A Regular Council meeting was called to order by Mayor Rolfe in the
Council Chambers at the hour of 7:30 P.M. Invocation by Rev McNeilly
Members present: Aldermen Hanson, Fitzloff, Johnson, Stearns, Atty

Members absent: None
Motion was made, seconded and carried to approve the minutes of the
Regular Meeting of March 8, 1965.
Motion was made, seconded and carried that the following bills be approved

Alderman Fitzloff made a motion to correct the minutes of March 3, 1965
to read as follows:

Wausau Model 78-68 SC Sno-Thro two stage rotary plow, as detailed
on proposal sheet.
One (1) all weather cab for above payloader in the total amount of
$15,648.00
Alderman Hanson seconded the motion of Alderman Fitzloff and upon vote being
taken, carried.
Motion was made, seconded and carried to order 17.5 x 25 tires in the
amount of $600.00 for the above payloader.

Alderman Fitzloff seconded the motion of Alderman Johnson to introduce
Ordinance No. 272 on its third and final reading. Upon roll call, all
members present voted in favor of Ordinance No. 272, and it was declared
passed on its third and final reading.
Alderman Stearns made a motion to transfer $91000.00 from the Liquor
fund to the General fund.
Alde,.rman Johnson seconded the motion of Alderman Stearns and upon vote,
carried.
The following application for a Cigarette license for a period of eight
and one half months beginning March 22, 1965,accompanied by the proper
fee of $8.50 was presented:

Motion was made, seconded and carried that the following locations be
designated as polling places and the following persons be appointed

9:00 P.M., and the Annual City Election to be held Tuesday May 4,1965;

a five year term.

Mayor Rolfe appointed Clinton Tracy to the Planning Commission for a
five year term as representative of the Utilities Commission.

AN ORDINANCE ADOPTING ZONING REGULATIONS IN THE CITY OF
HUTCHINSON, MINNESOTA
The City Council of the City of Hutchinson ordains as follows:
SECTION I. That Section 5 - B (Map) of Ordinance No. 245 be
amended so that as amended same shall show as follows:
The boundaries of these districts as shown on the map
entitled "City of Hutchinson Zoning Map", which map is
hereby made a part of this Ordinance, provided however,
That part of Lots Seven (7) and Eight (8) of Auditors Plat
Lot 15 Auditors Plat Section Seven (7) - 116 - 29 approximately
130' frontage on file and of record in the Office of the
Register of Deeds in and for McLeod County,Minnesota, and the
same is hereby designated as and hereby made a part of that District
of said City Zoning Map, rezoning from R-1 to B-1.
SECTION II. Any person who shall violate or refuse to comply
with any of the provisions of this Ordinance shall be subject upon
conviction thereof to a fine of not less than twenty-five dollars
($25.00) or more than one hundred ($100.00) or imprisonment of not
more than ninety (90) days for each offense. Each day that the
violation is permitted to exist shall constitute a separate
offense.
SECTION III. This Ordinance shall be in full force and effect from
and after its passage and publication.

AN ORDINANCE ADOPTING ZONING REGULATIONS IN THE CITY OF
HUTCHINSON, MINNESOTA
Alderman Fitzloff seconded the motion of Alderman Hanson to introduce
Ordinance No. 273 and moved its second reading. Upon roll call all
members present voted in favor of Ordinance No. 273, and it was declared
passed on its fgxxt second reading.
Alderman Johnson made a motion to pay a partial payment of $8,000.00
to Fredrickson's Inc. for repair of North well with balance to be
paid at a later date.
Alderman Stearns seconded the motion of Alderman Johnson, and upon
vote being taken, carried.
A petition was presented for improvement by permanent street and curb
and gutter on Oak Lane between Jorgenson Street and OXXXIQB( the end of
Oak Lane, signed by the three property owners on Oak Lane.
Alderman Fitzloff made a motion to refer this petition to the Engineer.
Alderman Johnson seconded the motion of Alderman Fitzloff, and upon
vote, carried.
Discussion of Bond Issue for Street Improvement program.

of the City of Hutchinson, Minnesota, as follow:
1. The city council deems it necessary and expedient to
issue the negotiable coupon General Obligation Im-
provement Bonds of the city in the amount of $88,000, dated
April 1, 1965, bearing interest at the rate or rates desig-
nated by the successful bidder, payable January 1, 19660 and
semiannually thereafter on January 1 and July 1 in each year,
which bonds are to mature serially on January 1 in the years
and amounts as follows: $8,000 in 1967 and $10,000 in each
of the years 1968 to 1975, both inclusive, all without option
of prior payment.
2. The city council small meet ' at the `!Council loom in
the City ball on Tuesday, the 6th day of April,
1968, at 7:00 o'clock P. M., Central Standard Time, for the
purpose of receiving and considering sealed bids for the pur-
chase of said bonds and the clerk shall cause notice of sale
to be given by publication at least ten days in advance of the
date of sale in the official newspaper of the city and in Com-
mercial West, a financial paper published in Minneapolis, Min-
nesota. Said notice shall recite that the city will furnish
printed bonds and approving legal opinion of Messrs. Howard,
Peterson, LePevere, Lefler and Hamilton, Minneapolis, Minne-
sota, both without expense to the purchaser, shall require
sealed bids accompanied by a good faith check in the amount of
at least $1,6034, shall state that all bids shall state one or
more rates of interest (not to exceed three) in multiples of
one-quarter or one --tenth of one percent, with additional cou-
pons in the amount of not to exceed $1,600; shall state that
-the bonds will be payable at any suitable bank designated by
the purchaser, that delivery will be made within forty days
after the date of sale and that the bonds will be in denomina-
tion of $1,000 or $5,000,
The motion for the adoption of the foregoing resolu-
tion 'was duly seconded by Alderman Leonard Johnson , and upon
roll call being taken thereon, the following voted in favor

SPECIAL COUNCIL PROCEEDINGS March 29, 1965
A Special Council meeting was called to order by Mayor Rolfe in the
Council Chambers at the hour of 2:30 P.M.
Members present: Aldermen Hanson, Fitzloff, Johnson, Stearns,
Engineer Wilson
Members absent: Attorney Schantzen
Mr L. R. Evans of Alster & Assoc., Madison , Wisconsin gave information
to the council on the procedure of aerial photography and contour maps.
The following resolution is retroactive to March 17, 1965:
Alderman Fitzloff introduced the following resolution and moved its
adoption:
RESOLUTION NO.2358
BE IT'RESOLVED, That the Mayor and City Council hereby are
authorized and directed for $n behalf of the City of Hutchinson to
execute and enter into a contract with the Commissioner of Highways
for the removal of snow from particular portions or all of the roads
and highways under the jurisdiction of the City of Hutchinson all
on the terms and conditions contained and set forth in "State of
Minnesota, Department of Highways Maintenance Section Snow Removal
Agreement Form No. 1", a copy of which said form was before the
Board, assuming on behalf of the City all of the contractual
obligations therein contained.
BE IT FURTHER RESOLVED, That Charles J. Wilson, the City
Engineer of said City of Hutchinson, be and he hereby is authorized
to request and order from time to time men and equipment for the
removal of snow in accordance with and under the terms of the fore-
going contract.

RESOLUTION ENDORSING SENATE FILE 617 AND HOUSE FILE X.f,X,900,
ALLOWING PRESENT MUNICIPAL EMPLOYEES TO CHOOSE BETWEEN
HAVING PERA ONLY OR A COMBINATION OF PERA AND OASDI
WHEREAS, the employees of the City of Hutchinson are currently
excluded from Social Security coverage, and,
WHEREAS, a majority of the employees are in favor of having a
combined plan similar to that unjoyed by state employees, but are
presently denied the right to make a choice, and,
WHEREAS, SUCH A COMBINED PLAN WOULD PROVIDE SOUNDER retirement
and disability benefits than does PERA,
NOW THEREFORE, BE IT RESOLVED by the City of Hutchinson that all
members of the Minnesota State Senate and House of Representatives be
strongly urged to give all affected municipal employees the same
rights enjoyed by other public employees; namely, to be included in
the OASDI, by passing Senate File 617 and House File 900, and,
BE IT FURTHER RESOLVED that Senator Harold Popp and Representative
Jungclaus be requested to support vigorously the enactment of Senate
File 617 and House File 900,
BE IT FURTHER RESOLVED that the McLeod County Board and the
School Board of District 423 be requested to also support the enact-
ment of Senate File 617 and House File 900.
