A Regular Council meeting was called to order by Mayor l?itzloff in the
Council Chambers at the hour of 7:30 P.M. Invocation by Rev Kottke

Motion was made, seconded and carried to approve the minutes of the Regular
Council Meeting of August 9, 1965.
Motion was made. seconded and carried that the following bills be granted

Motion was made, seconded and carried to approve $50.00 to the Safety Council for
operating budget for the balance of the current year.
Marvin Nelson, 628 Main Street South was present to discuss water drainage from
higher property running onto his property. He was told this problem could be
solved either by landscaping to provide proper draingge, a private tile to a catch
basin, or a storm sewer in this drainage area. Ng action taken.
Frank Janousek, Janousek's Barber Shop on north Main Street was present to discuss
plans for remodeling h is barber shop.
Discussion of a storm sewer in the area of Washington Ave North.
Engineer Wilson gave a report on a small storm sewer serving this area at the present
time. He recommended replacement by a new storm sewer that would start at 1st Ave NE,
service a private storm sewer, run west to the alley between Hassan & Jefferson Streets
and then to the river.

Alderman Kost introduced the following resolution and moved its adoption:

RES LUTION RECEIVING REPORT AND EKKKUM CALLING HEARING ON IMPROVEMENT
WHEREAS, p rsuant to Resolution No. 2394 of the City Council adopted July 12, 1965,
a report has bee prepared by the City Engineer with reference to the improvement of
blocks 44,45,47, N1/2 of the City of Hutchinson, also described as that area bounded
by 2nd Ave NE, Hassan Street North, Washington Ave East, Adams Street North, and the
south fork of the Crow River, by the installation of Storm sewer, and to assess the
benefited property for all or a portion of the cost of the improvement, pursuant to
Minn. Stats., Sec. 429.011 to 429.111 (Laws 1953, Chapter 398, as amended.)
NOW'THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HUTCHINSON,MINNESOTA:
1. Charles J. Wilson is hereby designated as the engineer for this improvement.
He shall prepare plans and specifications for the making of such improvement.
Alderman Hansom seconded the motion to adopt said resolution, and upon vote being
taken, the following voted in favor of Resolution No. 2406:
Alderman Linder "aye" Alderman Hanson "aye"
Alderman Kost "aye" Alderman Johnson "aye"
The following voted against this resolution:
None
Adopted by the City Council this 23rd day of August, 1965.
Engineer Wilson reported on a request for atreet lights at 6th Ave NE east of Bluff
Street. He recommended installing a light at 6th Ave NE and Waller Drive.
Motion was made, seconded and carried to have a street light installed at 6th Ave NE
and Waller Drive as recommended by the Engineer.
Motion was made, seconded and carried that the following building permits be granted:

Remodel dock on NE side of Magnetic Plant
Alderman Hanson made a motion to authorize Engineer Wilson to have cross section5of
the river made, the cost to be paid by the Park Board, with their approval.
Alderman Kost seconded the motion of Alderman Hanson, and upon vote being taken,carried.
Discussion of the State Building Code for commercial buildings. No action taken.
Alderman Kost made a motion to award the bid for Sanitary Sewer & Water Project 15-5
to Juul Contracting Co., Hutchinson, Minn., as low bidder, in the amount of $31,219.00.
Alderman Hanson seconded the motion of Alderman Kost,.and upon vote being taken,carried.

Engineer Wilson explained there was more work in the Engineering Department than
when Roger Josephson was hired, and asked that he be given a raise.
Alderman Hanson made a motion to give Roger Josephson a raise of $50.00 per month effective
September 1, 1965.
Alderman Kost seconded the motion of Alderman Hanson, and upon vote being taken,
carried.
Alderman Kost introduced Ordinance No. 274 and moved its first reading:
ORDINANCE NO. 274
AN ORDINANCE TO AMEND SECTION V OF ORDINANCE NO. 267, RELATING TO SEWER AND
WATER CHARGES BY THE CITY OF HUTCHINSON
THE CITY COUNCIL OF THE CITY OF HUTCHINSON ORDAINS:
Section I: That Section V of Ordinance67 be and the same hereby is amended so
that as amended the said Section V shall, and hereby is deleted, voided and removed
in total from said ordinance.
Alderman Linder seconded the motion of Alderman Kost to introduce Ordinance No 274
for its first reading. Upon roll call, all members present voted in favor of
Ordinance No. 274 and it was declared passed on its first reading.
Alderman Linder introduced Ordinance No. 274 and moved its second reading:

AN ORDINANCE TO AMEND SECTION V OF ORDINANCE NO. 267, RELATING TO SEWER
AND WATER CHARGES BY THE CITY OF HUTCHINSON.
Alderman Kost seconded the motion of Alderman Linder to introduce Ordinance No 274
for its second reading. Upon roll call, all members present voted in favor of
Ordinance No. 274 and it was declared passed on its second reading.
Motion was made, seconded and carried to transfer $25,000.00 from Sinking Fund # 4
to the Road abd Bridge Fund.
Discussion of the operation of the dump. It was suggested leasing the dump to a
private operator. The clerk was requested to get information from some cities of
comparable size on their operation and charges.
Motion was made, seconded and carried -to adjourn at 11:15 P.M.
