to the Continental Casualty Co.,' 310 S Michigan Ave., Chicago, Ill."
and accept the minimum premium as quoted for coverage for the Liquor
Store.
Alderman Johnson seconded the motion of Alderman Stearns, and upon vote
being taken, carried.

SPECIAL COUNCIL PROCEEDINGS March 3, 1965
A Special Council meeting was called to order at the City Hall
by Mayor Rolfe at the hour of 1:00 P.M.
Members present: Aldermen Hanson, Fitzloff, Stearns,
Attorney Schantzen, Engineer Wilson
Member absent: Alderman Johnson
Discussion of purchase of End Loader.
Alderman Fitzloff made a motion to accept the bid of Hall Equipment
Company, Minneapolis, Minnesota as low bid, as follows:
One (1) Model H-60 Hough four-wheel drive Payloader s/n AH -1388
as detailed on the xttxA proposal sheet, titled tT Page #3
also one (1) Wausau Model 78-688C Sno-Thro two-stage rotary
plow as detailed on same page #3 and also one (1) all-weather
cab for above payloader.
Total Contract Price - including 17.5 x 25 tires $600.00 in the
total amount of $16,248.00

I wish to close by making a comment regarding Ordinance No. 245,
Zoning Regulations, in relation to Sites C, D & E.
These sites are currently zoned as R-2 and I would recommend
that the amity Council consider amending the zoning to B-3. Basis
for opinion is as follows:
1. There are ample sites available for (R-2) multiple dwellings.
At present it appears also that there is sufficient rental
housing units available.
2. These sites are in a old neighborhood where properties are
not well maintained and this would tend to reduce values and
appeal for new dwelling structures.
3. Area already contains business establishments and B-3 zoning
would blend in properly.
